Green Economy Indicators
The chapter is an attempt to answer the question: how is the actual green economy implementation process underway to be measured? The answers were given firstly by the international organizations OECD, UNEP, Word Bank, Global Green Growth Institute, as well as the consulting company Dual Citizen. Also the author of this chapter proposed the Green Economy Index. There is a growing awareness concerning the need for international unification of the indicators used to measure a green economy. Existing indicators represented slightly different approaches and methodologies, based on their own definitions of the subject to be measured. The topic of green economy indicators is going to grow in importance in upcoming years. Green Economy: Regional Priorities
The article is dedicated to transforming the economy of Russian regions to a green economy, which is an essential factor for the sustainable development. This is important not only for Russia but the whole world because our country has the great natural capital and provides important environmental services that support the planet biosphere. Based on the analysis of economic, social and ecological statistical data and Human Development Index (HDI) we have shown that the development of Russian Federal Districts is very unbalanced and each Russian region has its own way to new economic model. For instance, it is necessary to increase the well-being in the North Caucasus Federal District, it is important to reach higher life expectancy at birth in the Siberian and the Far Eastern Districts. It is necessary to move from the «brown» economy to a green one by using the human capital (building a knowledge economy), by applying Best Available Technologies (Techniques), by investing in efficiency of use of natural resources and by increasing energy efficiency. The transition to a green economy will help to achieve social equity and the development of human potential; it helps to move from the exploitation of non-renewable natural capital to renewable human capital. All these socio-economic measures should give decoupling effect, make risks lower, reduce the exploitation of natural capital, stop the environmental degradation and prevent the ecological crisis. Transition to the green economic model has to be accompanied by new economic development indicators, which take into account social and environmental factors.The research was supported by the grant of the Russian Foundation for Basic Research No. 14-06-00075
Rethinking green entrepreneurship - fluid narratives of the green economy
Green entrepreneurs have been seen as key drivers for a transition to a green economy. However, there has been limited in-depth qualitative empirical research with green entrepreneurs to date, focusing instead on typologies categorising certain ‘types’ of green entrepreneur. Moreover, the literature rarely situates such individual activities within broader concepts such as the green economy. In contrast, we suggest that current discourses of the green economy are important in contextualising the ways that green entrepreneurs make sense of themselves and their businesses. Green entrepreneurs are thus negotiating varying tensions between their business activities, environmental philosophies, and wider contexts at the intersection between the green economy and the mainstream economy. Drawing on evidence from 55 interviews, we explore the narratives employed by green entrepreneurs to situate themselves within/outwith the wider green economy – the recursive framing of mainstream and niche ‘green’ activities provides a sense of the tensions and politics at play in the development of the green economy. We thus offer a new and more dynamic view of the evolving nature of ‘being’ and ‘becoming’ a green entrepreneur, rather than relying on the fixed categories espoused in previous typologies. We conclude that it is important that policy makers recognise the complex and contentious nature of green entrepreneurship, and that it is essential to view the green economy as a diverse constellation of myriad actors rather than corporate reinventions of business as usual
Production for a green economy
In the chapter are discussed new approaches of production development in order to achieve the objectives of sustainable development and put the green economy into practice. Conventional approaches to the production must be re-oriented towards the promotion of renewable, cleaner and more effi technologies aimed at the conservation of all natural resources. This requires a new approach to the design of products and their production, and requires the inclusion of post-industrial and post-consumer residues into permanent circulation and the development of eco-innovative management patterns. Energy for a green economy
The aim of this chapter is to analyze possibilities of implementation of a green economy in EU countries in the context of climate and energy policy. The main aims of green economy are: to reduce greenhouse gases, to improve the efficiency of the use of resources, to protect ecosystems and biodiversity, to develop green sectors. Lessons Learned from Developing a New Distance-Learning Masters Course in the Green Economy
It is widely recognised that for the green economy to develop successfully, new educational curricula will be required to help professionals develop appropriate knowledge and skills. Relatively few university courses have been developed to date that explicitly focus on the green economy, reflecting its recent origins. Here we present the lessons learned from developing and implementing a new Masters course in the green economy, at Bournemouth University in the UK. The most significant challenges were institutional barriers, such as different departmental policies and procedures and decentralised budget strategies, which inhibited the cross-departmental collaboration desired for interdisciplinarity. Uncertainty about the future development of the green economy and its value as a concept, among both teaching staff and prospective students, presented a further challenge. In addition, the development of an appropriate curriculum for green economy courses has received little attention previously. Here, we present an overview of the curriculum developed for this Masters-level course, and, based on our experience, we demonstrate how the challenges in developing such a course can successfully be overcome
A Study on Green Economy Indicators and Modeling: Russian Context
This article aims to assess and forecast the dynamics of a regional green economy. The research relevance is determined by the need to develop theoretical and methodological basis of the green economy for the transition period and to identify criteria basis for assessing the state and regional level of it. The authors applied the modern methods, which allowed to model criteria considering data uncertainty and both static and dynamic criteria. The research process involved the methods of scientific analysis, comparison and synthesis, the theory of fuzzy sets, and fuzzy modeling. The main principles and methodology of the criteria evaluation for a regional green economy are proposed. The principal methodological approach in this research combines the current state and dynamics of the green economy in evaluating and forecasting the conditions of data uncertainty. The research results form a theoretical, methodological, and practical basis for assessing the current state and level of a regional green economy development, determining the effectiveness of environmental and economic programs, optimizing financial management, conducting environmental monitoring, and developing state plans.The research was funded by the grant of the Ministry of Education and Science of the Russian Federation to Perm National Research Polytechnic University # 26.6884.2017/8.9 "Sustainable development of urban areas and the improvement of the human environment.

Policy instruments’ adjustment for green economy
The author presents an idea of the Sustainable Development as a concept connected with social market economy and then the history and parallel programs of green economy. He also explains ideas of new economy and the knowledge – based economy as synonyms.
