Fuelling the panic: The societal reaction to boy racers

The series disseminates the work of a network of international researchers on all areas of moral panic studies.Fuelled by media coverage of reckless, irresponsible and anti-social driving, young
(male) motorists are an area of concern for politicians, police and citizens more
generally. In media and popular discourses the symbol of the boy racer has come to
represent deviance, anti-social behaviour, criminality and risk on the roads. This
paper focuses on a local moral panic concerning boy racers in the city of Aberdeen, Scotland. Five elements, which characterise a moral panic, are identified and include: concern, hostility, consensus, disproportion and volatility (Goode and Ben-
Yehuda 2009[1994]). Urban regeneration played a key part in this particular moral
panic in terms of class, cultural and intergenerational clashes between racers and
outside groups. The moral panic was further institutionalised through the use of
measures such as anti-social behaviour legislation. Moreover, it was symptomatic of
wider societal concern regarding the regulation of young (male) motorists and the
related governance of urban space and incivilities. The discussion draws on data
collected via participant observation with the drivers, semi-structured interviews with
members of the outside groups and content analysis of media reports which focus on
the culture

In communities that largely depend on the extraction of natural resources, attitudes towards conservation and development may seem at odds or particularly rigid. With an unprecedented wealth of natural capital, a growing mining sector, strong oil and gas industry, and a politically conservative population, Alaska serves as a case study to measure such attitudes. This research was motivated by a lack of primary ecosystem service valuation studies in Alaska that could be used to assess the publicâs perceived value of ecosystem services in order to guide future land use decisions and incentivize land use decisions that minimize negative externalities. A choice experiment was conducted with 224 households in the Matanuska-Susitna Borough, the fastest growing region in Alaska and one of the fastest growing regions in the U.S. Rapid development with few restrictions has led to changes for local ecosystems particularly important to salmon, negative effects on access related to recreation and tourism, and caused conversion of valuable farmland. Study results show that attitudes and values vary regarding future land use and economic development efforts. On average, policy action to improve conditions for local salmon stocks are most valuable to local residents followed by protecting farm and ranch lands as well as public access to recreation sites. Conversely, residents show negative preferences towards rapid population growth and developing local mining, oil and gas, and timber resources but support developing a professional and technical services sector. The quantified welfare changes related to different development scenarios show that focusing on conserving valuable ecosystem services is in the publicâs best interest
STEPS Centre research: our approach to impact
The âimpactâ of research has seen a dramatic rise up the UKâs policy agenda in recent years. But what does âimpactâ really mean? How do researchers and others respond to the new âimpact agendaâ and how might we best plan, monitor and report on impact? This working paper attempts to provide answers to some of these questions by reviewing various understandings of âimpactâ and describing the approach used by the ESRC STEPS Centre in its second five-year phase of funding. In particular, we draw on our experience of adapting and employing a down-scaled version of âparticipatory impact pathways analysisâ (PIPA) and reflect on its utility and potential as a tool for planning relatively small-scale social science/ interdisciplinary research projects conducted with partners in developing countries. In using PIPA, the STEPS Centre has adapted the idea of âimpact pathwaysâ in line with its broader âpathways approachâ, which focusses on complex and dynamic interactions between knowledge, politics and âsocial, technological and environmental pathways to sustainabilityâ. In this way, PIPA has been useful in articulating and exploring the potential impact of STEPS Centre projects: it has helped to map out the networks known to the researchers, appreciate different perspectives held by the team members and generate an understanding of the narratives, networks and policy processes under study. Although the possibility for detailed ex ante prediction of impact pathways is limited, using PIPA has helped teams to be ready to maximise communication and engagement opportunities, and to link research across different STEPS Centre projects and beyond. The working paper also describes how PIPA may be used iteratively in a way that enables reflexive learning amongst research teams. Lastly, we speculate on the ways in which PIPA may be further developed and used in ex post impact monitoring and evaluation into the future

