To the Problem on the Methodology of Pension System Institutionalization in Russia

The need to form the methodology of institutionalization of the pension system in Russia is reasoned by a number of factors related to the defects of the distribution model’s Institute, the most important of which are unacceptably low level of pension amounts, high insurance rates, independence of the accrued pension’s sizes from the level of wages, the economically active population’s reducing, and a growing number of pension recipients among immigrants from the former Soviet republics. Moreover, the payment of current pension expenses was carried out from current receipts, which testified the financial collapse of the system. As a result, the distributional model of the national pension system is almost discredited both financial and socio-political points of view. The article analyzes different points of view of domestic researchers on the reforming problems of domestic institutions in the pension system, substantiates the benefits of cumulative distribution system’s Institute in comparison with the distributional system and describes trends and controversies. From a critical position the implications of legislative acts’ implementation in the sphere of pension provision are analyzed. All this has led to several important conclusions, including the problems’ identification of insurance model implementation, the pension system’s specific benefits’ revealing, which are manifested in certain negative social and economic consequences that results to the formation of a methodological platform of institutionalization of the pension system and allow to provide real evolutionary rather than fragmentary and situational nature of its institutional model’s reforming. FORMATION AND DEVELOPMENT OF RESOURCE POTENTIAL OF THE RUSSIAN PENSION SYSTEM

Objective: This article examines he potential and resources available within the pension framework, highlighting the key financial mechanisms supporting individuals during times of job cessation or facing significant life risks.Methods: The study employs a social-dynamic approach, analyzing the components and financial strategies of the pension system through extensive forecasting and systemic analysis.Results: The study advocates for the adoption of a social-dynamic approach to evaluate and enhance the financial capabilities integral to the pension infrastructure. The concept and categorization of the resources and services within the pension scheme are introduced by the author. The analysis reveals that discrepancies and inconsistencies in understanding the pension framework's composition and fiscal strategies lead to operational flaws, conflicts, and instability.Conclusion: The study concludes that a revised pension framework must be adopted, emphasizing a hybrid model that incorporates both contributory and capital-funded schemes. This model should enhance the resilience of the pension system, ensuring its capability to meet the demands of current and future retirees and stabilize the financial foundation of the pension provision

ASPECTOS METODOLÓGICOS DO ESTUDO DO POTENCIAL DE RECURSOS DO SISTEMA DE PENSÕES: MODELAGEM E PREVISÃO

Objective: The objective of this paper is to examine the methodological approaches to analyzing the resource potential of pension systems, with a focus on modeling and forecasting. The study aims to highlight the significance of resource capabilities in shaping national policies for pension system enhancement.Methods: The research employs a combination of qualitative and quantitative methods, including systemic analysis and forecasting techniques. The study integrates various scientific approaches, including the analysis of historical, current, and future trends in the resource potential of pension systems.Results: The study identifies key characteristics of resource potential in pension systems, including the quantity and quality of assets, administrative competence, and the technological infrastructure supporting pension services. The research also develops a conceptual model for predicting the resource potential within the national pension framework, emphasizing the importance of understanding both the static and dynamic aspects of resource capacity.Conclusions: The findings suggest that a comprehensive approach to modeling and forecasting resource potential is crucial for the stability and sustainability of pension systems. The study underscores the need for a systemic viewpoint in evaluating the future trajectories of pension resources, particularly in the face of political, economic, and demographic challenges.Objetivo: O objetivo deste artigo é examinar as abordagens metodológicas para a análise do potencial de recursos dos sistemas de pensões, com foco na modelagem e previsão. O estudo visa destacar a importância das capacidades de recursos na formulação de políticas nacionais para o aprimoramento do sistema de pensões.Métodos: A pesquisa emprega uma combinação de métodos qualitativos e quantitativos, incluindo análise sistêmica e técnicas de previsão. O estudo integra várias abordagens científicas, incluindo a análise de tendências históricas, atuais e futuras no potencial de recursos dos sistemas de pensões.Resultados: O estudo identifica as principais características do potencial de recursos nos sistemas de pensões, incluindo a quantidade e a qualidade dos ativos, a competência administrativa e a infraestrutura tecnológica que suporta os serviços de pensões. A pesquisa também desenvolve um modelo conceitual para prever o potencial de recursos dentro do sistema nacional de pensões, enfatizando a importância de entender tanto os aspectos estáticos quanto dinâmicos da capacidade de recursos.Conclusões: Os resultados sugerem que uma abordagem abrangente para a modelagem e previsão do potencial de recursos é crucial para a estabilidade e sustentabilidade dos sistemas de pensões. Conceptual Approaches To The Formation Of The Resource Potential Of The Pension System Of Russia

The article provides a brief analysis of the resource potential of the pension system. The main models of financing the system of providing citizens in the event of the occurrence of risks that threaten a person, as well as in the event of termination of employment, are considered. In the analysis of the resource potential, it is proposed to use a socio-dynamic model for the formation of potential opportunities for the financial component of the pension system.
