    A shared cyber threat intelligence solution for SMEs

    Small- and medium-sized enterprises (SMEs) frequently experience cyberattacks, but often do not have the means to counter these attacks. Therefore, cybersecurity researchers and practitioners need to aid SMEs in their defence against cyber threats. Research has shown that SMEs require solutions that are automated and adapted to their context. In recent years, we have seen a surge in initiatives to share cyber threat intelligence (CTI) to improve collective cybersecurity resilience. Shared CTI has the potential to answer the SME call for automated and adaptable solutions. Sadly, as we demonstrate in this paper, current shared intelligence approaches scarcely address SME needs. We must investigate how shared CTI can be used to improve SME cybersecurity resilience. In this paper, we tackle this challenge using a systematic review to discover current state-of-the-art approaches to using shared CTI. We find that threat intelligence sharing platforms such as MISP have the potential to address SME needs, provided that the shared intelligence is turned into actionable insights. Based on this observation, we developed a prototype application that processes MISP data automatically, prioritises cybersecurity threats for SMEs, and provides SMEs with actionable recommendations tailored to their context.     A Mechanism Design Approach to Bandwidth Allocation in Tactical Data Networks

    The defense sector is undergoing a phase of rapid technological advancement, in the pursuit of its goal of information superiority. This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks. The sheer scale and size of these networks prompt behaviors that go beyond conglomerations of systems or `system-of-systems\u27. The lack of a central locus and disjointed, competing interests among large clusters of systems makes this characteristic of an Ultra Large Scale (ULS) system. These traits of ULS systems challenge and undermine the fundamental assumptions of today\u27s software and system engineering approaches. In the absence of a centralized controller it is likely that system users may behave opportunistically to meet their local mission requirements, rather than the objectives of the system as a whole. In these settings, methods and tools based on economics and game theory (like Mechanism Design) are likely to play an important role in achieving globally optimal behavior, when the participants behave selfishly. Against this background, this thesis explores the potential of using computational mechanisms to govern the behavior of ultra-large-scale systems and achieve an optimal allocation of constrained computational resources Our research focusses on improving the quality and accuracy of the common operating picture through the efficient allocation of bandwidth in tactical data networks among self-interested actors, who may resort to strategic behavior dictated by self-interest. This research problem presents the kind of challenges we anticipate when we have to deal with ULS systems and, by addressing this problem, we hope to develop a methodology which will be applicable for ULS system of the future. We build upon the previous works which investigate the application of auction-based mechanism design to dynamic, performance-critical and resource-constrained systems of interest to the defense community. In this thesis, we consider a scenario where a number of military platforms have been tasked with the goal of detecting and tracking targets. The sensors onboard a military platform have a partial and inaccurate view of the operating picture and need to make use of data transmitted from neighboring sensors in order to improve the accuracy of their own measurements. The communication takes place over tactical data networks with scarce bandwidth. The problem is compounded by the possibility that the local goals of military platforms might not be aligned with the global system goal. Such a scenario might occur in multi-flag, multi-platform military exercises, where the military commanders of each platform are more concerned with the well-being of their own platform over others. Therefore there is a need to design a mechanism that efficiently allocates the flow of data within the network to ensure that the resulting global performance maximizes the information gain of the entire system, despite the self-interested actions of the individual actors. We propose a two-stage mechanism based on modified strictly-proper scoring rules, with unknown costs, whereby multiple sensor platforms can provide estimates of limited precisions and the center does not have to rely on knowledge of the actual outcome when calculating payments. In particular, our work emphasizes the importance of applying robust optimization techniques to deal with the uncertainty in the operating environment. We apply our robust optimization - based scoring rules algorithm to an agent-based model framework of the combat tactical data network, and analyze the results obtained. Through the work we hope to demonstrate how mechanism design, perched at the intersection of game theory and microeconomics, is aptly suited to address one set of challenges of the ULS system paradigm - challenges not amenable to traditional system engineering approaches

