A case study of drivers and constraints for OSH in the lychee global value chain from Madagascar
Characterisation framework of key policy, regulatory and governance dynamics and impacts upon European food value chains: Fairer trading practices, food integrity, and sustainability collaborations. : VALUMICS project “Understanding Food Value Chains and Network Dynamics” funded by EU Horizon 2020 G.A. The report provides a framework that categorises the different European Union (EU) policies, laws and governance actions identified as impacting upon food value chains in the defined areas of: fairer trading practices, food integrity (food safety and authenticity), and sustainability collaborations along food value chains.
A four-stage framework is presented and illustrated with examples. The evidence shows that European Union policy activity impacting upon food value chain dynamics is increasing, both in terms of the impacts of policies upon the chains, and, in terms of addressing some of the more contentious outcomes of these dynamics. A number of policy priorities are at play in addressing the outcomes of food value chain dynamics. unevenness of the distribution of profit within food value chains, notably to farmers.
Regulation of food safety and aspects of authenticity has been a key focus for two decades to ensure a functioning single market while ensuring consumer health and wellbeing. A food chain length perspective has been attempted, notably through regulations such as the General Food Law, and the rationalisation of the Official Controls on food and feed safety. However, there are still gaps in the effective monitoring and transparency of food safety and of food integrity along value chains, as exemplified by misleading claims and criminal fraud. This has led to renewed policy actions over food fraud, in particular. EU regulations, policies and related governance initiatives provide an important framework for national-level actions for EU member states and for EEA members. The more tightly EU-regulated areas, such as food safety, see fewer extra initiatives, but where there is a more general strategic policy and governance push, such as food waste reduction or food fraud, there is greater independent state-level activity. Likewise, there is much more variation in the application of both national and European (Competition) law to govern unfair trading practices impacting upon food value chains.
This report presents the findings of a survey of members from the VALUMICS stakeholder platform, that were policy facing food value chain stakeholders across selected European countries, including both EU and EEA Member States. The survey was conducted to check the significance of the main policies identified in the mapping exercise at EU and national levels and so to incorporate the views of stakeholders in the research. The responses suggest the policy concerns identified in EU and national-level research resonate with food value chain stakeholders in participating nations.
The report concludes by exploring in more detail how the themes of fairness and of transparency are being handled in the policy activities presented. Highlighted are the ways that both fairness and transparency can be extended within the existing frameworks of EU policy activity. The findings in this report provide an important context for further and detailed research analysis of the workings and dynamics of European food value chains under the VALUMICS project
The Collective Action as Potential Driver of Bottom-up Reconfiguration from Captive to Relational Value Chain : the Case Study of the Northern District in Sierra Leone
In recent decades, the increasing growth rate of the African cashew business has involved a large number of corporate actors such as global retailers, processors and exporters in cashew supply networks. The increasing role of agro-food supply chains enables African countries to enhance their position in global markets and to sustain local development and growth, by encouraging a higher market-orientation in the governance of global value chains. In this paper, an exploratory analysis based on a questionnaire involving 319 smallholder farmers in the North of Sierra Leone is conducted in order to explore the role of collective action in driving the potential bottom-up reconfiguration of cashew value chain. A change from captive to relational governance is expected to positively support the local industry upgrading, to reduce transaction costs and information asymmetries, and to increase the local development and growth by enhancing employment creation and poverty alleviation
The European Regulatory Framework and its implementation in influencing organic inspection and certification systems in the EU
The report presents a review of the most important European and international legislation that set the framework for organic certification, of reports prepared by international agencies working with organic standard setting and certification, and of relevant scientific literature. It discusses problems, future challenges of the organic control systems in Europe leading to suggestions for improvement.
Food quality assurance is of key importance for the future development of the Common Agricultural Policy of the EU. A large number of mandatory and voluntary assurance and certification schemes exist for agriculture and in the food industry leading to the risk of increased costs for producers and confusion of consumers. Such schemes include the setting of requirements and bodies that undertake control and provide certificates. Requirements can be divided into statutory regulations regarding food safety and good agricultural practice and standards for voluntary attributes. Basic requirements of food safety, animal health and animal welfare are controlled by the Official Food and Feed Control (OFFC) systems, governed by Council Regulation (EC) 882/2004. Third party certification provides credibility to claims related to voluntary standards and is communicated to the consumers through the use of certification marks. The EU has developed a legislative basis for quality claims in relation to geographical indications, traditional specialities and organic farming and considers introducing labelling rules in relation to animal welfare, environmental impact and the origin of raw materials. Organic certification is one of a number of overlapping and competing schemes.
