    Factors shaping the evolution of electronic documentation systems

    The main goal is to prepare the space station technical and managerial structure for likely changes in the creation, capture, transfer, and utilization of knowledge. By anticipating advances, the design of Space Station Project (SSP) information systems can be tailored to facilitate a progression of increasingly sophisticated strategies as the space station evolves. Future generations of advanced information systems will use increases in power to deliver environmentally meaningful, contextually targeted, interconnected data (knowledge). The concept of a Knowledge Base Management System is emerging when the problem is focused on how information systems can perform such a conversion of raw data. Such a system would include traditional management functions for large space databases. Added artificial intelligence features might encompass co-existing knowledge representation schemes; effective control structures for deductive, plausible, and inductive reasoning; means for knowledge acquisition, refinement, and validation; explanation facilities; and dynamic human intervention. The major areas covered include: alternative knowledge representation approaches; advanced user interface capabilities; computer-supported cooperative work; the evolution of information system hardware; standardization, compatibility, and connectivity; and organizational impacts of information intensive environments

    Hypermedia support for argumentation-based rationale: 15 years on from gIBIS and QOC

    Having developed, used and evaluated some of the early IBIS-based approaches to design rationale (DR) such as gIBIS and QOC in the late 1980s/mid-1990s, we describe the subsequent evolution of the argumentation-based paradigm through software support, and perspectives drawn from modeling and meeting facilitation. Particular attention is given to the challenge of negotiating the overheads of capturing this form of rationale. Our approach has maintained a strong emphasis on keeping the representational scheme as simple as possible to enable real time meeting mediation and capture, attending explicitly to the skills required to use the approach well, particularly for the sort of participatory, multi-stakeholder requirements analysis demanded by many design problems. However, we can then specialize the notation and the way in which the tool is used in the service of specific methodologies, supported by a customizable hypermedia environment, and interoperable with other software tools. After presenting this approach, called Compendium, we present examples to illustrate the capabilities for support security argumentation in requirements engineering, template driven modeling for document generation, and IBIS-based indexing of and navigation around video records of meetings

    An EPIIC Vision to Evolve Project Integration, Innovation, and Collaboration with Broad Impact for How NASA Executes Complex Projects

    Evolving Project Integration, Innovation, and Collaboration (EPIIC) is a vision defined to transform the way projects manage information to support real-time decisions, capture best practices and lessons learned, perform assessments, and manage risk across a portfolio of projects. The foundational project management needs for data and information will be revolutionized through innovations on how we manage and access that data, implement configuration control, and certify compliance. The embedded intelligence of new interactive data interfaces integrate technical and programmatic data such that near real time analytics can be accomplished to more efficiently and accurately complete systems engineering and project management tasks. The system-wide data analytics that are integrated into customized data interfaces allows the growing team of engineers and managers required to develop and implement major NASA missions the ability to access authoritative source(s) of system information while greatly reducing the labor required to complete system assessments. This would allow, for example, much of what is accomplished in a scheduled design review to take place as needed, between any team members, at any time. An intelligent data interface that rigorously integrates systems engineering and project management information in near real time can provide substantially greater insight for systems engineers, project managers, and the large diverse teams required to complete a complex project. System engineers, programmatic personnel (those who focus on cost, schedule, and risk), the technical engineering disciplines, and project management can realize immediate benefit from the shared vision described herein. Implementation of the vision also enables significant improvements in the performance of the engineered system being developed

    Catalyzing Collaboration: The Developing Infrastructure for Federal Public Private Partnerships

    There is growing interest on the part of government, philanthropy and business to work together to achieve greater impact. Partnerships that span the sectors have the potential to achieve more than any sector can achieve on its own by leveraging the strengths of each. However, such partnerships also give rise to added costs and entail greater risks. To address these challenges, offices of strategic partnerships are emerging at the federal level to provide an infrastructure to catalyze cross-sectoral partnerships. This report examines 21 such offices in federal departments and agencies whose purpose is to facilitate and accelerate partnerships with philanthropy and business -- ranging from the Department of Housing and Urban Development and the Department of Education, to the Department of State and the Agency for International Development, to the Department of Homeland Security and the Federal Emergency Management Agency. The formation of these offices has been driven by champions within government -- many with prior experience in philanthropy or business -- that have witnessed the power of working collaboratively with other sectors. Their actions have often been reinforced by executive orders and other directives conducive to their growth. In the case of those offices that have been created in the last few years, they have also been encouraged by the examples of their more established counterparts

    Collaboration in the Semantic Grid: a Basis for e-Learning

    The CoAKTinG project aims to advance the state of the art in collaborative mediated spaces for the Semantic Grid. This paper presents an overview of the hypertext and knowledge based tools which have been deployed to augment existing collaborative environments, and the ontology which is used to exchange structure, promote enhanced process tracking, and aid navigation of resources before, after, and while a collaboration occurs. While the primary focus of the project has been supporting e-Science, this paper also explores the similarities and application of CoAKTinG technologies as part of a human-centred design approach to e-Learning

    The Impact of Concept Representation in Interactive Concept Validation (ICV)

    Large scale ideation has developed as a promising new way of obtaining large numbers of highly diverse ideas for a given challenge. However, due to the scale of these challenges, algorithmic support based on a computational understanding of the ideas is a crucial component in these systems. One promising solution is the use of knowledge graphs to provide meaning. A significant obstacle lies in word-sense disambiguation, which cannot be solved by automatic approaches. In previous work, we introduce \textit{Interactive Concept Validation} (ICV) as an approach that enables ideators to disambiguate terms used in their ideas. To test the impact of different ways of representing concepts (should we show images of concepts, or only explanatory texts), we conducted experiments comparing three representations. The results show that while the impact on ideation metrics was marginal, time/click effort was lowest in the images only condition, while data quality was highest in the both condition
