The Funding Status of Teacher Pensions: An Econometric Approach

The financing of public employee pensions has become an issue of growing public concern. This paper examines the fundinq status of teacher pension plans for the fifty states and for selected localities for the decade, 1971-1980. A pension underfunding equation based upon actuarial principles is specified and estimated using a sample of pension plans for which actuarially sound measures of underfundings are available. The ecometrically-estimated pension equationis then used to "predict" underfundings for each state and local pension plan for each year for which full pension plan data are available. The results reveal that the real dollar value of plan underfundings has risen by over 50% in the average state from 1971-1980. Strategies for funding these growing pension deficits are required.

Text Type And Text Structure: An Analysis Of Three Secondary Informal Reading Inventories

Reading educators (Cheek & Cheek, 1983; Roe, Stoodt, & Burns, 1978) urge secondary teachers to use informal reading inventories (IRIs) in order to diagnose students\u27 reading problems and to place students in textbooks at appropriate levels to optimize instruction. Advice of this nature is surely well-intended; nevertheless, educators have reservations about the merits of available IRIs. For example, readability levels of IRI passages (Gerke, 1980), passage dependency of questions (Marr & Lyon, 1980; Tuinman, 1971), classification of questions (Shell & Hanna, 1981), scoring criteria (Bormuth, 1969), validity (Cooper, 1952; Powell, 1971), and allowable errors or miscues (Ekwall, 1971; Harris & Sipay, 1980) have been the focus of serious questions by reading researchers

A review of the Japanese longline fishery for tunas and billfishes in the Eastern Pacific Ocean, 1971-1980

ENGLISH: This report reviews the Japanese longline fishery for tunas and billfishes in the eastern Pacific Ocean during 1971-1980, extending the studies made by other investigators, which covered the 1956-1970 period. The spatial and temporal distributions of fishing effort, catch, apparent abundance, sexual maturity, and size composition are examined for each species. The deep longlining method is described and the hook rates for this gear and for conventional longline gear are compared. Some observations on the interaction of surface and longline gear are reported. Para cada especie se examinan las distribuciones temporales y espaciales del esfuerzo de pesca, captura, abundancia aparente, madurez sexual y composición de talla. Se describe el método de los palangres profundos y se comparan los índices de captura por anzuelo de este arte y del arte convencional palangrero. ‘History of the Official Currency and the Central Bank of Cyprus’ Preliminary Conclusions for the Period 1960-2007

The period 1960 to 2007 – when the Cyprus pound was legal tender – is examined with a view to relating the major turning points of exchange, fiscal and monetary policies to their likely causes and consequences. Assumptions are made and conclusions are drawn regarding: the four periods of exchange rate policy (1960-1972, 1972-1992, 1992-1999, 1999-2007); the three phases of bank claims on the government sector (1960-1966, 1966-1975, 1975-2007); the five swings of bank credit to the private sector (1960-1965, 1965-1975, 1975-1984, 1984-2007); the five oscillations of the banking system’s foreign assets (1960-1971, 1971-1980, 1980-1989, 1989-1998, 1998-2007); the parallel tracks of GDP, CPI and the average annual salary during the 47 years under review. A review of remote sensing and grasslands literature

Studies between 1971 and 1980 dealing with remote sensing of rangelands/grasslands in the multispectral band are summarized and evaluated. Vegetation and soil reflectance properties are described. In the majority of the studies, the effect of the reflectance of green rangelands vegetation on the reflectance from the total scene is the primary concern. Developments in technique are summarized and recommendations for further research are presented

A study on the growth of Pseudotolithus elongatus, Chrysichthys nigrodigitatus and Cynoglossus goreensis occurring in the Cross River Estuary

Samples of Pseudotolithus elongatus, Chrysichthys nigrodigitatus and Cynoglosus goreensis obtained from the Cross River Estuary (which is most probably the largest estuary water system along the coast of West Africa) between January 1980 and May 1981 were evaluated on basis of population dynamic analytical method postulated by Pauly (1980) for tropical fish stocks. Growth parameters were obtained for the fish species. Wherever possible, these results were compared to those obtained by Longhurst (1964d) and LeGuen (1971) in other West African waters. On the whole, results obtained in this study tend to indicate that the growth of the croaker, bagrid catfish and the sole in the Cross River Estuary is allometric, the third and fourth year-classes of P. elongatus the second and third class-year of C. nigrodigitatus and the fourth, fifth and sixth year classes of C. goreensis dominated in the age distribution of these fish specie
