Priority Directions of the Regional Food Complex Effectiveness Increase

In the article, the modern trends of management integration as a solution of food and sectoral problems are considered. On the basis of national and foreign experience of development of integration, the classification of integration in economic systems is developed. Based on the given classification, the concept of integration is conducted. In the article, much attention is given to the food problem solution, which depends more on the agro-industrial complex based on metaintegration. The leading place of a food complex in the system of agro-industrial complex is caused by a role of food and food raw materials in life of the population of the country. The ratio of the sectors participating in the food production and consumer goods makes the sectoral structure of agro-industrial complex. In the conditions of the resource limitation necessary for the production and food delivery to the domestic market, the role of trade will increase not only in agro-industrial complex, but in all national economy. Also, in this article, the phenomenon of clusters is studied. The attention to clusters as to innovation systems reflects a rising tide of interest of economic science to the questions of economics functioning in regional level and understanding of a role of specific local resources in stimulation of innovative opportunities and competitiveness of small and medium business. Creating a cluster, participants develop the spatial and organizational integrated structure, in interaction of legal entities the status is saved and cooperation provides competitive advantages with other business entities. The role of the state in integration of cluster formations in the Russian Federation is more significant, than in any other country. The state represented by regional authorities actively participates in decision-making process by the business located in its catchment area not only through membership in governing bodies of large joint stock companies

Aggregate and Sector Import Price Elasticities for a Sample of African Countries

This paper applies panel data methods to a simple imperfect substitutes model to estimate import demand elasticities for ten African countries. The elasticities are estimated at three levels of aggregation. Firstly, we generate aggregate elasticities for each country. Secondly, we use interactive dummy variables to create estimates for 16 sectors defined by the World Customs Organisation (WCO). Finally, we estimate elasticities for each of the 94 2-digit product lines defined by the Harmonised System (HS). In total there are 10 aggregate estimates, 158 estimates for the 16 WCO sectors; and 911 estimates at the 2-digit level. Using Fixed-Effects, the aggregate estimates do not differ significantly from unity. However, as we move to different levels of aggregation the estimates have much more variability. In general, import demand appears more elastic in sectors that have relatively high levels of domestic production or where there are exports.Imports, Import Demand Elasticities, Africa

Investigating Real-time Touchless Hand Interaction and Machine Learning Agents in Immersive Learning Environments

The recent surge in the adoption of new technologies and innovations in connectivity, interaction technology, and artificial realities can fundamentally change the digital world. eXtended Reality (XR), with its potential to bridge the virtual and real environments, creates new possibilities to develop more engaging and productive learning experiences. Evidence is emerging that thissophisticated technology offers new ways to improve the learning process for better student interaction and engagement. Recently, immersive technology has garnered much attention as an interactive technology that facilitates direct interaction with virtual objects in the real world. Furthermore, these virtual objects can be surrogates for real-world teaching resources, allowing for virtual labs. Thus XR could enable learning experiences that would not bepossible in impoverished educational systems worldwide. Interestingly, concepts such as virtual hand interaction and techniques such as machine learning are still not widely investigated in immersive learning. Hand interaction technologies in virtual environments can support the kinesthetic learning pedagogical approach, and the need for its touchless interaction nature hasincreased exceptionally in the post-COVID world. By implementing and evaluating real-time hand interaction technology for kinesthetic learning and machine learning agents for self-guided learning, this research has addressed these underutilized technologies to demonstrate the efficiency of immersive learning. This thesis has explored different hand-tracking APIs and devices to integrate real-time hand interaction techniques. These hand interaction techniques and integrated machine learning agents using reinforcement learning are evaluated with different display devices to test compatibility. The proposed approach aims to provide self-guided, more productive, and interactive learning experiences. Further, this research has investigated ethics, privacy, and security issues in XR and covered the future of immersive learning in the Metaverse.<br/

Chasing Efficiency Can operational changes fix European asylum systems? Bertelsmann Stiftung Migration Policy Institute Europe March 2020

Get PDF
The heightened arrivals of asylum seekers and migrants on European shores in 2015–16 sent policymakers across the continent scrambling for new strategies to manage migration. Proposals to reform the European Union’s legal framework for asylum were the first out of the starting blocks but, several years later, no such agreement has been reached. And with new EU leadership having taken office in late 2019, Brussels is hungry for fresh ideas that will either revive or reform the Common European Asylum System (CEAS). Crucial to this search will be a recognition that, while deficiencies still plague Europe’s asylum systems, these systems have changed significantly since the onset of the migration and refugee crisis—even in the absence of legal reforms

Food security, risk management and climate change

This report identifies major constraints to the adaptive capacity of food organisations operating in Australia. This report is about food security, climate change and risk management. Australia has enjoyed an unprecedented level of food security for more than half a century, but there are new uncertainties emerging and it would be unrealistic – if not complacent – to assume the same level of food security will persist simply because of recent history. The project collected data from more than 36 case study organisations (both foreign and local) operating in the Australian food-supply chain, and found that for many businesses, risk management practices require substantial improvement to cope with and exploit the uncertainties that lie ahead. Three risks were identified as major constraints to adaptive capacity of food organisations operating in Australia: risk management practices; an uncertain regulatory environment – itself a result of gaps in risk management; climate change uncertainty and projections about climate change impacts, also related to risk management

A More Perfect Union: A National Citizenship Plan

A More Perfect Union: A National Citizenship Plan sets forth the resources, activities, and partnerships that would be required to naturalize as many eligible immigrants as possible. It calls for a national mobilization in support of citizenship, identifying the roles of government, immigrant service agencies, and other sectors of society in a coordinated plan. It describes a program that could serve as a linchpin of an emerging U.S. immigrant integration strategy.Access the complete report via the download link below.
