Factors Affecting Demand for Plug-in Charging Infrastructure: An Analysis of Plug-in Electric Vehicle Commuters
The public sector and the private sector, which includes automakers and charging network companies, are increasingly investing in building charging infrastructure to encourage the adoption and use of plug-in electric vehicles (PEVs) and to ensure that current facilities are not congested. However, building infrastructure is costly and, as with road congestion, when there is significant uptake of PEVs, we may not be able to “build out of congestion.” We modelled the choice of charging location that more than 3000 PEV drivers make when given the options of home, work, and public locations. Our study focused on understanding the importance of factors driving demand such as: the cost of charging, driver characteristics, access to charging infrastructure, and vehicle characteristics. We found that differences in the cost of charging play an important role in the demand for charging location. PEV drivers tend to substitute workplace charging for home charging when they pay a higher electricity rate at home, more so when the former is free. Additionally, socio-demographic factors like dwelling type and gender, as well as vehicle technology factors like electric range, influence the choice of charging location

Investigating Hydrogen Station Use and Station Access in California Using a Survey of Fuel Cell Vehicle Drivers
California has set a goal of reaching 100% zero emission vehicle (ZEV) sales by 2035. Most ZEV sales to date have been battery electric vehicles (BEVs) or plug-in hybrid electric vehicles (PHEVs), while fuel cell electric vehicles (FCEVs) make up only a small portion of ZEV sales. The market for FCEVs may be partially constrained because, unlike BEVs and PHEVs, they cannot use any existing infrastructure. This research investigates FCEV drivers use of hydrogen stations in California (of which there are 47 in operation) with the goal of informing the development of hydrogen infrastructure. Hydrogen station use was studied using results from a 2017 survey of 395 fuel cell electric vehicle (FCEV) owners and a 2018 survey of 328 FCEV owners. The results show FCEV drivers use on average 2.4 hydrogen stations. The average shortest distance FCEV owners would need to travel from home, work, or their commute to a hydrogen refueling station was 10 miles. Those whose most-used station was not the closest station available were more likely than those whose most-used station was the closest to use renewable hydrogen, suggesting that some drivers may prefer renewable hydrogen. Currently the percentage of California census block groups with one, two, and three hydrogen stations within 10 miles of households are 52.4%, 25.6%, and 22.5%; these census block groups are concentrated primarily in large metropolitan areas. Finally, 70% of FCEV owners said they would not have purchased the vehicle if their primary station had not been available, pointing the importance of station availability to FCEV adoption

Assessing the Total Cost of Ownership of Electric Vehicles among California Households
The primary metric for measuring electric vehicle (EV) adoption growth is new car sales. However, to enable mass market penetration, EV adoption in the used car market will play a crucial role. The used vehicle market is relatively under-studied or has been studied mostly for specific regions. This project analyzed US national consumer expenditure survey data that tracks households' expenditure on vehicle acquisition and operation. The study aim is to understand new versus used vehicle choice behavior and the consequent cost of vehicle ownership, with the larger aim of determining how much households who generally buy used vehicles can gain or lose if they transition from a used internal combustion engine vehicle (ICEV) to a used EV. A choice model and cluster analysis showed that ownership of used vehicles is influenced by family size, income, housing tenure, and age. For lower-income renters, current vehicle ownership and purchase costs tend to constitute a high fraction of their household income, raising concerns related to equity and suggesting that these households in particular should be considered in policies to encourage the EV transition. Moreover, while at present the average price paid for a used ICEV is approximately 14,000 (e.g., lower electric range Nissan Leaf) to $50,000 (high-range Tesla), suggesting the need for incentives to encourage the used EV market

Travel Behavior of Immigrant Groups in California
California is the destination for over one-quarter of immigrants to the United States, and immigrants now make up over one-quarter of the state’s population, with nearly half of immigrants originating in Mexico. To ensure that transportation systems and services adequately meet the needs of recent immigrants, planners need a firm understanding of the travel behavior of immigrant groups. This paper reports on key findings from a three-phased study: (1) analysis of data on commute travel of California immigrants from the 1980, 1990, and 2000 Censuses; (2) focus groups with recent Mexican immigrants in six California regions on their transportation experiences and needs in six California regions; and (3) interviews with community-based organizations in nine California regions on the transportation needs and wants of Mexican immigrants. Analysis shows that the car is the most important means of transportation for immigrants; nearly two-thirds of all immigrants use single occupancy vehicles as their primary commute mode, either as drivers or as passengers. However, a disproportionate share of immigrants, particularly those new to the US, commutes by public transit. Mexican immigrants report both advantages and disadvantages of driving and transit, while walking and bicycling help to fill gaps left by these other modes. These findings point to a long list of potential strategies for agencies and organizations to consider in efforts to more effectively meet the transportation needs of Mexican and other immigrants in California
