Commodities and Linkages: Industrialisation in Sub-Saharan Africa
In a complementary Discussion Paper (MMCP DP 12 2011) we set out the reasons why we believe that there is extensive scope for linkage development into and out of SSA’s commodities sectors. In this Discussion Paper, we present the findings of our detailed empirical enquiry into the determinants of the breadth and depth of linkages in eight SSA countries (Angola, Botswana, Gabon, Ghana, Nigeria, South Africa Tanzania, and Zambia) and six sectors (copper, diamonds, gold, oil and gas, mining services and timber). We conclude from this detailed research that the extent of linkages varies as a consequence of four factors which intrinsically affect their progress – the passage of time, the complexity of the sector and the level of capabilities in the domestic economy. However, beyond this we identify three sets of related factors which determined the nature and pace of linkage development. The first is the structure of ownership, both in lead commodity producing firms and in their suppliers and domestic customers. The second is the nature and quality of both hard infrastructure (for example, roads and ports) and soft infrastructure (for example, the efficiency of customs clearance). The third is the availability of skills and the structure and orientation of the National System of Innovation in the domestic economy. The fourth, and overwhelmingly important contextual factor is policy. This reflects policy towards the commodity sector itself, and policy which affects the three contextual drivers, namely ownership, infrastructure and capabilities. As a result of this comparative analysis we provided an explanation of why linkage development was progressive in some economies (such as Botswana) and regressive in others (such as Tanzania). This cluster of factors also explains why the breadth and depth of linkages is relative advanced in some countries (such as South Africa), and at a very nascent stage in other countries (such as Angola)
Alaska-Canada Rail Link Economic Benefits
Construction of the 1,740 km Alaska-Canada Rail Link (ACRL) between Fort Nelson, BC and Delta Junction, Alaska to join the North American rail system to the Alaska Railroad will result in tremendous economic benefits for Canada and the US. The ACRL will provide valuable additional east-west rail capacity and tidewater access to the Pacific, hugely benefitting not only the Yukon and Eastern Alaska regions, into which it will introduce rail transport for the first time, but throughout both countries. The economic benefits of ACRL construction are consistent with Canadian government’s desire to promote Northern development and comparable in significance to those of Canadian Pacific Railway in the 1880’s and the St. Lawrence Seaway in the 1950’s. Construction of the ACRL alone will bring unprecedented economic stimulus to the region in terms of job creation, wages and income tax revenue over multiple years. Table 7-1 below summarizes the benefits from ACRL construction for the Yukon, BC and Canada as a whole. However, these estimates are conservative as they exclude benefits associated with pre-construction activities, railway operation post-construction, sales taxes and corporate taxes as well as all such benefits that will accrue to Alaska and the US

Preparing for a Northwest Passage: A Workshop on the Role of New England in Navigating the New Arctic (March 25 - 27, 2018 -- The University of New Hampshire) paired two of NSF\u27s 10 Big Ideas: Navigating the New Arctic and Growing Convergence Research at NSF. During this event, participants assessed economic, environmental, and social impacts of Arctic change on New England and established convergence research initiatives to prepare for, adapt to, and respond to these effects. Shipping routes through an ice-free Northwest Passage in combination with modifications to ocean circulation and regional climate patterns linked to Arctic ice melt will affect trade, fisheries, tourism, coastal ecology, air and water quality, animal migration, and demographics not only in the Arctic but also in lower latitude coastal regions such as New England. With profound changes on the horizon, this is a critical opportunity for New England to prepare for uncertain yet inevitable economic and environmental impacts of Arctic change
Social Indicators for Arctic Mining
This paper reviews and assesses the state of the data to describe and monitor mining
trends in the pan-Arctic. It constructs a mining index and discusses its value as a social
impact indicator and discusses drivers of change in Arctic mining. The widely available
measures of mineral production and value are poor proxies for economic effects on
Arctic communities. Trends in mining activity can be characterized as stasis or decline in
mature regions of the Arctic, with strong growth in the frontier regions. World prices and
the availability of large, undiscovered and untapped resources with favorable access and
low political risk are the biggest drivers for Arctic mining, while climate change is a
minor and locally variable factor. Historical data on mineral production and value is
unavailable in electronic format for much of the Arctic, specifically Scandinavia and
Russia; completing the historical record back to 1980 will require work with paper
archives. The most critically needed improvement in data collection and reporting is to
develop comparable measures of employment: the eight Arctic countries each use
different definitions of employment, and different methodologies to collect the data.
Furthermore, many countries do not report employment by county and industry, so the
Arctic share of mining employment cannot be identified. More work needs to be done to
develop indicator measures for ecosystem service flows. More work also needs to be
done developing conceptual models of effects of mining activities on fate control,
cultural continuity and ties to nature for local Arctic communities
Arctic Standards: Recommendations on Oil Spill Prevention, Response, and Safety in the U.S. Arctic Ocean
Oil spilled in Arctic waters would be particularly difficult to remove. Current technology has not been proved to effectively clean up oil when mixed with ice or when trapped under ice. An oil spill would have a profoundly adverse impact on the rich and complex ecosystem found nowhere else in the United States. The Arctic Ocean is home to bowhead, beluga, and gray whales; walruses; polar bears; and other magnificent marine mammals, as well as millions of migratory birds. A healthy ocean is important for these species and integral to the continuation of hunting and fishing traditions practiced by Alaska Native communities for thousands of years.To aid the United States in its efforts to modernize Arctic technology and equipment standards, this report examines the fierce Arctic conditions in which offshore oil and gas operations could take place and then offers a summary of key recommendations for the Interior Department to consider as it develops world-class, Arctic-specific regulatory standards for these activities. Pew's recommendations call for improved technology,equipment, and procedural requirements that match the challenging conditions in the Arctic and for full public participation and transparency throughout the decision-making process. Pew is not opposed to offshore drilling, but a balance must be achieved between responsible energy development and protection of the environment.It is essential that appropriate standards be in place for safety and for oil spill prevention and response in this extreme, remote, and vulnerable ecosystem. This report recommends updating regulations to include Arctic specific requirements and codifying temporary guidance into regulation. The appendixes to this report provide substantially more detail on the report's recommendations, including technical background documentation and additional referenced materials.
