The trust-based communicative obligations of expert authorities
This article analyses the extent to which expert authorities have basic communicative obligations to be open, honest, and transparent, with a view to shaping strategies of public engagement with such authorities. This article is in part a response to epistemic paternalists such as Stephen John, who argue that the communicative obligations of expert authorities, such as scientists, permit the use of lying, or lack of openness and transparency, as a means of sustaining public trust in scientific authority. In this article, I elucidate John’s position and reject it. I argue that expert authorities have strong communicative obligations to be open, honest, and transparent, which are grounded in the insight that such authorities hold positions of public trust. After demonstrating how this insight undermines John’s position, I conclude the article by considering the implications regarding public engagement with expert authorities.Publisher PDFPeer reviewe
COVID-19 vaccine refusal as unfair free-riding
Contributions to COVID-19 vaccination programmes promise valuable collective goods. They can support public and individual health by creating herd immunity and taking the pressure off overwhelmed public health services; support freedom of movement by enabling governments to remove restrictive lockdown policies; and improve economic and social well-being by allowing businesses, schools, and other essential public services to re-open. The vaccinated can contribute to the production of these goods. The unvaccinated, who benefit from, but who do not contribute to these goods can be morally criticised as free-riders. In this paper defends the claim that in the case of COVID-19, the unvaccinated are unfair free-riders. I defend the claim against two objections. First, that they are not unfair free-riders because they lack the subjective attitudes and intentions of free-riders; second, that although the unvaccinated may be free-riders, their free-riding is not unfair
Towards a Non-Reliance Commitment Account of Trust
Trust is commonly defined as a metaphysically-hybrid notion involving an attitude and an action. The action component of trust is defined as a special form of reliance in which the trustor has: (1) heightened expectations of their trustee; and (2) a disposition to justifiably feel betrayed if their trust is broken. The first aim of this paper is to reject the view that trust is a form of reliance.
The second aim of this paper is to develop and defend a non-reliance-based variation of Katherine Hawley’s commitment trust account. Roughly, on my variant account, if X trusts Y to ϕ, then X has a belief with the following counterfactual as its content: ‘if I were to rely on Y to keep a commitment to ϕ, then I believe that Y would keep that commitment to ϕ.’ I defend this account against the objection that non-reliance accounts cannot explain the intuition that trust involves heightened expectations, and that it elicits justified betrayal when broken. I also respond to the argument that such accounts can’t provide adequate explanations of therapeutic trust, which is taken to be a counterexample of belief trust insofar as it describes instances where trustors trust trustees despite not believing that they are trustworthy

Some vaccine-hesitant people lack epistemic trust in the COVID-19 vaccine recommendation that because vaccines have been shown to be medically safe and effective, one ought to get vaccinated. Citing what I call exception information, they claim that whatever the general safety and efficacy of vaccines, the vaccines may not be safe and effective for them. Examples include parents citing information about their children's health, pregnant women's concerns about the potential adverse effects of treatment on pregnant women, young people citing their relative invulnerability to extreme COVID-19 symptoms, or members of vulnerable racial groups citing epistemic injustice, such as a lack of representation in COVID-19 vaccine trials. 'Trusting-to' and 'Trusting-as': A qualitative account of trustworthiness
Philosophical accounts of trustworthiness typically define trustworthiness as an agent being reliable in virtue of a specific motivation such as goodwill. The underlying thought motivating this view is that to be trustworthy is to be more than merely reliable. If motivational accounts are correct, this is a problem for non-motivational accounts of trustworthiness, as motivations are not required for trustworthiness. In this paper, I defend the non-motivational approach to trustworthiness and show that the motivational approach is inadequate. I do this by making a novel distinction between trusting-to and trusting-as relations. A trusting-to relation is a relation in which a trustor ‘X’ trusts the trustee ‘Y’ to do something. Trusting-as relations are an overlooked relation implicit in all trusting-to relations. They describe the social relationship that holds between X and Y. I will argue that trusting-as relations determine whether any specific motivations are required for trustworthiness trusting-to relations. Thus, I show that acknowledging trusting-as relations enables us to provide a satisfactory explanation of the motivation intuition without making specific motivations constitutive features of trust

Is intuition best treated as a sui generis mental state, or as a belief?
It is common in philosophy for philosophers to consult their intuitions regarding philosophical issues, and then use those intuitions as evidence for their arguments. For instance, an incompatibilist about moral responsibility might argue that her position is correct because it is intuitive that, given a deterministic world, people cannot be morally responsible. One might ask whether or not the philosopher is justified in using intuitions in her argument, but it seems that in order to answer this, we require an understanding of what intuitions are. One characterisation of intuitions is that they are either ordinary beliefs, beliefs with particular aetiologies, or inclinations to believe. An alternative view is that intuitions are unique, sui generis mental states, unique in the sense that they cannot be fully understood in terms of other mental states. In this essay, I defend the belief view of intuitions. I argue that intuitions are inclinations to believe, which are derived from unconscious reasoning processes which take our background beliefs and theories as input. I defend this view against Elijah Chudnoff’s claim that intuitions are sui generis mental states akin to perceptual experiences. I suggest that the analogy Chudnoff draws between perceptions and intuitions does not hold, because perceptions are belief independent, while intuitions are not. I then respond to Chudnoff’s counter-example to the belief view, which is that it is possible to have an intuition but no corresponding belief or inclination to believe. I formulate an error theory which demonstrates that it is possible to confuse the rejection of an intuition as part of our consciously derived beliefs, with the elimination of an intuition as part of our unconsciously derived beliefs. Such confusion, I suggest, leads to Chudnoff’s putative counter-example that it is possible to have an intuition and yet no inclination to believe in it

Two Kinds of Vaccine Hesitancy
We ask whether it is reasonable to delay or refuse to take COVID-19 vaccines that have been shown in clinical trials to be safe and effective against infectious diseases. We consider two kinds of vaccine hesitancy. The first is geared to scientifically informed open questions about vaccines. We argue that in cases where the data is not representative of relevant groups, such as pregnant women and ethnic minorities, hesitancy can be reasonable on epistemic grounds. However, we argue that hesitancy is not reasonable if a vaccine has passed well-conducted clinical trials. The second kind of hesitancy is to do with beliefs about the institutions offering a successfully trialled vaccine and the justifiability of cooperating with those institutions. For example, in the UK, distrust of the UK Government or the National Health Service is identified as a factor in the vaccine hesitancy of minority ethnic populations. We ask whether this sort of hesitation is reasonable given normative requirements of fair co-operation, both with those institutions and the wider population.
