The selection, appraisal and retention of digital scientific data: dighlights of an ERPANET/CODATA workshop
CODATA and ERPANET collaborated to convene an international archiving workshop on the selection, appraisal, and retention of digital scientific data, which was held on 15-17 December 2003 at the Biblioteca Nacional in Lisbon, Portugal. The workshop brought together more than 65 researchers, data and information managers, archivists, and librarians from 13 countries to discuss the issues involved in making critical decisions regarding the long-term preservation of the scientific record. One of the major aims for this workshop was to provide an international forum to exchange information about data archiving policies and practices across different scientific, institutional, and national contexts. Precise Determination of Electroweak Parameters in Neutrino-Nucleon Scattering
A systematic error in the extraction of from nuclear deep
inelastic scattering of neutrinos and antineutrinos arises from higher-twist
effects arising from nuclear shadowing. We explain that these effects cause a
correction to the results of the recently reported significant deviation from
the Standard Model that is potentially as large as the deviation claimed, and
of a sign that cannot be determined without an extremely careful study of the

Accomplishments of the NASA Johnson Space Center portion of the soil moisture project in fiscal year 1981
The NASA/JSC ground scatterometer system was used in a row structure and row direction effects experiment to understand these effects on radar remote sensing of soil moisture. Also, a modification of the scatterometer system was begun and is continuing, to allow cross-polarization experiments to be conducted in fiscal years 1982 and 1983. Preprocessing of the 1978 agricultural soil moisture experiment (ASME) data was completed. Preparations for analysis of the ASME data is fiscal year 1982 were completed. A radar image simulation procedure developed by the University of Kansas is being improved. Profile soil moisture model outputs were compared quantitatively for the same soil and climate conditions. A new model was developed and tested to predict the soil moisture characteristic (water tension versus volumetric soil moisture content) from particle-size distribution and bulk density data. Relationships between surface-zone soil moisture, surface flux, and subsurface moisture conditions are being studied as well as the ways in which measured soil moisture (as obtained from remote sensing) can be used for agricultural applications
On rigidly rotating perfect fluid cylinders

gamma- law equation of state is found analytically. The solution has two
parameters and is physically realistic for gamma in the interval (1.41,2].

Velocity of Light in Dark Matter with Charge
We propose an interesting mechanism to reconcile the recent experiments of
the Michelson-Morley type and slowdown of the velocity of light in dark matter
with a fractional electric charge when the index of refraction of dark matter
depends on the frequency of a photon. After deriving the formula for the
velocity of light in a medium with the index of refraction in a
relativistic regime, it is shown that the local anisotropy of the light speed
is proportional to the second order in . This result implies
that the experiments of the Michelson-Morley type do not give rise to a
stringent constraint on the slowdown of the velocity of light in dark matter

Microscopic heat from the energetics of stochastic phenomena
The energetics of the stochastic process has shown the balance of energy on
the mesoscopic level. The heat and the energy defined there are, however,
generally different from their macroscopic counterpart. We show that this
discrepancy can be removed by adding to these quantities the reversible heat

Confronting particle emission scenarios with strangeness data
We show that a hadron gas model with continuous particle emission instead of
freeze out may solve some of the problems (high values of the freeze out
density and specific net charge) that one encounters in the latter case when
studying strange particle ratios such as those by WA85. This underlines the
necessity to understand better particle emission in hydrodynamics to be able to
analyze data. It also re-opens the possibility of a quark-hadron transition
