    A Business Rules Management Reference Process for the Dutch Government

    Business Rules Management (BRM) is increasingly being applied in the governmental context. However, currently, many of those governmental institutions apply different BRM processes, but are expected to work together in their task of delivering products and services to citizens and companies in the Netherlands. An initiative from the Dutch government was started with the goal to investigate currently applied processes and develop a BRM reference process to promote cooperation. This paper elaborates upon the process of comparison of currently applied BRM processes and development of the BRM reference process for the Dutch government. The resulting BRM reference process consists of seven main processes with twenty sub-processes and a common vocabulary which can guide (Dutch) governmental organizations to design and implement their BRM solution as well as to achieve better cooperation due to increased commonality. In terms of future research, the emphasis should lie on more thorough validation, using quantitative research methods, but we argue that other industries should be explored as well

    A characteristics framework for Semantic Information Systems Standards

    Semantic Information Systems (IS) Standards play a critical role in the development of the networked economy. While their importance is undoubted by all stakeholders—such as businesses, policy makers, researchers, developers—the current state of research leaves a number of questions unaddressed. Terminological confusion exists around the notions of “business semantics”, “business-to-business interoperability”, and “interoperability standards” amongst others. And, moreover, a comprehensive understanding about the characteristics of Semantic IS Standards is missing. The paper addresses this gap in literature by developing a characteristics framework for Semantic IS Standards. Two case studies are used to check the applicability of the framework in a “real-life” context. The framework lays the foundation for future research in an important field of the IS discipline and supports practitioners in their efforts to analyze, compare, and evaluate Semantic IS Standard

    Taming the ‘trolls’ : major public projects in the making

    Major projects are not yet sufficiently understood, and practices in project governance and project management do not yet reflect the current state of knowledge of large, complex projects. In an attempt to understand the reasons, the authors therefore investigated the latest relevant findings documented in three countries: the UK, Norway, and the Netherlands. Their examination of the effect of implementing governance frameworks for public projects in these countries indicates that efforts to improve major projects are giving rewards: Even if complex public projects, the ‘trolls’, become more challenging, efforts to ‘tame’ them are improving. The results of the study show that project planning has improved and cost overruns are reduced. However, recent observations indicate that the effect may wear off remarkably quickly. Hence, the need for continuous improvement and change is prominent. There are fundamental limitations in the use of formal systems as they cannot detect all problems and there are limitations to humans' ability in terms of optimism bias that cannot be eliminated

    A Model for Semantic IS Standards

    We argue that, in order to suggest improvements of any kind to semantic information system (IS) standards, better understanding of the conceptual structure of semantic IS standard is required. This study develops a model for semantic IS standard, based on literature and expert knowledge. The model is validated by case descriptions of two particular semantic IS standards. The model shows characteristics of semantic IS standards. Some of these characteristics might become steering factors for improving the development, adoption and quality of standards, among others
