    Digital Scotland, the relevance of library research and the Glasgow Digital Library Project

    The Glasgow Digital Library (GDL) Project has a significance over and above its primary aim of creating a joint digital library for the citizens of Glasgow. It is also both an important building block in the development of a planned and co-ordinated 'virtual Scotland' and a rich environment for research into issues relevant to that enterprise. Its creation comes at a time of political, social, economic and cultural change in Scotland, and may be seen, at least in part, as a response to a developing Scottish focus in these areas, a key element of which is a new socially inclusive and digitally driven educational vision and strategy based on the Scottish traditions of meritocratic education, sharing and common enterprise, and a fiercely independent approach. The initiative is based at the Centre for Digital Library Research at Strathclyde University alongside a range of other projects of relevance both to the development of a coherent virtual landscape in Scotland and to the GDL itself, a supportive environment which allows it to draw upon the research results and staff expertise of other relevant projects for use in its own development and enables its relationship to virtual Scotland to be both explored and developed more readily. Although its primary aim is the creation of content (based initially on electronic resources created by the institutions, on public domain information, and on joint purchases and digitisation initiatives) the project will also investigate relationships between regional and national collaborative collection management programmes with SCONE (Scottish Collections Network Extension project) and relationships between regional and national distributed union catalogues with CAIRNS (Co-operative Academic Information Retrieval Network for Scotland) and COSMIC (Confederation of Scottish Mini-Clumps).     Public Versus Private Mobility for the Poor: Transit Improvements Versus Increased Car Ownership in the Sacramento Region, MTI Research Report 08-02

    Whether to aid welfare recipients in overcoming transportation barriers with increased car ownership or better transit became an issue after the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 was signed into law. Empirical studies pointed out that welfare recipients owning a car had a high probability of moving from welfare to work. In this study, the authors examined the impacts of car ownership promotion versus transit improvements on job accessibility, work trips, and traveler´s economic welfare by running a travel demand model adopted by the Sacramento Area Council of Governments (SACOG). In the car scenario, the zero-car households who were assigned a car had higher job accessibility and larger traveler benefits than in the Base Case scenario. The other households had lower traveler benefits, compared to the Base Case, due to slight increases in congestion. In the transit scenario, all households had gains in traveler benefits and the households without a car gained more than those with a car. The households without a car gained more in traveler benefits in the transit scenario than in the car scenario. The total gain in traveler benefits was higher in the transit scenario. In both scenarios, the changes in total travel time, congestion, and vehicle miles traveled (VMT) were small, but mode shares changed substantially

    Active Travel Co-Benefits of Travel Demand Management Policies that Reduce Greenhouse Gas Emissions, MTI Report 12-12

    There is increasing evidence that improved health outcomes may be significant co-benefits of land use plans and transport policies that increase active transport (or walking and biking for purposeful travel) and reduce greenhouse gas emissions (GHGs) from vehicle miles traveled (VMT). A greater understanding of these benefits may broaden the constituency for regional planning that supports local and national GHG reduction goals. In this study, California’s activity-based travel demand model (ABM) is applied to (1) demonstrate how this new generation of travel models can be used to produce the active travel data (age and sex distributions) required by comparative risk assessment models to estimate health outcomes for alternative land use and transport plans and to (2) identify the magnitude of change in active travel that may be possible from land use, transit, and vehicle pricing policies for California and its five major regions for a future 2035 time horizon. The results of this study suggest that distance-based vehicle pricing may increase walking by about 10% and biking by about 17%, and concurrently GHG from VMT may be reduced by about 16%. Transit expansion and supportive development patterns may increase active travel by about 2% to 3% for both walk and bike modes while also reducing VMT by about 4% on average. The combination of all three policies may increase time spent walking by about 13% and biking by about 19%, and reduce VMT by about 19%

    Securing the Participation of Safety-Critical SCADA Systems in the Industrial Internet of Things

    In the past, industrial control systems were ‘air gapped’ and isolated from more conventional networks. They used specialist protocols, such as Modbus, that are very different from TCP/IP. Individual devices used proprietary operating systems rather than the more familiar Linux or Windows. However, things are changing. There is a move for greater connectivity – for instance so that higher-level enterprise management systems can exchange information that helps optimise production processes. At the same time, industrial systems have been influenced by concepts from the Internet of Things; where the information derived from sensors and actuators in domestic and industrial components can be addressed through network interfaces. This paper identifies a range of cyber security and safety concerns that arise from these developments. The closing sections introduce potential solutions and identify areas for future research

    The Greater Washington Workforce Development Collaborative, an initiative of The Community Foundation for the National Capital Region, has partnered with JPMorgan Chase & Co. to develop new a research report, Greater Washington Works: IT and Health Careers with Promise, released today. The report focuses on how our region can address the skills gap and lift more of our neighbors out of poverty through careers in IT and Healthcare.With over 70% of net new jobs requiring post-secondary education and training, the Washington regional economy continues to be highly knowledge-based. Local employers, however, face challenges in finding skilled workers. Nearly 800,000 individuals in our region have no education past high school, highlighting a skills gap that has the potential to undermine our region's global economic competitiveness.Further, while it is encouraging that our regional unemployment rate has improved to pre-Great Recession levels, many of our neighbors are still struggling to make ends meet. Our region can count 100,000 additional residents living below the Federal poverty level since 2009. African American or Latino workers in the region are three times more likely to earn an income below the poverty level. Addressing our region's race, ethnicity, and gender-based income inequality is a critical challenge for our region to tackle if we want to ensure that all in our region have a fair shot for prosperity
