    Recipes for Success: Youth Council Guide to Creating a Youth Development System Under WIA

    As we enter the new millennium, several trends exist that are radically changing the way our nation's young people will participate in the workforce. New technologies have opened up new industries and revolutionized our notion of the workplace. A booming economy has contributed to remarkably low unemployment rates. Today's young people can look forward to unprecedented opportunities, but only if they are prepared. Young people with little sense of direction, who do not obtain the knowledge and skills necessary to enter an increasingly complex workplace, will be left behind. The disparity between skilled and unskilled workers will become particularly dramatic in the next decade, when shifting demographics will increase/intensify competition for jobs.Those of us charged with helping young people reach their full potential must re-examine the way in which we prepare them for tomorrow's workplace. The Workforce Investment Act of 1998 provides an excellent opportunity to do just that. WIA authorizes over one billion dollars per year to help low income youth acquire the education, skill, work experience and support they will need to make the transition to productive adulthood.In creating the Youth Councils -- a mandated component of the Workforce Investment Boards -- WIA provides local communities with the framework for developing comprehensive and effective strategies that ensure such successful transitions. The partnerships represented on the Youth Council bring together a diverse set of stakeholders and resources, partners who can address the needs of young people more effectively that any one partner can do alone. Because the leadership provided bythe local Youth Councils will be pivotal in making this initiative work, it is essential that communities compose these Councils with great care.This guide is designed to provide practical information for community leaders, local Workforce Investment Boards (WIBs), Youth Councils, staff and others that are committed to effective youth and workforce development. It contains four sections and several appended exercises.Chapter 1: "Planning the Menu" defines youth development, outlines the basic concepts of making connections for young people (system-building), describes how WIA can make a difference and starts a work plan for Youth Councils.Chapter 2: "Youth Councils: Essential Ingredients" addresses the wide range of Youth Council responsibilities, from organization and staffing to strategic planning and accountability.Chapter 3: "Transition to WIA: From Soup To Nuts" addresses resource allocation decision making, follow-up services, the performance system, selecting service providers and other important administrative decisions.Chapter 4: "Coming Together At the Table" depicts the path ways to comprehensive service delivery based on proven princi ples and practices. The building blocks that are available as the platform for developing a system for young people are described.Youth Councils offer a leadership opportunity for local communities to bring about change in youth activities and outcomes. If communities take advantage of this opportunity, Youth Councils will be in a strong position to stimulate broad-based change, reward innovation, and improve performance in youth development and youth organizations. Communities will need assistance building effective Youth Councils.     Using Open Stack for an Open Cloud Exchange(OCX)

    We are developing a new public cloud, the Massachusetts Open Cloud (MOC) based on the model of an Open Cloud eXchange (OCX). We discuss in this paper the vision of an OCX and how we intend to realize it using the OpenStack open-source cloud platform in the MOC. A limited form of an OCX can be achieved today by layering new services on top of OpenStack. We have performed an analysis of OpenStack to determine the changes needed in order to fully realize the OCX model. We describe these proposed changes, which although significant and requiring broad community involvement will provide functionality of value to both existing single-provider clouds as well as future multi-provider ones

    Improving sustainability through intelligent cargo and adaptive decision making

    In the current society, logistics is faced with the challenge to meet more stringent sustainability goals. Shippers and transport service providers both aim to reduce the carbon footprint of their logistic operations. To do so, optimal use of logistics resources and physical infrastructure should be aimed for. An adaptive decision making process for the selection of a specific transport modality, transport provider and timeslot (aimed at minimisation of the carbon footprint) enables shippers to achieve this. This requires shippers to have access to up-to-date capacity information from transport providers (e.g. current and scheduled loading status of the various transport means and information on carbon footprint) and traffic information (e.g. city logistics and current traffic information). A prerequisite is an adequate infrastructure for collaboration and open exchange of information between the various stakeholders in the logistics value chain to obtain the up-to-date information. This paper gives a view on how such an advanced information infrastructure can be realised, currently being developed within the EU iCargo project. The paper describes a reference logistics value chain, including business benefits for each of the roles in the logistics value chain of aiming for sustainability. A case analysis is presented that reflects a practical situation in which the various roles collaborate and exchange information for realizing sustainability goals, using adaptive decision making for selecting a transport modality, transport provider, and timeslot.     Making asset investment decisions for wastewater systems that include sustainability

    Effective integrated water management is a key component of the World Water Vision and the way in which aspirations for water equity may be realized. Part of the vision includes the promotion of sustainability of water systems and full accountability for their interaction with other urban systems. One major problem is that “sustainability” remains an elusive concept, although those involved with the provision of urban wastewater systems now recognize that decisions involving asset investment should use the “triple bottom line” approach to society, the economy, and the environment. The Sustainable Water Industry Asset Resource Decisions project has devised a flexible and adaptable framework of decision support processes that can be used to include the principles of sustainability more effectively. Decision mapping conducted at the outset of the project has shown that only a narrow range of criteria currently influence the outcome of asset investment decisions. This paper addresses the concepts of sustainability assessment and presents two case studies that illustrate how multicriteria decision support systems can enhance the assessment of the relative sustainability of a range of options when decisions are being made about wastewater asset investment

    Web service technology provides a way for simplifying interoperability among different organizations. A piece of functionality available as a web service can be involved in a new business process. Given the steadily growing number of available web services, it is hard for developers to find services appropriate for their needs. The main research efforts in this area are oriented on developing a mechanism for semantic web service description and matching. In this paper, we present an alternative approach for supporting users in web service discovery. Our system implements the implicit culture approach for recommending web services to developers based on the history of decisions made by other developers with similar needs. We explain the main ideas underlying our approach and report on experimental results

    QoS-Aware Middleware for Web Services Composition

    The paradigmatic shift from a Web of manual interactions to a Web of programmatic interactions driven by Web services is creating unprecedented opportunities for the formation of online Business-to-Business (B2B) collaborations. In particular, the creation of value-added services by composition of existing ones is gaining a significant momentum. Since many available Web services provide overlapping or identical functionality, albeit with different Quality of Service (QoS), a choice needs to be made to determine which services are to participate in a given composite service. This paper presents a middleware platform which addresses the issue of selecting Web services for the purpose of their composition in a way that maximizes user satisfaction expressed as utility functions over QoS attributes, while satisfying the constraints set by the user and by the structure of the composite service. Two selection approaches are described and compared: one based on local (task-level) selection of services and the other based on global allocation of tasks to services using integer programming
