Using Eco-schemes in the new CAP: a guide for managing authorities

This guide has been developed primarily for policy makers and Member State officials involved in the national and regional programming processes of the CAP Strategic Plans (CSPs). This process might involve different administrative levels (national, regional, local), different political fields (agriculture, environmental, food and health ministries), different public bodies (paying agencies, environmental agencies, rural development offices) depending on the administrative setting of each MS. In addition, the guide provides support to other stakeholders and practitioners from the public and private sectors and civil society (including agricultural, environmental, food, health and consumer NGOs), with a direct or indirect involvement in the programming and evaluation process of the CSPs. Since these new plans will have a strong impact on MS environments, agricultural sectors, rural areas, etc., the engagement of all stakeholders will be an important asset for supporting an effective implementation of the CSP objectives. There are many others with potential interests in the contents of this guide. EU citizens have demonstrated their increasing interest in the contents of the CAP objectives and policy framework, as demonstrated both by civil society initiatives and consumption decisions. The contents of this guide may therefore also be of interest to other societal actors with interests in agricultural and environmental policies, such as researchers, journalists, trade unions, and civil society organizations. However, the guide is intentionally more focused on the technical needs of those involved in CSP development and implementation

Optimal Portfolio Management in Alaska: A Case Study on Risk Characteristics of Environmental Consulting Companies

A Project Submitted in Partial Fulfillment of the Requirements for the Degree of MASTER OF SCIENCE in Project ManagementSharp declines in global oil prices have led to a marked contraction in Alaska’s natural resource dependent economy. This, coupled with record the State’s budgetary shortfalls and a decrease in incoming federal dollars, has created a climate where environmental consulting companies must accept riskier projects to balance portfolio growth and security. As a result, companies must adopt a risk-based portfolio management approach as both a high level strategy and a core management practice. It is important to specifically identify projects best suited for an organization’s tolerance for risk based off of the supply and demand of the industry in rapidly changing economic conditions. Therefore, the aims of this project report are to help environmental consulting companies identify risk characteristics and manage their portfolio, as well as develop a tool to guide decision-making and selecting projects best suited for a companies’ portfolio strategy. The results of this research may provide Alaska based environmental companies with a clear understanding of the types of projects that offer both development and financial security for an organization. WSN based intelligent cold chain management

This paper presents a cold chain monitoring system which is implemented by using ubiquitous computing technologies, Radio Frequency Identification (RFID) & Wireless Sensor Network (WSN). In this paper, we discuss how cold supply chain works and how we can monitor and control cold supply chain by using wireless tracking and sensing technologies. We propose a prototype design which will provide a well controlled and transparent cold chain system, which could help the users to manage their products’ environmental data in real time during the life cycle. Moreover, we highlight how the availability of product trace data in combination with historical condition-monitoring data can facilitate decision-making processes enhancing supply chain’s performance. Finally we discuss the integration works of these two technologies together in the cold supply chain management system. Hardware and software platform of WSN used in this system are also described in this paper

Forensic Fisheries Science: Literature Review and Research Suggestions

Recent years have seen a dramatic increase in litigation against the National Marine Fisheries Service, NOAA. Litigation may affect personnel throughout the agency, including scientists, whose work is often directly or indirectly influenced by complex legal requirements, but who may not be in a position to comment or engage in public dialogue. It may be helpful for scientists and other agency personnel to join the ongoing discussion in the legal community regarding the interface of science and law. This paper provides a starting point with a selected introduction to relevant legal literature in this area. It uses the phrase “forensic fisheries science” to describe the application of science to legal requirements in the fishery management context. It concludes with suggestions for future research that could assist NMFS scientists as they grapple with the challenge of using science to help the agency meet its complex legal requirements.