In this report we calculate the economic importance of nature-based tourism in Southeast Alaska
as measured by business revenue. Our estimates are based on field research conducted during
2005, 2006 and 2007. We define nature-based tourism as those tourism activities for which the
natural environment is a significant input.1
Our key findings include the following:
⢠Nature-based tourism generates about 140 per visitor in Juneau to more than $2,600 per visitor on Prince
of Wales Island. These differences reflect the range of activities offered -- from half-day
excursions to multiple, overnight all-inclusive lodge stays.
⢠Nature-based tourism expenditures create a significant economic ripple effect that keeps
money circulating through the economy. This money supports jobs in marketing, support
services, food and beverages, accommodations, fuel sales, government, and other sectors.
⢠Communities are clearly striving to differentiate themselves and capitalize on local
amenities such as the Stikine River, Anan Creek, the LeConte Glacier, Tracy Arm,
Glacier Bay, Pack Creek and exceptional fishing and scenic opportunities.
⢠A large and growing portion of Southeast Alaskaâs visitors are cruise ship passengers.
Both cruise passengers and independent travelers are similarly interested in nature-based
tourism services. The majority of cruise ship shore excursions offer nature-based
activities, from hikes and glacier viewing to flightseeing and forest canopy zip lines.
⢠Communities hosting large numbers of cruise passengers are actively developing new
and creative tourism products such as forest canopy zip lines and mountain biking while
those with fewer visitors tend to be focused on sport fishing. This appears to be the case
even if local amenities exist to support a broader range of business and visitor activities.
Thus, there appear to be unrealized opportunities in some communities, but these may
also reflect an inadequate visitor base upon which to risk additional investment.
⢠There is a complex and competitive system for pre-booking cruise ship shore excursions.
Businesses with exclusive cruise line contracts make price and tour information available
only to cruise passengers and often agree to sell tours only through the cruise line.⢠The tourism businesses in cruise ports of call that appear to be most successful either
have a cruise ship shore excursion contract or are catering to overnight (non-cruise)
guests with high-quality and high-value services. Examples of these types of businesses
include sport fishing lodges and multi-day yacht cruises.
⢠It is difficult to compete with established businesses holding existing cruise line
contracts. Despite this hurdle, a number of companies are offering creative new products
including zip lines through the forest canopy, glass-bottomed boats, and an amphibious
âduckâ tour.
⢠Some operators attribute the increased interest in adventure activities to a change in
cruise ship clientele. In recent years, cruise companies have been catering to a younger
crowd, targeting families. In any event, increasing numbers of passengers are interested
in more active pursuits.
⢠Competition for cruise passengers exists both within and between communities, as people
are booking their shore excursions in advance and look at all the options. Sitka
companies mentioned they were carefully tracking zip line activity in Juneau and
Ketchikan, dogsled tours on the Mendenhall Glacier, and other activities to see which
market niche they could capture.
⢠There is some evidence that visitors are willing to pay premium prices for higher quality
experiences in more pristine environments. However, it is not clear what specific
attributes (seclusion, fishing experience, food, services, perceived exclusivity, and
environmental amenities) are the key components of this higher market value.
⢠It is possible to design a community-based tourism program that provides employment to
local residents as is occurring in Hoonah. However, Elfin Cove appears to bring in more
in gross revenues than Hoonah with about one-eighth as many visitors because Hoonahâs
operation relies on volume while Elfin Cove businesses rely on higher-priced fishing
lodge experiences. Day trips seem to be relatively higher cost, lower profit operations.
⢠Independent travelers appear to try to avoid crowds and many are repeat visitors. Most
tend to stay longer and have more open itineraries than those on cruise ships or organized
tours. These characteristics make independent travelers more difficult to contact.
⢠Independent travelers also appear to seek communities with fewer visitors and those that
they perceive to be more âauthentic,â such as Petersburg, Wrangell, and communities on
Chichagof Islands. A lack of transportation capacity, whether on scheduled jets or on
ferries, may be limiting the opportunities for these smaller communities. Less marketing
may also be a factor limiting visits by independent travelers.
⢠The primary marketing mechanisms for smaller, non-cruise related businesses are the
internet and word of mouth. In addition, many customers return to the same fishing
lodge, yacht tour, or charter business year after year.
⢠Wildlife viewing is highly attractive to visitors due to spectacular scenery and abundant
wildlife including whales and other marine mammals. Companies in several communities
expressed a desire to move toward more wildlife viewing and sightseeing and away from
sport fishing. These operators preferred wildlife viewing as it was less stressful due to less pressure to catch fish. Some operators were making this shift, while others thought
they would not be able to match the revenue generated by sport fishing.
⢠Weather has a significant impact on business for companies whose tours are not prebooked
on cruise ships. Operators noted a marked difference between the sunny, dry
summer of 2004 and the remarkably wet summer of 2006. Visitors walking off a ship in
the rain were much less likely to go on marine tours or hikes in soggy conditions, and
seasonal revenues were down. Businesses with cruise contracts did not experience this
setback as passengers are not reimbursed for pre-sold tours when weather conditions are
poor. The one exception was flightseeing, where companies had to cancel tours due to
unsafe weather conditions.
⢠Promoting wildlife watching is an important marketing strategy for Southeast Alaska
communities. Visitors bureaus currently produce pamphlets with charismatic large
animals, such as whales and bears. Bureau staff cited studies showing the desire to see
wildlife was attracting a large portion of out-of-state visitors.
⢠A significant policy question emerging from this research is how the public lands might
be managed to increase the economic returns from tourism to residents of Southeast
Alaska communities, especially the smaller communities that can only accommodate
smaller numbers of visitors at one time. Bear viewing is one example of a high-value

