    European Parliament Preparatory Action: "Actual and desired state of the economic potential in regions outside the Greek capital Athens" Final Report

    This is the final report of the European Parliament Preparatory Action: "Actual and desired state of the economic potential in regions outside the Greek capital Athens" (hereafter Preparatory Action or PA). It reviews the key activities of this preparatory action, its impacts, the remaining barriers to RIS3 implementation and presents a perspective on the way forward. Providing hands-on support to the refinement and implementation of the RIS3 strategy in the Greek Region of Eastern Macedonia and Thrace (REMTh) has entailed the following activities: • Mutual learning: this has at core element of the preparatory action, and has offered a unique opportunity to all the stakeholders involved to share experiences and build a common understanding of RIS3, its potential and the real challenges to its implementation. • Optimisation of the Entrepreneurial Discovery Process (EDP) – the design, implementation and adaptation of a systematic participatory methodology for the EDP, centred on thematic focus groups. These events enabled the generation and articulation of innovation ideas and initiated the first necessary steps towards concrete projects. • Capacity building - two dedicated working groups were organised: one centred on issues of human resources mobility and one on RIS3 governance. Relevant stakeholders, under the guidance of an expert, discussed and formulated plans on how to tackle the different challenges at stake. • Identification of bottlenecks and systemic failures in RIS3 implementation - the region has good potential for diversification, but faces a wide set of legal and administrative barriers, which need to be addressed to enable the allocation of structural funds and other resources to support RIS3 implementation in an optimal way. • Communication and codification of activities - with the aim of replicating or adapting the activities of the preparatory action and the emerging learning opportunities for other regions, outcomes of all the events have been published on-line, as have methodological guidelines for the EDP process. Furthermore, further publications from these activities are foreseen in the near future. • Supporting tools for internationalisation and collaboration. The preparatory action has developed a set of online resources that aim at guiding the region in increasing its international outlook to RIS3 and its collaboration between research and industry. The Preparatory Action generated some very concrete impacts on the regions, among which the main ones are: • The mobilisation of a critical mass of researchers and business people (600+ people), which actively participated to the EDP focus groups and PDL events. This bottom-up process has increased mutual trust, created a 'momentum' in initiating change and increased the understanding of what RIS3 can contribute to this change. • The appreciation of networking and research-business collaboration across stakeholders and especially between research and business. Indeed, some informal networks have been organised, for instance in the wine and marble sector. • The creation of an action plan for both RIS3 governance and mobility of human resources. • Both the Managing Authority and regional stakeholders have better access to international counterparts, both in governance of RIS3 and in performing research and innovation. • The project has also determined a shift in perception as far as the European Commission is concerned, which is now perceived more as a collaborator. • The PA has stimulated and accelerated a discussion between the EC, regional and national authorities which has help to clarify – for the whole country – several aspects of RIS3 and Structural Funds. • The preparatory action has significantly influenced the way to design and implement the development strategy for the Region by engaging all relevant stakeholders from the outset.JRC.J.2-Knowledge for Growt

    Managing the commons in the knowledge economy

    The work leading to this publication has received funding from the European Union’s Seventh Framework Programme (FP7/2007- 2013) under grant agreement n° 610349.This report presents an in-depth analysis of the concept of common goods and of possible political and management variation in the context of a knowledge-based economy. The research presents an initial critical review of the literature together with a concrete analysis of the development of the commons and common goods.The report will be organised in three sections. In the first, entitled "From the theory of public goods to the new political economy of the commons" we will see how, for Ostrom's new theory of the commons, what remains as a central element defining common goods is the particular nature of certain goods, in continuity with the ahistorical and static approach to classification of goods (private, public, common, belonging to a club) driven by neo-classical inspired economic theory.In the second section we will develop the approach of Common in the singular drawn up with the contribution of numerous studies in the theoretical framework of cognitive capitalism.The third will deal with the historic and empirical analysis of the origin, sense and principal stakes at play in the dynamics of the common, starting from the key role of the transformations of labour at the foundation of a knowledge-based economy.Throughout this journey, in the three sections different crucial aspects relating to the forms of regulation open to guarantee the sustainability of the commons and promote its development as a new central form of economic and social organisation will be faced systematically.This research offers an exhaustive theoretical framework, tackling all the conceptual and historical issues on the evolution of the theory of common goods. At the same time however, it offers practical and regulative examples of models of self-governance of commons, in the context of the knowledge-based economy. This analysis offers the D-CENT project possible models of democratic management of resources and common infrastructures that are at the base of the experience of shared democracy in Spain, Iceland and Finland, with the aim of achieving middle and long-term sustainability. Specifically speaking, the analysis submitted here reports: (1) research into the market of identity and the opposing claim of social data as digital common goods and the need for public and common infrastructures of information and communication not based on the logic of the market and surveillance (D3.3); (2) models to implement a commons currency of the common that can support the activities of social movements and productive communities (D3.5); (3) the final report (D1.3) on models of sustainability and the general impact of this project.Many of the examples proposed here, from the re-municipalisation of water, the self-management of cultural spaces to the free software and makers’ movement, illustrate collective practices that establish new spaces, institutions or norms of participative and democratic sharing. These examples represent practices of re-appropriation and management of the common, new practices of labour, creation and production based on collaboration and sharing.Moreover, from the concrete experiences analysed here, the idea emerges that the concept of common goods can constitute a concrete alternative, and that includes on a legal footing (Rodotà, 2011). Therefore the common is the product of a social and institutional structure that demonstrates forms of governing and social co-operation that guarantee its production, reproduction and spread. The new institutions of the common that emerge from these constituent practices constitute a general principle of self-governance of society and self-organisation of socialproduction, proposing a new division between common, public and private.Obviously, the success of these new practices is a complex process that must rely on institutions which accord and guarantee reproduction over time and space of the commons and common goods: ways of management based on self-governance and collaborative economics; relationships of exchange based on reciprocity and gratuitousness; legal regimes that, like the invention of copyleft for free software, guarantee the accumulation of a stock of common-pool resources (CPR); distribution norms that permit the active involvement of the commoners in the development of the commons, guaranteeing a basic income, for example.In this context, it becomes more and more essential and urgent to define the terms of an alternative model of regulating a knowledge-based society and economy at the centre of which the logic of the commons would perform an essential role

