Functional genre in Illinois State Government digital documents
Provisions for collecting or archiving digital documents can be informed by knowledge of the genres of documents likely to be encountered. Although different aspects of collecting and curation may classify documents into genres based on differing criteria (e.g., size, file format, subject), this document addresses classification based on the functional role the document plays in state government, akin to (Toms, 2001), but here specifically Illinois State Government (ISG). The classifications listed herein are based on an overview of ISG digital documents, encountered in over nine years of gathering and archiving work with and for the Illinois State Library (ISL), and on discussions with practitioners in cataloging and in government documents librarianship. This report states definitions, and including examples of each such genre.
State government documents are interesting in this regard in that they are presumably somewhat comparable to both federal government documents and business documents. Perhaps surprisingly, there are also portions of the State Web that are somewhat less than businesslike, either in tone or in technological proficiency of implementation. In this respect state government digital documents may also be useful approximations to documents produced either personally or by small activities. Having a list of government document genres can inform work in information promulgation (e.g., through website design, or the design of a series of printed materials), and the grouping of documents for digital library or archival purposes.Library of Congress / NDIIPP-2 A6075unpublishednot peer reviewe
A Study of SVM Kernel Functions for Sensitivity Classification Ensembles with POS Sequences
Freedom of Information (FOI) laws legislate that government documents should be opened to the public. However, many government documents contain sensitive information, such as confidential information, that is exempt from release. Therefore, government documents must be sensitivity reviewed prior to release, to identify and close any sensitive information. With the adoption of born-digital documents, such as email, there is a need for automatic sensitivity classification to assist digital sensitivity review. SVM classifiers and Part-of-Speech sequences have separately been shown to be promising for sensitivity classification. However, sequence classification methodologies, and specifically SVM kernel functions, have not been fully investigated for sensitivity classification. Therefore, in this work, we present an evaluation of five SVM kernel functions for sensitivity classification using POS sequences. Moreover, we show that an ensemble classifier that combines POS sequence classification with text classification can significantly improve sensitivity classification effectiveness (+6.09% F2) compared with a text classification baseline, according to McNemar's test of significance

Past Government Shutdowns: Key Resources
[Excerpt] When federal government agencies and programs lack budget authority, they experience a âfunding gap.â Under the Antideficiency Act (31 U.S.C. § 1341 et seq.), they must cease operations, except in certain circumstances. When there is a funding gap that affects many federal entities, the situation is often referred to as a government shutdown. In the past, there have occasionally been government shutdowns, the longest of which lasted 21 days, from December 16, 1995, to January 6, 1996.
This report provides an annotated list of historical documents and other resources related to several past government shutdowns. The report also includes links to full-text documents when available. There is limited information and guidance related to shutdowns, and it is difficult to predict what might happen in the event of one, but information about past events may help inform future deliberations.

Conceptual Framework for the Use of Building Information Modeling in Engineering Education
The objective of this paper is to present a critical literature review of the Building Information Modelling (BIM) methodologyandtoanalyzewhetherBIMcanbeconsideredaVirtualLearningEnvironment.Aconceptualframeworkis proposed for using BIM in a university context. A search of documents was carried out in the Core Collection of Web of Science; it was restricted to the last ïŹve years (2013â2017). A total of 95 documents were analyzed; all documents were written in English and peer reviewed. BIM meets all the characteristics of Virtual Learning Environments. Enhancing Sensitivity Classification with Semantic Features using Word Embeddings
Government documents must be reviewed to identify any sensitive information
they may contain, before they can be released to the public. However,
traditional paper-based sensitivity review processes are not practical for reviewing
born-digital documents. Therefore, there is a timely need for automatic sensitivity
classification techniques, to assist the digital sensitivity review process.
However, sensitivity is typically a product of the relations between combinations
of terms, such as who said what about whom, therefore, automatic sensitivity
classification is a difficult task. Vector representations of terms, such as word
embeddings, have been shown to be effective at encoding latent term features
that preserve semantic relations between terms, which can also be beneficial to
sensitivity classification. In this work, we present a thorough evaluation of the
effectiveness of semantic word embedding features, along with term and grammatical
features, for sensitivity classification. On a test collection of government
documents containing real sensitivities, we show that extending text classification
with semantic features and additional term n-grams results in significant improvements
in classification effectiveness, correctly classifying 9.99% more sensitive
documents compared to the text classification baseline
Active Learning Strategies for Technology Assisted Sensitivity Review
Government documents must be reviewed to identify and protect any sensitive information, such as personal information, before the documents can be released to the public. However, in the era of digital government documents, such as e-mail, traditional sensitivity review procedures are no longer practical, for example due to the volume of documents to be reviewed. Therefore, there is a need for new technology assisted review protocols to integrate automatic sensitivity classification into the sensitivity review process. Moreover, to effectively assist sensitivity review, such assistive technologies must incorporate reviewer feedback to enable sensitivity classifiers to quickly learn and adapt to the sensitivities within a collection, when the types of sensitivity are not known a priori. In this work, we present a thorough evaluation of active learning strategies for sensitivity review. Moreover, we present an active learning strategy that integrates reviewer feedback, from sensitive text annotations, to identify features of sensitivity that enable us to learn an effective sensitivity classifier (0.7 Balanced Accuracy) using significantly less reviewer effort, according to the sign test (p < 0.01 ). Moreover, this approach results in a 51% reduction in the number of documents required to be reviewed to achieve the same level of classification accuracy, compared to when the approach is deployed without annotation features
