The Blue Bond Proposal
Soaring debt levels and the crisis in Greece has sharpened the focus on fiscal sustainability among eurozone members. The European Union has to tackle high debt levels in vulnerable states which are compounded by a hike in risk premiums on government bonds leading to a debt trap, while designing ways to efficiently finance debt. Furthermore, European solidarity with weaker states should not undermine incentives for individual members to pursue fiscally sustainable policies. This Policy Brief proposes a Blue Bond to resolve these challenges. The authors, Bruegel Non-resident Fellow Jakob von Weizsäcker and Jacques Delpla from Conseil d'Analyse �conomique, Paris, explain the economics behind their proposal, its institutional underpinnings and the implication of it on various participating countries.

Multiple analytical perspectives of the Eleme Anterior-Perfective
There is increasing recognition in typology that linguistic categories are
language-specific and not universal, increasing the need for explicitness in
language descriptions. In light of this development, I argue in this paper that preexisting
labels and descriptions for a set of subject-marking TAM prefixes in
Eleme do not adequately characterise the distribution and use of these forms,
which is conditioned by the complex interaction of person and number features,
Aktionsart, epistemic modality and information structure. In response to the
challenges raised by these data, I argue that when multiple analytical perspectives
are required to understand the function of a grammatical form, fine-grained
quantitative analyses with description give a complex but useful basis on which to
compare languages
Titanium-Oxygen Bond Length -Bond Valence Relationship
A bond length–bond valence correlation is a simple method of checking and evaluating molecular structures and is of great interest in chemistry, biology, geology, and material science. Recently, we used quantum-mechanical arguments to derive Pauling’s bond length-valence relationship and to define the adjustable fitting parameter b in terms of atomic-orbital exponents. Improved orbital exponents were generated for elements 1-103 using published atomic radii and single-bond covalent radii as well as a continuous function for effective principal quantum number. In this study, we use orbital exponents for titanium (Ti) and oxygen (O) to generate a bond length-valence relationship for Ti-O bonds. Recent crystallographic Ti-O bond lengths from 32 environments were collected and converted to Ti-O bond valences to check the reliability of the bond length-valence relationship where Ro was found (bond length of unit valence). This relationship is expected to apply to any Ti-O bond regardless of environment, physical state, or oxidation number
