The status of alien bamboos in South Africa

The rate at which bamboos are being planted in South Africa is a cause for concern because of the impacts of bamboo invasions in other parts of the world. To understand the risks associated with new introductions and new plantings, we assess the outcomes of past introductions of bamboos into South Africa. To this end we: (1) produce an inventory of alien bamboo taxa; (2) assess the distribution of bamboos; (3) determine the rate of spread of bamboo at a site with a high density of naturalised stands; and (4) evaluate the current regulatory status of alien bamboos in South Africa. We used a combination of expert opinion, literature, historical records of populations, and public participation to produce a species list and locate populations of alien bamboos. We also attempted to confirm species identities using DNA barcoding. We found that 28 currently-accepted species of bamboo have been recorded in South Africa. However, we have little confidence in this estimate, as 20 of the species could not be confirmed or identified as present in the country. Bamboos are an inherently challenging group to identify using vegetative material, and DNA barcoding was inconclusive. The distribution of bamboos across the country varied with the type or lineage (e.g. herbaceous, tropical or temperate) and the source of information (e.g. herbarium records, in-field observation or public contribution). Although alien bamboos are naturalised at several sites, we found no large invasive stands nor evidence of widespread negative environmental impacts. Nonetheless, we recommend caution regarding future introductions of bamboos for commercial cultivation, as the nature of the plantings will likely differ from the historical situation in both the location, configuration, and the scale of cultivation, and as new species are likely to be introduced. The Convention on Biological Diversity (CBD)’s Post-2020 target on invasive alien species – what should it include and how should it be monitored?
The year 2020 and the next few years are critical for the development of the global biodiversity policy agenda until the mid-21st century, with countries agreeing to a Post-2020 Global Biodiversity Framework under the Convention on Biological Diversity (CBD). Reducing the substantial and still rising impacts of invasive alien species (IAS) on biodiversity will be essential if we are to meet the 2050 Vision where biodiversity is valued, conserved, and restored. A tentative target has been developed by the IUCN Invasive Species Specialist Group (ISSG), and formally submitted to the CBD for consideration in the discussion on the Post-2020 targets. Here, we present properties of this proposal that we regard as essential for an effective Post-2020 Framework. The target should explicitly consider the three main components of biological invasions, i.e. (i) pathways, (ii) species, and (iii) sites; the target should also be (iv) quantitative, (v) supplemented by a set of indicators that can be applied to track progress, and (vi) evaluated at medium- (2030) and long-term (2050) time horizons. We also present a proposed set of indicators to track progress. These properties and indicators are based on the increasing scientific understanding of biological invasions and effectiveness of responses. Achieving an ambitious action-oriented target so that the 2050 Vision can be achieved will require substantial effort and resources, and the cooperation of a wide range of stakeholders
What is valued in conservation? A framework to compare ethical perspectives
Perspectives in conservation are based on a variety of value systems. Such differences in how people value nature and its components lead to different evaluations of the morality of conservation goals and approaches, and often underlie disagreements in the formulation and implementation of environmental management policies. Specifically, whether a conservation action (e.g. killing feral cats to reduce predation on bird species threatened with extinction) is viewed as appropriate or not can vary among people with different value systems. Here, we present a conceptual, mathematical framework intended as a tool to systematically explore and clarify core value statements in conservation approaches. Its purpose is to highlight how fundamental differences between these value systems can lead to different prioritizations of available management options and offer a common ground for discourse. The proposed equations decompose the question underlying many controversies around management decisions in conservation: what or who is valued, how, and to what extent? We compare how management decisions would likely be viewed under three idealised value systems: ecocentric conservation, which aims to preserve biodiversity; new conservation, which considers that biodiversity can only be preserved if it benefits humans; and sentientist conservation, which aims at minimising suffering for sentient beings. We illustrate the utility of the framework by applying it to case studies involving invasive alien species, rewilding, and trophy hunting. By making value systems and their consequences in practice explicit, the framework facilitates debates on contested conservation issues, and complements philosophical discursive approaches about moral reasoning. We believe dissecting the core value statements on which conservation decisions are based will provide an additional tool to understand and address conservation conflicts
Small urban centres as launching sites for plant invasions in natural areas : insights from South Africa

