    Evaluating Agile Information-Based Framework for Flood Management Utilizing Metadata Concept to Support Flood Operation Activities

    Operational policies are established to handle natural hazards including floods to minimize the effect with differing degrees of effectiveness and increasing relaxation. Sometimes policies are time-consuming of rigid protocols that are inadequate in a dynamic and somewhat chaotic environment synonymous with the complexity of flood disaster. Hence, this research aimed at recommending the incorporation of agile concepts in flood control, which would offer stability and adaptability in the control of the complex flood situation. Extensive reviews on flood management and existing frameworks for disaster management were conducted to understand the problems and the potential solution to construct an agile framework. A grounded analysis was conducted to obtain insight into how the agility of standard operating procedures could be enhanced. The agile components have been defined by contrasting characteristics from other effective disciplines, including software development and health care, that share common complexity in management environments. Consequently, an Agile Information-Based for Flood Management Framework is proposed in previous publication. The validation component for agile key-values presented in the earlier article is, however, absent. This study therefore presents the validation component from earlier publication on the Agile Information Based Framework. A theoretical evaluation of the proposed key-values for the agile framework has been conducted using the metadata concept. The evaluation identified the similarity feature in the same area where the proposed framework was agreed to be implemented in tandem with electricity company emergency response plan to improve flood operations. The proposed key-values in the agile framework are required to be adopted and further strengthened by other significant variables

    The management and protection of these SCADA systems must constantly evolve towards integrated decision making and policy driven by cyber security requirements. The current research stream in this domain aims, accordingly, to foster the smartness of the field equipment which exist through the generic concept of SCADA management and operation. Those components are governed by policies which depend on the components roles, as well as on the evolution of the crisis which also confer to the latter the latitude to react based on their own perception of the crisis evolution. Their latitude is calculated based on the component smartness and is strongly determined by, and depending on, the cyber safety of the component environment. Existing work related to crisis management tends to consider that components evolve and are organized in systems but as far as we know, no systemic solution exists which integrates all of the above requirements. This paper proposes an innovative version of ArchiMate® for the SCADA components modelling purpose to enrich their collaborations and, more particularly, the description of their behavior endorsed in the cyber-policy. Our work has been illustrated in the frame of a critical infrastructure in the field of petroleum supply and storage networks

    A fuzzy logic-based text classification method for social media

    Social media offer abundant information for studying people’s behaviors, emotions and opinions during the evolution of various rare events such as natural disasters. It is useful to analyze the correlation between social media and human-affected events. This study uses Hurricane Sandy 2012 related Twitter text data to conduct information extraction and text classification. Considering that the original data contains different topics, we need to find the data related to Hurricane Sandy. A fuzzy logic-based approach is introduced to solve the problem of text classification. Inputs used in the proposed fuzzy logic-based model are multiple useful features extracted from each Twitter’s message. The output is its degree of relevance for each message to Sandy. A number of fuzzy rules are designed and different defuzzification methods are combined in order to obtain desired classification results. This work compares the proposed method with the well-known keyword search method in terms of correctness rate and quantity. The result shows that the proposed fuzzy logic-based approach is more suitable to classify Twitter messages than keyword word method

    Intelligent Data Mining Techniques for Emergency Detection in Wireless Sensor Networks

In this kind of applications, the event must be detected early in order to reduce the threats and damages. In this paper, we propose a new approach for early forest fire detection, which is based on the integration of Data Mining techniques into sensor nodes. The idea is to partition the node set into clusters so that each node can individually detect fires using classification techniques. Once a fire is detected, the corresponding node will send an alert to its cluster-head. This alert will then be routed via gateways and other cluster-heads to the sink in order to inform the firefighters. The approach is validated using the CupCarbon simulator.     African Handbook of Climate Change Adaptation

    This open access book discusses current thinking and presents the main issues and challenges associated with climate change in Africa. It introduces evidences from studies and projects which show how climate change adaptation is being - and may continue to be successfully implemented in African countries. Thanks to its scope and wide range of themes surrounding climate change, the ambition is that this book will be a lead publication on the topic, which may be regularly updated and hence capture further works. Climate change is a major global challenge. However, some geographical regions are more severly affected than others. One of these regions is the African continent. Due to a combination of unfavourable socio-economic and meteorological conditions, African countries are particularly vulnerable to climate change and its impacts. The recently released IPCC special report "Global Warming of 1.5º C" outlines the fact that keeping global warming by the level of 1.5º C is possible, but also suggested that an increase by 2º C could lead to crises with crops (agriculture fed by rain could drop by 50% in some African countries by 2020) and livestock production, could damage water supplies and pose an additonal threat to coastal areas. The 5th Assessment Report produced by IPCC predicts that wheat may disappear from Africa by 2080, and that maize— a staple—will fall significantly in southern Africa. Also, arid and semi-arid lands are likely to increase by up to 8%, with severe ramifications for livelihoods, poverty eradication and meeting the SDGs. Pursuing appropriate adaptation strategies is thus vital, in order to address the current and future challenges posed by a changing climate. It is against this background that the "African Handbook of Climate Change Adaptation" is being published. It contains papers prepared by scholars, representatives from social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects in Africa, and working with communities across the African continent. Encompassing over 100 contribtions from across Africa, it is the most comprehensive publication on climate change adaptation in Africa ever produced

