    Car-free development through UK community travel plans

    European residential car-free development projects generally take the form of larger car-free ‘districts’ that provide both lifestyle and mobility incentives to residents, including green space, a safer play environment for children, car clubs and improved public transport provision. In contrast, most car-free housing in the UK thus far has taken the form of small-scale infi ll developments that rely on existing public transport infrastructure and local amenities. This paper reviews the progress of car-free housing in Europe and the UK. The shortcomings of current forms of UK car-free housing are discussed and a methodology is presented for furthering car-free development through community travel plans (CTPs), which are emerging as a progression of workplace travel plans. The paper suggests that the current UK ‘do minimum’ approach offers relatively little incentive to potential residents and is not an effective means of promoting the concept of car-free living. Furthermore, the lack of an integrated approach towards delivering mobility measures is a barrier to developing more extensive car-free neighbourhoods that would be more attractive to residents wishing to reduce their car use. The paper suggests that there is a need to adopt a European model for car-free housing, through the incorporation of area-wide CTPs. The use of CTPs is discussed in relation to reducing car dependency within existing communities and also as a means of facilitating car-free housing

    Echo pattern formation in a high-resolution multistatic sonar

    More emphasis is falling on sonar systems to display the data received from the underwater environment in a form which enables the observer to classify the echo patterns as being due to a particular target shape. In high resolution monostatic sonar systems, where the resolution cell is smaller than the target dimensions, difficulties arise because the echo patterns formed tend to be specular in nature and show only the acoustic highlights of the target. In this thesis, echo formation is examined in terms of the angular distribution of reflected energy in the medium. The way in which echoes are formed results in a less than optimum display in terms of the number of samples of the target outline. An increase in the number of resolution cells displaying the target outline and an improvement in target shape portrayal can be obtained by using a multi static sonar system, but it is shown that this improvement is dependent on a number of factors. An experimental, high-resolution multistatic sonar system is described which was used to verify and measure the improvement in target shape portrayal. Selected echo patterns obtained with this equipment are shown and the measured performance compared with the predicted performance. An empirical equation, which was derived from the measurements, relates the improvement in the displayed echo patterns to the number of bistatic receivers employed

    Small business and entrepreneurship in northern Finland

    High tech industries, small and medium sized enterprises and Nokia are almost synonymous with Northern Finland in that the past twenty five years have witnessed significant structural, economic and social changes in Finland's northernmost provinces of Ostrobothnia and Lapland. The traditional economy of the region was based on agriculture, forest based industries such as timber and paper and the exploitation of small mineral deposits. In the 1950s and 1960s it was evident that these were insufficient to sustain future economic growth as both provinces suffered from serious economic and social deprivation and outwards migration. Governmental responses to these problems were to tackle the basic infrastructural problems that existed, including the founding of a university in Oulu and later one in Rovaniemi. It was also clear that future growth would depend upon industries, based on 'knowledge,' rather than natural resources and so attempts were made to bring about a paradigm shift in the North's economic structure. This was effected jointly between the government, the local authorities, higher education and research institutions and local entrepreneurs. The aim of this paper is to explore how the economy was transformed through looking at the interplay between government, institutions and the entrepreneurs
