    Open access to the research literature : a funders perspective

    In a declaration to commemorate the publication of the first draft of the human genome, UK Prime Minister Tony Blair and US President Bill Clinton commented that, “unencumbered access to this information will promote discoveries that will reduce the burden of disease, improve health around the world and enhance the quality of life for all human kind” (quoted in BBC, 2000). One of the major funders of the human genome project was the Wellcome Trust , an independent charity that funds research to improve human and animal health. And, having been at the forefront of the decision to make the genome sequencing data freely available, it was perhaps inevitable that this funding body would lead the way in advocating free access to the research literature. If, as the Wellcome believes, it makes sense for scientists to have free access to raw, genomic data – to help realise the promise of this research – then it makes equal sense for scientists to be able to access the outputs (journal articles), to enable this research to be built on and developed.     Origin of Grassy Lake

    Two theories have been proposed to explain the formation of Grassy Lake. One attributes the formation of the swamp to earthquake; the other states that it is one of the many so-called oxbow lakes in the area. A study of aerial photographs showing the absence of fault zones and related sandblows tends to rule out any possibility of an earthquake origin, and in size and shape the swamp in no way resembles an oxbow lake. The aerial photographs reveal instead that the formation of the swamp was due to a natural levee being built up by a river which meandered through the low area now called Grassy Lake. The presence of dense stands of bald cypress (Taxodium distichum (L.) Richard), which grow in abandoned river channels, and a knowledge of the ecology of bald cypress support this hypothesis

    Reconstruction of Gaussian quantum mechanics from Liouville mechanics with an epistemic restriction

    How would the world appear to us if its ontology was that of classical mechanics but every agent faced a restriction on how much they could come to know about the classical state? We show that in most respects, it would appear to us as quantum. The statistical theory of classical mechanics, which specifies how probability distributions over phase space evolve under Hamiltonian evolution and under measurements, is typically called Liouville mechanics, so the theory we explore here is Liouville mechanics with an epistemic restriction. The particular epistemic restriction we posit as our foundational postulate specifies two constraints. The first constraint is a classical analogue of Heisenberg's uncertainty principle -- the second-order moments of position and momentum defined by the phase-space distribution that characterizes an agent's knowledge are required to satisfy the same constraints as are satisfied by the moments of position and momentum observables for a quantum state. The second constraint is that the distribution should have maximal entropy for the given moments. Starting from this postulate, we derive the allowed preparations, measurements and transformations and demonstrate that they are isomorphic to those allowed in Gaussian quantum mechanics and generate the same experimental statistics. We argue that this reconstruction of Gaussian quantum mechanics constitutes additional evidence in favour of a research program wherein quantum states are interpreted as states of incomplete knowledge, and that the phenomena that do not arise in Gaussian quantum mechanics provide the best clues for how one might reconstruct the full quantum theory.Comment: 27 pages, 3 figures; v2 published versio

    Benefits of slush hydrogen for space missions

    A study was performed to quantify the benefits of using slush hydrogen instead of normal boiling point liquid hydrogen as a fuel for several space missions. Vehicles considered in the study included the Space Shuttle/Shuttle-C, LEO to GEO transfer vehicles, Lunar and Mars transfer vehicles, and cryogenic depots in low Earth orbit. The advantages of using slush hydrogen were expressed in terms of initial mass differences at a constant payload, payload differences at a constant tank volume, and increases in fuel storage time for cryogenic depots. Both chemical oxygen/hydrogen and hydrogen nuclear thermal rocket propulsion were considered in the study. The results indicated that slush hydrogen offers the potential for significant decreases in initial mass and increases in payload for most missions studied.     Quantum state targeting

    We introduce a new primitive for quantum communication that we term "state targeting" wherein the goal is to pass a test for a target state even though the system upon which the test is performed is submitted prior to learning the target state's identity. Success in state targeting can be described as having some control over the outcome of the test. We show that increasing one's control above a minimum amount implies an unavoidable increase in the probability of failing the test. This is analogous to the unavoidable disturbance to a quantum state that results from gaining information about its identity, and can be shown to be a purely quantum effect. We provide some applications of the results to the security analysis of cryptographic tasks implemented between remote antagonistic parties. Although we focus on weak coin flipping, the results are significant for other two-party protocols, such as strong coin flipping, partially binding and concealing bit commitment, and bit escrow. Furthermore, the results have significance not only for the traditional notion of security in cryptography, that of restricting a cheater's ability to bias the outcome of the protocol, but also on a novel notion of security that arises only in the quantum context, that of cheat-sensitivity. Finally, our analysis of state targeting leads to some interesting secondary results, for instance, a generalization of Uhlmann's theorem and an operational interpretation of the fidelity between two mixed states