The development of organic standards and certification in Europe started with private standards and national rules, leading to Regulation (EEC) 2092/1991. The requirements for competent authorities, control bodies and operators in this regulation regarding the control systems are reviewed. The discussion highlights the low level of knowledge among consumers of the requirements of organic certification, a weak emphasis of the control system on operator responsibility for organic integrity, issues of competition and surveillance of control bodies, a lack of consideration of risk factors in designing the inspection systems and a lack of transparency.
A total revision of the European Regulations on organic production began in 2005. One important change introduced by the new Council Regulation (EC) 834/2007 for
Organic Food and Farming is that the organic control system is placed under the umbrella of Council Regulation (EC) 882/2004 on Official Food and Feed Controls. Regulation (EC) 834/2007 also requires that control bodies have to be accredited according to general requirements for bodies operating product certification systems (ISO Guide 65/EN 45011). From July 2010 packaged organic products will have to carry the new EU logo as well as the compulsory indication of the control body. The report reviews the requirements for competent authorities, control bodies and operators from the various legal sources. The discussion highlights a lack of clarity on the impact of the OFFC regulation on the organic control system including how risk based inspections are to be implemented and the potential for in-consistencies in the enforcement of the regulation.
A number of international initiatives concerned with the harmonisation of organic standards and to a lesser extent certification are reviewed, such as the International Task Force on Harmonisation and Equivalence (ITF)1
Two main alternative guarantee systems for organic production have been developed and researched by a number of organisations including IFOAM, ISEAL, FAO and the EU Commission. Smallholder Group Certification based on an Internal Control System (ICS) and Participatory Guarantee Systems (PGS) could also represent ways to minimize certification costs also for European farmers, in particular for operators that market directly or through very short supply chains. Both systems also illustrate examples of certification systems with a focus on system development and improvement. , the European Organic Certifiers Council (EOOC), the International Social and Environmental Accreditation and Labelling Alliance (ISEAL) and the Anti-Fraud Initiative (AFI). The multilateral initiatives have led to a better understanding of current problems and the scope and limitations for harmonisation. They have also contributed to the sharing of tools and methods and the identification of best practice.
Apart from organic farming the European Union has two other food quality schemes: Regulation (EC) 510/2006 on geographical indications and Regulation (EC) 509/2006 on traditional specialities. The report explores the potential for combining these with organic certification, and draws lessons for organic certification based on Italian experience.
The final chapter summarises problems and challenges from the previous chapters. Suggestions for improvements of the organic control system focus on two issues: the need for further harmonisation of the surveillance of control bodies and enforcement of the regulation and how operators’ responsibility for further development of organic systems could be supported in the control and certification system

Training Needs Assessment of Farm Workers in Orange and Sullivan Counties, NY
[Excerpt] A team of three faculty members from Cornell interviewed people from agencies or organizations that provide services to or work with farm workers in and near Orange and Sullivan Counties NY. We also met many times with the staff of the Centro Independiente de Trabajadores Agricolas (CITA, Independent Farm Workers Center located in Florida, NY) and groups of farm workers. Most of the farm workers with whom we met work in the onion fields in the black dirt area of Orange County or on a large duck farm in Sullivan County. At the same time, we did a review of literature and basic analysis of census data and other government statistics, as well as consultation with industry expert and researchers

Business opportunities in the Ethiopian fruit and vegetable sector
The horticultural sector in Ethiopia is growing strongly. Major part of this growth is created by investments in the floriculture sector. Recently more and more in terest from the Dutch private sector is shown in the Ethiopian fruits and vegeta ble sector. Export of fruit and vegetables has been limited but is now growing strongly with new investors coming in. Both in Europe and in the Middle East there is a growing interest for products from Ethiopia. Presently, the main export products are fresh beans, strawberries, tomatoes, courgettes, peppers and fresh herbs. A potential new crop is table grapes. The Government of Ethiopia gives high pri ority to the development of the horticulture sector and in 2008 the Horticultural Development Agency has been established with a specific focus to promote and support the further development of the horticulture sector. It is concluded that the further development of the fruit and vegetable sector in Ethiopia for export to Europe and the Middle East has good perspectives and provides interesting opportunities for foreign investors. The sector is however still in its infant stage. Facilitating conditions for doing business are not yet op timal, but are expected to improve in the near future. For growers who consider starting operations in Ethiopia it is important to carefully select a location and ensure getting the logistical and cool chain well organised beforehand. For companies considering sourcing from Ethiopia it is important to build good relations with the potential growers, provide hands on guidance and train ing and invest in organising the logistical supply chain well