urban areas, so it is unsurprising that towns and cities are often hotspots for invasions. However, while large cities are usually the first sites of introduction, small towns are more numerous and have a greater chance of launching invasions into natural areas as they have proportionally larger interfaces with their surroundings.
In this paper we develop a set of scenarios as hypotheses to explore the role of small towns in facilitating within-country dispersal of alien plants. In particular, we developed ten scenarios for how introductions to small towns, agricultural and natural areas can lead to landscape-scale invasions. We tested a part of these scenarios using a case study of a highly
invaded region in South Africa (the Berg River catchment in the Western Cape). We specifically investigated the main plant invasion routes between 12 small towns and their surrounding agricultural and natural areas. This was accomplished by conducting
urban-specific alien plant surveys in towns, then comparing these results to regional databases of naturalized and/or invasive plants. Many of the alien plants found in urban areas were listed as invasive or
naturalized in the catchment (over 30% of the total alien species pool). Despite marked environmental gradients across the study area, we found no relationships
between the alien plant species richness in towns and climatic variables or with levels of anthropogenic disturbances. All towns hosted large numbers of invasive plant species and nearly half of the alien species found in towns were naturalized or invasive in surrounding areas. The likelihood of alien plants being naturalized or invasive outside urban areas increased in proportion to their local abundance in towns and if
they were tall and woody. Ornamental horticulture was the main reason for introduction of these alien species (69%). Small towns can and do harbour significant populations of plant taxa that are able to
spread to surrounding natural areas to launch invasions. Comparing lists of species from urban alien plant surveys with those from naturalisation records for the region is a useful protocol for identifying species which may be moving along the introduction–

Evolution with hole doping of the electronic excitation spectrum in the cuprate superconductors
The recent scanning tunnelling results of Alldredge et al on Bi-2212 and of
Hanaguri et al on Na-CCOC are examined from the perspective of the BCS/BEC
boson-fermion resonant crossover model for the mixed-valent HTSC cuprates. The
model specifies the two energy scales controlling the development of HTSC
behaviour and the dichotomy often now alluded to between nodal and antinodal
phenomena in the HTSC cuprates. Indication is extracted from the data as to how
the choice of the particular HTSC system sees these two basic energy scales
(cursive-U, the local pair binding energy and, Delta-sc, the nodal BCS-like gap
parameter) evolve with doping and change in degree of metallization of the
structurally and electronically perturbed mixed-valent environment.Comment: 19 pages, 5 figure
Developments in the negative-U modelling of the cuprate HTSC systems
The paper deals with the many stands that go into creating the unique and
complex nature of the HTSC cuprates above Tc as below. Like its predecessors it
treats charge, not spin or lattice, as prime mover, but thus taken in the
context of the chemical bonding relevant to these copper oxides. The crucial
shell filling, negative-U, double-loading fluctuations possible there require
accessing at high valent local environment as prevails within the mixed valent,
inhomogeneous two sub-system circumstance of the HTSC materials. Close
attention is paid to the recent results from Corson, Demsar, Li, Johnson,

Biological invasions in World Heritage Sites: current status and a proposed monitoring and reporting framework
UNESCO World Heritage Sites (WHS) are areas of outstanding universal value and conservation importance. They are, however, threatened by a variety of global change drivers, including biological invasions. We assessed the current status of biological invasions and their management in 241 natural and mixed WHS globally by reviewing documents collated by UNESCO and IUCN. We found that reports on the status of biological invasions in WHS were often irregular or inconsistent. Therefore, while some reports were very informative, they were hard to compare because no systematic method of reporting was followed. Our review revealed that almost 300 different invasive alien species (IAS) were considered as a threat to just over half of all WHS. Information on IAS management undertaken in WHS was available for fewer than half of the sites that listed IAS as a threat. There is clearly a need for an improved monitoring and reporting system for biological invasions in WHS and likely the same for other protected areas globally. To address this issue, we developed a new framework to guide monitoring and reporting of IAS in protected areas building on globally accepted standards for IAS assessments, and tested it on seven WHS. The framework requires the collation of information and reporting on pathways, alien species presence, impacts, and management, the estimation of future threats and management needs, assessments of knowledge and gaps, and, using all of this information allows for an overall threat score to be assigned to the protected area. This new framework should help to improve monitoring of IAS in protected areas moving forward
Strategic responses to global challenges: The case of European banking, 1973–2000
In applying a strategy, structure, ownership and performance (SSOP) framework to three major clearing banks (ABN AMRO, UBS, Barclays), this article debates whether the conclusions generated by Whittington and Mayer about European manufacturing industry can be applied to the financial services sector. While European integration plays a key role in determining strategy, it is clear that global factors were far more important in determining management actions, leading to significant differences in structural adaptation. The article also debates whether this has led to improved performance, given the problems experienced with both geographical dispersion and diversification, bringing into question the quality of decision-making over the long term
The EICAT+ framework enables classification of positive impacts of alien taxa on native biodiversity
Species introduced through human-related activities beyond their native range, termed alien species, have various impacts worldwide. The IUCN Environmental Impact Classification for Alien Taxa (EICAT) is a global standard to assess negative impacts of alien species on native biodiversity. Alien species can also positively affect biodiversity (for instance, through food and habitat provisioning or dispersal facilitation) but there is currently no standardized and evidence-based system to classify positive impacts. We fill this gap by proposing EICAT+, which uses 5 semiquantitative scenarios to categorize the magnitude of positive impacts, and describes underlying mechanisms. EICAT+ can be applied to all alien taxa at different spatial and organizational scales.