    WHAT IS HAPPENING TO U.S. FARM POLICY: A CHRONOLOGY AND ANALYSIS OF THE 1995-96 FARM BILL DEBATE

    This paper presents a chronology of the 1995-96 farm bill debate, which was historic in several dimensions. Victories in the 1994 mid-term elections gave Republican majorities control of Congress for the first time in forty years. An omnibus budget reconciliation bill became the principal vehicle around which the Republicans organized their political agenda. In the highly-partisan atmosphere that followed, the debate on farm policy centered on the level of spending, the structure of the main commodity programs, and the programs for dairy, sugar and peanuts. The initial challenge faced by the new agriculture chairman in the House of Representatives was to find policies consistent with the election-year Republican rhetoric, while simultaneously putting together the committee votes to pass a farm bill. A "Freedom to Farm" plan to eliminate annual acreage set asides and provide fixed income transfers decoupled from production. Decisions and market prices became the centerpiece of his proposals. Proponents of the traditional commodity programs seemed to hold a strategic advantage against the proposed decoupled payments through September 1995. The Clinton administration had endorsed the traditional programs, and the Senate agriculture committee approved a bill that extended existing support mechanisms (with larger budget cuts than sought by the Democrats) after a reform initiative to lower target prices lacked Republican support. Meanwhile, opposition to Freedom to Farm from cotton and rice interests created an historic deadlock. The House agriculture committee did not pass any bill for inclusion in the budget legislation. The strategic balance in the farm bill debate shifted when market prices increased sharply in late 1995. The existing policy equilibrium continued to lose adherents and Congress passed the Freedom to Farm legislation in November. When the Republican budget initiative (including the new farm policies) subsequently collapsed (in January 1996), a bipartisan coalition emerged to enact the Federal Agriculture Reform and Improvement (FAIR) Act, again including Freedom to Farm. Notwithstanding the intervening steps, this may be the first time ever that legislation included in a budget reconciliation bill without approval from an authorizing committee has become law. The budget reconciliation bill passed by Congress in November 1995 but vetoed by the president was credited rhetorically with reducing farm program expenditures by 12billionoversevenyears.Butrisingmarketpricesbythetimethebillpassedimpliedthatincometransferstofarmerswouldbeatleast12 billion over seven years. But rising market prices by the time the bill passed implied that income transfers to farmers would be at least 3-5 billion more over the first two years under the new legislation than they would have been with the 1990 law. The strong bipartisan coalition in favor of the FAIR Act emerged only when it was clear that a net short-term windfall for farmers was involved, and with continuation of other farm policy interventions and reauthorization of environmental programs with new funding. When the president signed the FAIR Act in April 1996, the short-term benefits of decoupled payments for farmers were larger than estimated the previous November. Permanent legislation for support programs based on supply controls is maintained in the F AIR Act, and there is no guarantee that a transition to lower support costs has been initiated. The dairy, sugar and peanut programs escaped significant deregulation. Thus, regardless of claims that the F AIR Act brings an end to farm programs that have existed since the Great Depression, the amount of reform may well prove less than historic.Agricultural and Food Policy,

    Barriers to the more extensive use of advanced composites in heavily loaded structures on commercial transports are discussed from a materials viewpoint. NASA-Langley matrix development activities designed to overcome these barriers are presented. These include the synthesis of processible, tough, durable matrices, the development of resin property/composite property relationships which help guide the synthesis program, and the exploitation of new processing technology to effectively combine reinforcement filament with polymer matrices. Examples of five classes of polymers being investigated as matrix resins at NASA Langley are presented, including amorphous and semicrystalline thermoplastics, lightly crosslinked thermoplastics, semi-interpenetrating networks and toughened thermosets. Relationships between neat resin modulus, resin fracture energy, interlaminar fracture energy, composite compression strength, and post-impact compression strength are shown.