    From distributed coordination to field calculus and aggregate computing

The foundation of this approach is the distillation of a number of prior approaches, both formal and pragmatic, proposed under the umbrella of field-based coordination, and culminating into the field calculus, a universal functional programming model for the specification and composition of collective behaviours with equivalent local and aggregate semantics. This foundation has been elaborated into a layered approach to engineering coordination of complex distributed systems, building up to pragmatic applications through intermediate layers encompassing reusable libraries of program components. Furthermore, some of these components are formally shown to satisfy formal properties like self-stabilisation, which transfer to whole application services by functional composition.     Challenges of rapid migration to fully virtual education in the age of the Corona virus pandemic: experiences from across the world

    The social disruption caused by the sudden eruption of the Corona Virus pandemic has shaken the whole world, influencing all levels of education immensely. Notwithstanding there was a lack of preparedness for this global public health emergency which continues to affect all aspects of work and life. The problem is, naturally, multifaceted, fast evolving and complex, affecting everyone, threatening our well-being, the global economy, the environment and all societal and cultural norms and our everyday activities. In a recent UNESCO report it is noted that nearly a billion and a quarter (which is 67,7 % of the total number) of learners have been affected by the Corona Virus pandemic worldwide. The education sector at all levels has been one of the hardest hit sectors particularly as the academic/school year was in full swing. The impact of the pandemic is widespread, representing a health hazard worldwide. Being such, it profoundly affects society as a whole, and its members that are, in particular, i) individuals (the learners, their parents, educators, support staff), ii) schools, training organisations, pedagogical institutions and education systems, iii) quickly transformed policies, methods and pedagogies to serve the newly appeared needs of the latter. Lengthy developments of such scale usually take years of consultation, strategic planning and implementation. In addition to raising awareness across the population of the dangers of the virus transmission and instigating total lockdown, it has been necessary to develop mechanisms for continuing the delivery of education as well as demanding mechanisms for assuring the quality of the educational experience and educational results. There is often scepticism about securing quality standards in such a fast moving situation. Often in the recent past, the perception was that courses and degrees leading to an award are inferior if the course modules (and sometimes its assessment components) were wholly online. Over the last three decades most Higher Education institutions developed both considerable infrastructure and knowhow enabling distance mode delivery schools (Primary and Secondary) had hardly any necessary infrastructure nor adequate knowhow for enabling virtual education. In addition, community education and various training providers were mainly delivered face-to-face and that had to either stop altogether or rapidly convert materials, exercises and tests for online delivery and testing. A high degree of flexibility and commitment was demanded of all involved and particularly from the educators, who undertook to produce new educational materials in order to provide online support to pupils and students. Apart from the delivery mode of education, which is serving for certificated programmes, it is essential to ensure that learners’ needs are thoroughly and continuously addressed and are efficiently supported throughout the Coronavirus or any other future lockdown. The latter can be originated by various causes and reasons that vary in nature, such as natural or socioeconomical. Readiness, thus, in addition to preparedness, is the primary key question and solution when it comes to quality education for any lockdown. In most countries, the compulsory primary and secondary education sectors have been facing a more difficult challenge than that faced by Higher Education. The poor or in many cases non-existent technological infrastructure and low technological expertise of the teachers, instructors and parents, make the delivery of virtual education difficult or even impossible. The latter, coupled with phenomena such as social exclusion and digital divide where thousands of households do not have adequate access to broadband Internet, Wi-Fi infrastructure and personal computers hamper the promising and strenuous virtual solutions. The shockwaves of the sudden demands on all sectors of society and on individuals required rapid decisions and actions. We will not attempt to answer the question “Why was the world unprepared for the onslaught of the Coronavirus pandemic” but need to ascertain the level of preparedness and readiness particularly of the education sector, to effect the required rapid transition. We aimed to identify the challenges, and problems faced by the educators and their institutions. Through first-hand experiences we also identify best practices and solutions reached. Thus we constructed a questionnaire to gather our own responses but also experiences from colleagues and members of our environment, family, friends, and colleagues. This paper reports the first-hand experiences and knowledge of 33 co-authors from 27 institutions and from 13 different countries from Europe, Asia, and Africa. The communication technologies and development platforms used are identified; the challenges faced as well as solutions and best practices are reported. The findings are consolidated into the four areas explored i.e. Development Platforms, Communications Technologies, Challenges/Problems and Solutions/Best Practices. The conclusion summarises the findings into emerging themes and similarities. Reflections on the lasting impact of the effect of Coronavirus on education, limitations of study, and indications of future work complete the paper