    The Internet of Things supporting the Cultural Heritage domain: analysis, design and implementation of a smart framework enhancing the smartness of cultural spaces

    Nowadays embedded systems have reached a great level of maturity and diffusion thanks to their small size, low power consumption, large connectivity and variety of application in everyday contexts. These systems, if properly structured and configured, can signifi- cantly increase the smartness of the environments where they are deployed, monitoring and continuously collecting data to be processed and elaborated. In this perspective, the Internet of Things (IoT) paradigm supports the transition from a closed world, in which an object is characterized by a descriptor, to an open world, in which objects interact with the surrounding environment, because they have become ”intelligent”. Accordingly, not only people will be connected to the internet, but objects such as cars, fridges, televisions, water management systems, buildings, monuments and so on will be connected as well. The Cultural Heritage represents a worldwide resource of inestimable value, attracting millions of visitors every year to monuments, museums and art exhi- bitions. Fundamental aspects of this resource to be investigated are its promotion and people enjoyment. Indeed, to achieve an enjoyment of a cultural space that is attractive and sustainable, it is necessary to realize ubiquitous and multimedia solutions for users’ interaction to enrich their visiting experience and improve the knowledge transmission process of a cultural site. The main target of this PhD Thesis is the study of the IoT paradigm, devoted to the design of a smart framework supporting the fruition, enjoyment and tutelage of the Cultural Heritage domain. In order to assess the proposed approach, a real case study is presented and discussed. In detail, it represents the deployment of our framework during an art exhibition, named The Beauty or the Truth within the Monumental Complex of San Domenico Maggiore, Naples (Italy). Following the Internet of Things paradigm, the proposed intelligent framework relies on the integration of a Sensor Network of Smart Objects with Wi-Fi and Bluetooth Low Energy technologies to identify, locate and support users. In this way technology can become a mediator between visitors and fruition, an instrument of connection between people, objects, and spaces to create new social, economic and cultural opportunities

    In the frame of the Stairway to Excellence project, complex country analysis was performed for the EU MS that joined the EU since 2004, with the objective to assess and corroborate all the qualitative and quantitative data in drawing national/regional FP7 participation patterns, understand the push–pull factors for FP7/H2020 participation and the factors affecting the capacity to absorb cohesion policy funds. This report articulates analysis on selected aspects and country-tailored policy suggestions aiming to tackle the weaknesses identified in the analysis. The report complements the complex qualitative/ quantitative analysis performed by the IPTS/KfG/S2E team.     Digitising the Industry Internet of Things Connecting the Physical, Digital and VirtualWorlds

    This book provides an overview of the current Internet of Things (IoT) landscape, ranging from the research, innovation and development priorities to enabling technologies in a global context. A successful deployment of IoT technologies requires integration on all layers, be it cognitive and semantic aspects, middleware components, services, edge devices/machines and infrastructures. It is intended to be a standalone book in a series that covers the Internet of Things activities of the IERC - Internet of Things European Research Cluster from research to technological innovation, validation and deployment. The book builds on the ideas put forward by the European Research Cluster and the IoT European Platform Initiative (IoT-EPI) and presents global views and state of the art results on the challenges facing the research, innovation, development and deployment of IoT in the next years. The IoT is bridging the physical world with virtual world and requires sound information processing capabilities for the "digital shadows" of these real things. The research and innovation in nanoelectronics, semiconductor, sensors/actuators, communication, analytics technologies, cyber-physical systems, software, swarm intelligent and deep learning systems are essential for the successful deployment of IoT applications. The emergence of IoT platforms with multiple functionalities enables rapid development and lower costs by offering standardised components that can be shared across multiple solutions in many industry verticals. The IoT applications will gradually move from vertical, single purpose solutions to multi-purpose and collaborative applications interacting across industry verticals, organisations and people, being one of the essential paradigms of the digital economy. Many of those applications still have to be identified and involvement of end-users including the creative sector in this innovation is crucial. The IoT applications and deployments as integrated building blocks of the new digital economy are part of the accompanying IoT policy framework to address issues of horizontal nature and common interest (i.e. privacy, end-to-end security, user acceptance, societal, ethical aspects and legal issues) for providing trusted IoT solutions in a coordinated and consolidated manner across the IoT activities and pilots. In this, context IoT ecosystems offer solutions beyond a platform and solve important technical challenges in the different verticals and across verticals. These IoT technology ecosystems are instrumental for the deployment of large pilots and can easily be connected to or build upon the core IoT solutions for different applications in order to expand the system of use and allow new and even unanticipated IoT end uses.
