Upgrades to mobile electronic systems represent faster and more robust capabilities of data transfer but bring with it a wide set of complementary changes as they are underpinned by harmonised specific spectrum bands, fresh international technical standards, new network operation requirements, innovative cellular devices as well as new services and a broader array of potential commercial use applications. This paper presents a systematic outline of the development of 5G-related research until 2020 as revealed by over 10,000 science and technology publications. The exercise addresses the emergence, growth, and impact of this body of work and offers insights regarding disciplinary distribution, international performance, and historical dynamics. Findings reveal the progressive growth of the 5G research over the years after original contributions in 2010 and point to a “take-off” around 2014. A set of stylised facts regarding this technology since its infancy are of interest to engineers, regulators and innovation strategists and policy-makers.publishersversionpublishe

    The Development of Broadband in Kosovo and its Importance for the Economy

    The better functioning of economy depends on the availability and quality of public services such as: outstanding education system, well-functioning health system, very good transportation system and other public services as well. The 21th century is seen as the century of information and communication technology. In this way the local and central governments have seen that the broadband is important like other public services. The purpose of this paper is the identification of the importance and the impacts of broadband on the development of the economy and the society. For this purpose we have surveyed in depth different theoretical and empirical literature. The literature shows that government intervention is necessary not only in the regulation of the market but also in providing broadband services and increasing the demand for these services, which in turn would enable the development of the broadband market at the same pace like other EU member states. In the last part of this paper we will show that the development of the broadband market requires a more active role of the government in the development of broadband by increasing the demand and the supply for broadband services. Regardless the fact that ARKEP is working on increasing the development level of the broadband, we will show that the existence of a well-designed governmental plan would make it possible to achieve the goal of an information society

    Towards effective city rejuvenation with ICT: Web-based shape grammar supported refurbishment design

    In this paper we consider the architectural task of the rejuvenation of cities consisting of the large scale renovation of regular apartment buildings. It is argued that ICT, and specifically shape grammar systems, provide the means to take up this task by refurbishing the apartments in these buildings in an individualized way, thus avoiding large scale demolishment in cities. We give this argument for the specific case of Rabo-de-bacalhau apartment buildings in the city of Lisbon by sketching a shape grammar system for the refurbishment of these apartments that can be made available as a web tool directly to the apartment inhabitants.info:eu-repo/semantics/acceptedVersio

    Exploring the role and importance of human capital in resilient high performing organisations- evidence from business clusters

    This paper investigates and explores the link between the resilience of organisations, its human capital and firm performance. We base our analysis on the resource based view of the firm, cluster strategy and conservation of resources theories. Our contribution is contextualized by comparing the performance of business clusters across two observational periods, namely pre-recession (2005-2007) and recession (2008-2009) period. We identify six relevant indicators from the extant literature that capture economic dynamism, human capital and financial viability of firms in order to capture the performance across clusters and capture resilience to the global financial crisis. We contribute by identifying organisations in business clusters that perform better due to being more resilient, particularly during challenging times. Through triangulation we find overwhelming evidence of the overarching role and importance of human capital (people) in driving more successful organisations in business clusters as they possess greater resilience during challenging times such as the recent global financial crises. We show that strong clusters not only improve regional employment and turnover growth over time, but improve resilience of regional economies to downturns through resource gain and crossover processes. We further illustrate that understanding the impact of resource reservoirs, resource passageways and crossover provides a framework for further research and intervention to promote resilience in organisations

    Manuel Castells and Informationalism

    Understanding how the social appropriation of information and communication technologies came to define the contemporary period is critical for researchers and practitioners of innovation, business and management. This paper explores how the work of Manuel Castells as a social theorist provides the intellectual tools and the encompassing lenses to enable the study and navigate the process of structural transformation in which our lives have been engulfed from the 1970s onwards. Castells’ procedure of considering technology, social usages and structural history leads him to a key conceptual result: the introduction of the “Network Society” concept. His ideas have most notably been applied to the field of communications studies, which he analyses through the prism of power. However, these insights are not containable in one single discipline as the implications of informationalism stretch in a variety of directions, making other dimensions of society amenable to the network perspective.     The interface of science: the case for a broader definition of research management

    This paper results from on-going reflection within the practitioners group Plataforma de Interface à Ciência (Platform of Professionals at the Interface of Science), an informal nationwide network in Portugal that brings together professionals involved in a large scope of activities related to research management, knowledge transfer and science communication. Due to the wide scope of functions and profiles of these professionals, they are not publicly nor institutionally recognised as part of the same professional group, which raises barriers for their recognition as relevant players in the research & innovation ecosystem and full achievement of their potential. We take stock of the several definitions of their roles found in the literature and conclude on the need for an inclusive approach to consider these roles as a profession.     COLLABORATIVE AND SELF-DIRECTED LEARNING IN A VIRTUAL CAMPUS ENVIRONMENT: A POTENTIAL SOLUTION FOR OUR YEARS?

    In the current society, where the information flow has a big impact on the learner, and the learning methods differ from student to student, it is important to understand a virtual campus and its benefits. Nobody can doubt the impact of the new technologies on the educational system. In this new reality, universities must learn to work and collaborate with other universities or groups of interest in order to prepare learners to meet the requirements of the 21st century.  The solution can be a virtual campus that offers powerful tools, access to content and services, personal learning environment, enabling the student to acquire information and learn new skills. This article offers on overview of a virtual campus and the prototype of learner that is suitable for it. The accent falls on two of the skills that a learner must have: self directed learning and of course collaborative learning. The first concept refers to the learner’s capabilities to be responsible of his decisions regarding the learning process and to take the initiative while the second one is based on the fact that a virtual campus is built on collaborative processes that engage stakeholders to interact and learn from each other