Bunu yararlı, heyecan ve ilham verici bulacağınızı umuyoruz. Son beş yıldır çeşitli bilim dallarında çalışan genç uluslararası araştırmacıları bir araya getirmek amacıyla kongrelerimizi düzenledik ve bu hepimizi gerçekten motive etti. Küresel Covid-19 pandemisinin ardından altıncı kongreyi, yüz yüze canlı ve çevrimiçi sanal oturumları birleştirerek karma bir etkinlik olarak düzenledik. Kongrenin ilk günü olan 20 Mayıs’ta, 100'den fazla katılımcıyı bir araya getiren ve tamamen yüz yüze sekiz oturum gerçekleştirildi. Bu ilk günün sabahında davetli konuşmacılarımız tarafından iki ilgi çekici sunum yapıldı: Ege Üniversitesi'nden Prof. Dr. Bahattin Tanyolaç “Covid-19 Aşıları” ve Gebze Teknik Üniversitesi'nden Dr. Yakup Genç “Metaverse” hakkında konuştular. Etkinliğin ikinci gününde dokuz çevrimiçi oturum Zoom üzerinden gerçekleştirildi ve YouTube üzerinden canlı olarak yayınlandı; bu oturumların videolarına Youtube kanalımızdan ulaşabilirsiniz. Altıncı kongremizi de yine büyük bir istek ve heyecanla gerçekleştirdik. İki gün süren kongrede, yirmi sekiz farklı ülkeden yüz elliyi aşkın genç araştırmacı ve akademisyen bir araya geldi ve on yedi oturumda toplam doksan yedi bildiri sunuldu. Bildirilerin kırk yedi tanesi canlı yüz yüze, elli tanesi ise çevrimiçi olarak sunuldu. Öte yandan, elli iki bildiri uluslararası (Türk olmayan) katılımcılar tarafından, kırk beş bildiri ise Türk katılımcılar tarafından sunuldu. Kongre, özellikle fen bilimleri alanında eğitimlerine devam eden uluslararası öğrencilerin ve genç akademisyenlerin önlerindeki akademik camia ile etkileşimlerini gayet samimi bir ortam sunarak teşvik ederken, yeni ve güncel çalışmalarını sunmaları ve tartışmaları için de güzel bir fırsat sağlamış oldu. Onların katkıları sayesinde Kongre olabildiğince seçkin ve nitelikli bir düzeye ulaşmış oldu. Kongre, Ziraat Mühendisliği, Mimarlık, Biyoloji ve Biyomühendislik, Kimya ve Kimya Mühendisliği, İnşaat Mühendisliği, Bilgisayar Bilimi ve Mühendisliği, Elektrik, Elektronik ve Haberleşme Mühendisliği, Enerji, Gıda Mühendisliği, Jeoloji Mühendisliği, Makine Mühendisliği, Matematik, Malzeme Bilimi, Metalürji ve Malzeme Mühendisliği, Mekatronik Mühendisliği, Nanoteknoloji, Fizik, Tekstil Mühendisliği, Kentsel ve Bölgesel Planlama, vb. çok çeşitli konulardaki son gelişmeleri tartışmak için keyifli bir ortam sağladı. Tüm katılımcılara kongre programımıza ve dolayısıyla tam metin kitabımıza yaptıkları katkılardan dolayı teşekkür ederiz. Ayrıca verdikleri destek ile bu kongrenin gerçekleşmesine katkı sağlayan İzmir Kâtip Çelebi Üniversitesi’ne, Uluslararası Öğrenci Dernekleri Federasyonu’na (UDEF), Türkiye Bilimsel ve Teknolojik Araştırma Kurumu’na (TÜBİTAK) ve ana organizatörümüz İzmir Uluslararası Misafir Öğrenci Derneği'ne teşekkürlerimizi arz ederiz. Uluslararası Öğrenciler Fen Bilimleri Kongresi için planlamanın artık güvenle ilerleyebileceği anlamına geliyor; bu kongremiz de muhtemelen hem çevrimiçi hem de yüz yüze olacak.