Impact Investing and Inclusive Business Development in Africa: A research agenda
Impact investing aims to create sustainable social and environmental impacts for investee enterprises and communities as well as adequate financial returns. As an attractive emerging market investment strategy, it involves development finance institutions and philanthropic foundations partnering with mainstream private venture capital to create impact funds with the goal of catalysing inclusive market-based enterprise development in low income
countries. In this paper, we present findings from a scoping study discussing the nature and operations of impact funds in African economies and the associated research opportunities on this topic. To facilitate the assessment, we reviewed the existing literature on impact investing, considering this along three interrelated perspectives, namely 1) impact investing as development finance policy for economic development, 2) impact investing as a development in socially responsible investing, and 3) impact investing as capacity-building for inclusive business development in African economies. The interplay of these perspectives shapes the constitution and operational strategies of specific impact funds and provide a conceptual context for understanding impact investing at country level.
Drawing on interviews, email exchanges and roundtable discussions with representative global and country-specific (Sierra Leone, Cameroon and Kenya) stakeholders our analysis makes three contributions to the impact investing debate. First we explore a model for understanding the ways in which impact funds are being channeled into inclusive businesses in Africa and the associated catalytic effects on poverty alleviation, social and economic development. Second we identified and tested access to, a range of impact funds and associated sector-specific inclusive businesses for future case writing â hopefully âfailuresâ as well as âsuccessesâ. Finally, we reflect on some of the unanswered managerial and policy-related questions that require a more rigorous inquiry-led appraisal to better understand and enhance the contribution of impact funds to inclusive business development in Africa

Are Chinese Technologies A Mode Of Entry For Firms In Developing Countries? The Case of Furniture Manufacturing in Kenya
Kenya has started to rely significantly on technologies developed in developing countries particularly China rather than those from advanced countries such as the United Kingdom, Germany and Japan. Using data from furniture manufacturing firms in Kenya, the paper compares the investment cost and the scale characteristics of the technologies (machines and equipment) from China with those from advanced countries and Kenya. By examining the characteristics of the firms that have invested in technologies from various sources, the paper concludes that the technologies from China and Kenya have lessened entry barrier (specifically high capital cost) for new firms, compared to advanced country technologies. Chinese technology appears to serve as an entry mode more than the Kenyan technology. In terms of barriers to entry, therefore Chinese and Kenyan technologies appear to be more appropriate for Kenya (and more generally developing countries) than advanced country technolog
Do we buy more or less when we want to learn? The knowledge strategies and structural forms of US cross-border acquisitions
Cross-border acquisitions may be a primary mode for accessing novel knowledge and the building up of knowledge capabilities. However, the successful exploration of novel business and/or location knowledge may require specific structural forms for the incorporation and internal transfer to occur. In this paper we examine the relationship between the knowledge strategy and the structural form of the acquisition, specifically the degree of equity acquired. Our analyses of 439 US cross-border acquisitions revealed a curvilinear effect of location-related knowledge exploration but a linear effect of business-related knowledge exploration on the structural form of cross-border acquisition.
