Big data and humanitarian supply networks: Can Big Data give voice to the voiceless?

Copyright © 2013 IEEE.Billions of US dollars are spent each year in emergency aid to save lives and alleviate the suffering of those affected by disaster. This aid flows through a humanitarian system that consists of governments, different United Nations agencies, the Red Cross movement and myriad non-governmental organizations (NGOs). As scarcer resources, financial crisis and economic inter-dependencies continue to constrain humanitarian relief there is an increasing focus from donors and governments to assess the impact of humanitarian supply networks. Using commercial (`for-profit') supply networks as a benchmark; this paper exposes the counter-intuitive competition dynamic of humanitarian supply networks, which results in an open-loop system unable to calibrate supply with actual need and impact. In that light, the phenomenon of Big Data in the humanitarian field is discussed and an agenda for the `datafication' of the supply network set out as a means of closing the loop between supply, need and impact

Enterprise application reuse: Semantic discovery of business grid services
Web services have emerged as a prominent paradigm for the development of distributed software systems as they provide the potential for software to be modularized in a way that functionality can be described, discovered and deployed in a platform independent manner over a network (e.g., intranets, extranets and the Internet). This paper examines an extension of this paradigm to encompass ‘Grid Services’, which enables software capabilities to be recast with an operational focus and support a heterogeneous mix of business software and data, termed a Business Grid - "the grid of semantic services". The current industrial representation of services is predominantly syntactic however, lacking the fundamental semantic underpinnings required to fulfill the goals of any semantically-oriented Grid. Consequently, the use of semantic technology in support of business software heterogeneity is investigated as a likely tool to support a diverse and distributed software inventory and user. Service discovery architecture is therefore developed that is (a) distributed in form, (2) supports distributed service knowledge and (3) automatically extends service knowledge (as greater descriptive precision is inferred from the operating application system). This discovery engine is used to execute several real-word scenarios in order to develop and test a framework for engineering such grid service knowledge. Sensory semantic user interfaces (SenSUI)
Rapid evolution of the World Wide Web with its underlying sources of data, knowledge, services and applications continually attempts to support a variety of users, with different backgrounds, requirements and capabilities. In such an environment, it is highly unlikely that a single user interface will prevail and be able to fulfill the requirements of each user adequately. Adaptive user interfaces are able to adapt information and application functionalities to the user context. In contrast, pervasive computing and sensor networks open new opportunities for context aware platforms, one that is able to improve user interface adaptation reacting to environmental and user sensors. Semantic web technologies and ontologies are able to capture sensor data and provide contextual information about the user, their actions, required applications and environment. Ontology learning for semantic web services
Semantic Web Services promise automatic service discovery and composition, relying heavily on domain ontology as a core component. With large Web Service repository, manual ontology development is proving a bottleneck (with associated expense and likely errors) to the realisation of a semantic Web of services. Providing the appropriate tools that assist in and automate ontology development is essential for a dynamic service vision to be realised. As a statement of research-in-progress, this paper proposes combining different ontology learning paradigms in Web Services domain, highlighting the need for further research that accommodates the variation in Web Service descriptive and operational sources. A research agenda is proposed that recognises this variation in artefacts as they are selected, pre-processed and analyzed by ontology learning techniques

A programme management approach for ensuring coherence in IS (higher) education
This paper examines IS higher education, concentrating on issues of ‘coherence’ in IS curricula. While curriculum coherence can be jeopardized by poor curriculum design, misalignment between module content and/or misalignment between module or course aims can cause serious coherence issues over time. Misalignment of this type is exacerbated by the traditional processes of curriculum (re)design, which rely heavily on the (singular) interpretation of highly abstract documents, such as module syllabi and course specifications – often produced by curriculum designers in isolation. To improve curriculum coherence, this paper examines the use of a programme management framework as a means of (a) ‘humanizing’ the abstract aims and goals of curricula schemes and (b) managing the delivery and evolution of curricula in relation to the stakeholders in the process of delivery. The practical use of the framework is examined in the context of a Masters-level course in ‘Information Systems Management’. An action research approach is used to demonstrate the practical utility of the framework in terms of (a) improving communication of curricula, (b) improving the coherence between modules and between modules and course and (c) removing content redundancy. Guidelines are presented that generalize the findings in order that key practices may be adopted by others

Actor perception in business use case modeling
Mainstream literature recognizes the validity and effectiveness of use cases as a technique for gathering and capturing system requirements. Use cases represent the driver of various modern development methods, mainly of object-oriented extraction, such as the Unified Process. Although the adoption of use cases proliferated in the context of software systems development, they are not as extensively employed in business modeling . The concept of business use case is not a novelty, but only recently did it begin to re-circulate in the literature and in case tools.
This paper examines the issues involved in adopting business use cases for capturing the functionality of an organization and proposes guidelines for their identification, packaging, and mapping to system use cases. The proposed guidelines are based on the principle of actor perception described in the paper. The application of this principle is exemplified with a worked example aimed at demonstrating the utility of the proposed guidelines and at clarifying the application of the principle of actor perception. The worked example is based on a series of workshops run at a major UK financial institution
Semantic discovery and reuse of business process patterns
Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse
