    We begin with a brief comparison of the size distribution of US and EU-15 farms to provide the European audience a greater context to the US issues. The EU data are from the Farm Structures Survey and the US data are from USDA’s Agriculture Resource Management Survey (ARMS). We next address the reasons for the unexpected increase in the number of small farms in the US and the possible role of government policies. We draw on ARMS to provide the distribution of commodity and conservation payments by farm size. Although limits on payments to large farms have long been addressed by the periodic US Farm Acts, payments continue to be concentrated on large farms largely because of their historical ties to farm production.     Participation in Conservation Programs by Targeted Farmers: Beginning, Limited-Resource, and Socially Disadvantaged Operators' Enrollment Trends

    Beginning, limited-resource, and socially disadvantaged farmers make up as much as 40 percent of all U.S. farms. Some Federal conservation programs contain provisions that encourage participation by such ā€œtargetedā€ farmers and the 2008 Farm Act furthered these efforts. This report compares the natural resource characteristics, resource issues, and conservation treatment costs on farms operated by targeted farmers with those of other participants in the largest U.S. working-lands and land retirement conservation programs. Some evidence shows that targeted farmers tend to operate more environmentally sensitive land than other farmers, have different conservation priorities, and receive different levels of payments. Data limitations preclude a definitive analysis of whether efforts to improve participation by targeted farmers hinders or enhances the conservation programs’ ability to deliver environmental benefits cost effectively.     The comprehensive set of programs in the 2008 Farm Bill designed to support Young and Beginning Farmers and Ranchers (YBFR), combined with a substantial amount of resources allocated to each of these programs, can be viewed as an investment in ensuring the future sustainability of the U.S. agriculture system. Understanding the factors that influence YBFR to adopt technology will become increasingly important if YBFR are to succeed. Of particular interest is why YBFR adopt Bt corn, Bt cotton, and HT soybeans. Results conform to a majority of our a priori expectations; YBFRs are more likely to adopt GM crops if they are not a full owner of the farm operation, as sales of the farm operation grow, if the crop is important to their region, and as they become more risk averse.Agricultural and Food Policy,

    USDA defines beginning farmers and ranchers as those who have operated a farm or ranch for 10 years or less either as a sole operator or with others who have operated a farm or ranch for 10 years or less. Beginning farmers tend to be younger than established farmers and to operate smaller farms or ranches, some of which may provide no annual production. Beginning farmers often face obstacles getting started, including high startup costs and limited availability of land. USDA—through the Farm Service Agency and the Natural Resources Conservation Service—provides loans and conservation assistance to beginning farmers and ranchers.
