    Country Profile on Disability: Republic of Uzbekistan

    [Excerpt] The Law on Social Security of Disabled People in the Republic of Uzbekistan, Article 1 defines a person with disability as one who is in need of aid because he/she has physical or mental problems. Daily activities such as moving, orientation, speech, behavioral control, and/or work on one\u27s own are completely or partly limited. In Uzbekistan, persons with disabilities are screened in two steps. Firstly, a diagnosis is given by the hospitals where each person is registered according to his/her residential addresses. Secondly, persons with disabilities receive referrals to the Medicine Labour Expert Commissions (MLEC) of their respective district, which determines the grade of disability. Regarding reception of social security benefits, the MLEC defines persons with disabilities by legislature in accordance with national traditions, international norms, and the economic resources of Uzbekistan. According to the causes of disabilities, persons with disabilities are divided into three general groups: (1) Disability caused by genetic diseases, (2) Disability caused by acquired diseases, and (3) Disability caused by industrial injury such as traffic accidents, industrial accidents, and natural disasters

    Capacity Gain from Two-Transmitter and Two-Receiver Cooperation

    Capacity improvement from transmitter and receiver cooperation is investigated in a two-transmitter, two-receiver network with phase fading and full channel state information available at all terminals. The transmitters cooperate by first exchanging messages over an orthogonal transmitter cooperation channel, then encoding jointly with dirty paper coding. The receivers cooperate by using Wyner-Ziv compress-and-forward over an analogous orthogonal receiver cooperation channel. To account for the cost of cooperation, the allocation of network power and bandwidth among the data and cooperation channels is studied. It is shown that transmitter cooperation outperforms receiver cooperation and improves capacity over non-cooperative transmission under most operating conditions when the cooperation channel is strong. However, a weak cooperation channel limits the transmitter cooperation rate; in this case receiver cooperation is more advantageous. Transmitter-and-receiver cooperation offers sizable additional capacity gain over transmitter-only cooperation at low SNR, whereas at high SNR transmitter cooperation alone captures most of the cooperative capacity improvement.Comment: Accepted for publication in IEEE Transactions on Information Theor

    This Working Paper contains a full report from a Seminar on Regional Energy Co-operation, Luanda, 12-14 February 2002. Norwegian involvement in the energy sector in Southern Africa is considerable. Energy is a major area in Norwegian co-operation and includes a number of countries within SADC. There has been rapid change in the sector, which has moved from being an infrastructure sector to a commodity production sector. Also, the ongoing institutional changes in SADC will have an effect on its relation to energy. The donors' role must change accordingly. Important objectives of the seminar were to discuss the changes in the sector in the region and to improve the level of information in order to make better decisions.

    ADB–OECD Study on Enhancing Financial Accessibility for SMEs: Lessons from Recent Crises

    During the era of global financial uncertainty, stable access to appropriate funding sources has been much harder for small and medium-sized enterprises (SMEs). The global financial crisis impacted SMEs and entrepreneurs disproportionately, exacerbating their traditional financing constraints. The financial conditions of many SMEs were weakened by the drop in demand for goods and services and the credit tightening. The sovereign debt crisis that hit several European countries contributed to further deterioration in bank lending activities, which negatively affected private sector development. The global regulatory response to financial crises, such as the Basel Capital Accord, while designed to reduce systemic risks may also constrain bank lending to SMEs. In particular, Basel III requires banks to have tighter risk management as well as greater capital and liquidity. Resulting asset preference and deleveraging of banks, particularly European banks with significant presence in Asia, could limit the availability of funding for SMEs in Asia and the Pacific. Lessons from the recent financial crises have motivated many countries to consider SME access to finance beyond conventional bank credit and to diversify their national financial system. Improving SME access to finance is a policy priority at the country and global level. Poor access to finance is a critical inhibiting factor to the survival and growth potential of SMEs. Financial inclusion is thus key to the development of the SME sector, which is a driver of job creation and social cohesion and takes a pivotal role in scaling up national economies. The Asian Development Bank (ADB) and the Organisation for Economic Co-operation and Development (OECD) have recognized that it is crucial to develop a comprehensive range of policy options on SME finance, including innovative financing models. With this in mind, sharing Asian and OECD experiences on SME financing would result in insightful discussions on improving SME access to finance at a time of global financial uncertainty. Based on intensive discussions in two workshops organized by ADB in Manila on 6–7 March 2013 and by OECD in Paris on 21 October 2013, the two organizations together compiled this study report on enhancing financial accessibility for SMEs, especially focusing on lessons from the past and recent crises in Asia and OECD countries. The report takes a comparative look at ADB and OECD experiences, and aims to identify promising policy solutions for creating an SME base that is resilient to crisis, from a viewpoint of access to finance, and which can help drive growth and development

    Conditionality, separation, and open rules in multilateral institutions

    We examine the implications for the viability of multilateral cooperation of different legal principles governing how separate international agreements relate to each other. We contrast three alternative legal regimes: conditionality - making cooperation in one area a condition for cooperation in another - separation - forbidding sanctions in one area to be used to enforce cooperation in others - and open rules, i.e. absence of any restriction on the patterns of cross-issue cooperation arrangements and sanctions. As an example, we focus on a scenario where countries can enter into selective and separate binding trade and environmental agreements with different partners. Our analysis suggests that conditionality is more likely to facilitate multilateral, multi-issue cooperation in situations where the environmental policy stakes are small relative to the welfare effects of trade policies; when the costs of environmental compliance are high, a conditionality rule can hinder multilateral cooperation. Separation can undermine cooperation by limiting punishment, but can also promote broad cooperation by making partial cooperation more diffcult to sustain. Thus, how different linkage regimes affect multilateral negotiations depends on the structure of cooperation incentives for the countries involved

    The Timing of Climate Agreements under Multiple Externalities

    We study the potential of cooperation in global emission abatements with multiple externalities. Using a two-country model without side-payments, we identify the strategic effects under different timing regimes of cooperation. We obtain a positive complementarity effect of long-term cooperation in abatement on R&D levels that boosts potential bene?t of long-term cooperation and a redistributive effect that destabilizes long-term cooperation when countries are asymmetric. We show that whether and what type of cooperation is sustainable, depends crucially on the kind rather than on the magnitude of asymmetries
