Publishing solutions for contemporary scholars: The library as innovator and partner
Purpose: To review the trend in academic libraries toward including scholarly communication, and by extension, electronic publishing, as part of their core mission, using the Cornell University Library as an example.
Design/methodology/approach: The paper describes several manifestations of publishing activity organized under the Libraryâs Center for Innovative Publishing, including the arXiv (http://arxiv.org/), Project Euclid (http://projecteuclid.org), and DPubS (http://DPubS.org).
Findings: Libraries bring many competencies to the scholarly communications process, including expertise in digital initiatives, close connections with authors and readers, and a commitment to preservation. To add publishing to their responsibilities, they need to develop expertise in content
acquisition, editorial management, contract negotiation, marketing, and subscription management.
Originality/value: Academic libraries are making formal and informal publishing a part of their core activity. A variety of models exist. The Cornell University Library has created a framework for supporting publishing called the Center for Innovative Publishing, and through it supports a successful
open access repository (arXiv), a sustainable webhosting service for journals in math and statistics (Project Euclid) and a content management tool (DPubS) to enable other institutions (libraries,scholarly societies, presses) to engage in similar ventures to increase the dissemination of scholarship and to lower the barriers to its access
Open Access Publishing: A Literature Review
Within the context of the Centre for Copyright and New Business Models in the Creative Economy (CREATe) research scope, this literature review investigates the current trends, advantages, disadvantages, problems and solutions, opportunities and barriers in Open Access Publishing (OAP), and in particular Open Access (OA) academic publishing. This study is intended to scope and evaluate current theory and practice concerning models for OAP and engage with intellectual, legal and economic perspectives on OAP. It is also aimed at mapping the field of academic publishing in the UK and abroad, drawing specifically upon the experiences of CREATe industry partners as well as other initiatives such as SSRN, open source software, and Creative Commons. As a final critical goal, this scoping study will identify any meaningful gaps in the relevant literature with a view to developing further research questions. The results of this scoping exercise will then be presented to relevant industry and academic partners at a workshop intended to assist in further developing the critical research questions pertinent to OAP
Participation in the global knowledge commons : challenges and opportunities for research dissemination in developing countries
Due to improving Internet connectivity and a growing number of international initiatives, knowledge workers in developing countries are now getting access to scholarly and scientific publications and electronic resources at a level that is unmatched historically. This is highly significant, particularly in areas of medicine, agricultural and environmental sciences, and development literature that are much needed if developing countries are to meet the Millennium Development Goals. At the same time, the Open Access movement and the growing number of Open Archive Initiative (OAI) compliant institutional repositories promise to provide even greater access to resources and scientific publications that were previously inaccessible. These low cost technology and interoperability standards are also providing great opportunities for libraries and publishers in developing countries to disseminate local research and knowledge and to bridge the South-North knowledge gap. This article reviews these recent trends, discusses their significance for information access in developing countries, and provides recommendations for knowledge workers on how to actively participate in and contribute to the global knowledge commons

The Convergence of Digital-Libraries and the Peer-Review Process
Pre-print repositories have seen a significant increase in use over the past
fifteen years across multiple research domains. Researchers are beginning to
develop applications capable of using these repositories to assist the
scientific community above and beyond the pure dissemination of information.
The contribution set forth by this paper emphasizes a deconstructed publication
model in which the peer-review process is mediated by an OAI-PMH peer-review
service. This peer-review service uses a social-network algorithm to determine
potential reviewers for a submitted manuscript and for weighting the relative
influence of each participating reviewer's evaluations. This paper also
suggests a set of peer-review specific metadata tags that can accompany a
pre-print's existing metadata record. The combinations of these contributions
provide a unique repository-centric peer-review model that fits within the
widely deployed OAI-PMH framework.Comment: Journal of Information Science [in press
Usage Bibliometrics
Scholarly usage data provides unique opportunities to address the known
shortcomings of citation analysis. However, the collection, processing and
analysis of usage data remains an area of active research. This article
provides a review of the state-of-the-art in usage-based informetric, i.e. the
