    Joko Widodo (Jokowi) is a leader that is widely expected to transform Indonesia into a better country. Hopes and wishes were rising when he was elected as the president of Indonesia. This paper will describe various innovations undertaken before and after his presidential inauguration as well as the assorted innovations made in reforming the administration of his cabinet. As the president of Indonesia, Joko Widodo is required to realize the aspirations of the people in freeing the government from corruption, collusion, and nepotism. The management of ministerial and non-ministerial institutions becomes the very first crucial issue undertaken by Joko Widodo. This led to a polemic in regards to reducing or increasing the number of institutions, as the Jokowi administration actually increased the amount. In Susilo Bambang Yudhoyono's administration, several policies were made systematically and based on legislations that had been approved by the lagislature. Joko Widodo's administration in more partial in nature. The administrative reform program that is highly anticipated is the continuation of the Public Service Act. This law is a step forward from the administrative reform program that aims at the creation of good governance.     Masalah sosial yang dihadapi masyarakat Indonesia dipengaruhi oleh kondisi kemiskinan, seperti kekurangan makanan, pendidikan, kesehatan, pengangguran, gizi buruk, dan lain-lain. Kemiskinan merupakan masalah pembangunan yang kompleks dan multidimensi sehingga untuk mengatasinya diperlukan suatu upaya kolektif dari pemerintah dan masyarakat dalam menyusun dan menerapkan strategi yang komprehensif, terpadu, terarah, dan berkelanjutan. Untuk wilayah perkotaan, upaya itu diwujudkan oleh Pemerintah Indonesia dengan Program Penanggulangan Kemiskinan di Perkotaan (P2KP). P2KP hadir untuk melaksanakan amanat Program Pembangunan Nasional yang menempatkan penanggulangan kemiskinan sebagai prioritas mendesak untuk segera ditangani. P2KP membawa paradigma baru bahwa untuk menanggulangi kemiskinan secara berkelanjutan diperlukan suatu pendekatan yang berbasis pada prinsip prinsip pemberdayaan komunitas sehingga dalam proses pelaksanaan program perlu dilakukan upaya upaya tertentu yang harus dilakukan oleh komunitas itu sendiri dengan sasaran utama adalah masyarakat miskin di tingkat kelurahan di perkotaan. Usaha mendorong kemandirian dan kemitraan masyarakat bersama Pemerintah Daerah dalam menanggulangi kemiskinan di perkotaan Indonesia telah dilakukan melalui P2KP tahap pertama, kedua, dan ketiga, yang kemudian dilanjutkan menjadi Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perkotaan.                                                             AbstractThe social problems faced by the Indonesian people are affected by poverty conditions, such as food shortage, education, health, unemployment, malnutrition, and others. Poverty is a complex and multidimensional development problem. Thus, in order to overcome poverty, a collective effort needs to be done by involving the government and society in developing and implementing comprehensive, integrated, effective, and sustainable strategies. In urban areas, such effort is realized by the Indonesian Government by way of Urban Poverty Program (P2KP). P2KP is present to carry out the mandate of the National Development Program that puts poverty alleviation as an urgent priority for to be addressed immediately. P2KP brings a new paradigm in tackling poverty in sustainable manner by making use of an approach based on the principles of community empowerment so that the program implementation process should contain specific efforts that are done by the community with the primary target is the urban poor people in kelurahan. Several efforts to encourage self-reliance and partnership between community and regional government in elevating urban poverty in Indonesia have been conducted through P2KP in three stages, continued as the National Community Empowerment Program for Urban Community (PNPM Mandiri Perkotaan)

    Policy Advocacy Network in Support of the Expansion of the New South Garut Autonomous Region

    The purpose of this study was to determine the policy advocacy network in support of the expansion of the new South Garut autonomous region. The method used in this study used a qualitative descriptive approach. The technique of collecting data through interviews and documentation, informants were selected based on purposive sampling and snowball. The data analysis technique used is an interactive analysis model including data reduction, data presentation (display) and drawing conclusions. The results of this study are that the Policy Advocacy Network in supporting the expansion of the New South Garut Autonomous Region, has so far made efforts to support the expansion with their respective roles. Both from South Garut academics, South Garut community leaders, especially the expansion presidium who are representatives of the South Garut community and the Garut district government itself as policy makers at the district / city level. The three actors of course network with each other to support the division of South Garut into a new district in West Java, through procedures that are regulated in accordance with the applicable laws and regulations in establishing a new autonomous region

    Penelitian ini bertujuan untuk mengetahui kolaborasi Quadruple Helix dalam pembentukan Daerah Otonomi Baru Kabupaten Garut Selatan, mengingat pembentukan kabupaten tersebut sudah sangat lama berusaha dibentuk namun kenyataannya hingga kini belum disahkan. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Teknik analisis data yang digunakan model interactive yang terdiri dari reduksi data, display data dan pemaparan hasil kesimpulan. Hasil dari penelitian ini adalah bahwa terdapat aktor-aktor yang berkolaborasi secara Quadruple Helix untuk mendukung Pembentukan Daerah Otonomi Baru Garut Selatan, yang memiliki peran yang berbeda dalam mencapai tujuan yang sama untuk membantu mendukung pembentukan Kabupaten Garut Selatan. Penelitian kolaborasi Quadruple Helix ini dilihat dari 4 aktor politik yang memiliki kekuasaan dan pengaruh paling signifikan terhadap proses pembentukan kabupaten ini. Aktor yang dimaksud yaitu dari kalangan akademisi Garut Selatan (academian), Pelaku Usaha di Garut Selatan (businessmen), Tokoh masyarakat/Presidium masyarakat Garut Selatan (civil society) dan Pemerintah Kabupaten Garut dan Provinsi Jawa Barat (government). Rekomendasi dalam penelitian ini adalah Pemerintah Pusat sebagai pemangku kebijakan tertinggi memasukkan pembahasan pembentukan Daerah Otonomi Baru sebagai agenda kebijakan yang diprioritaskan untuk membantu menjalankan kewenangan pusat dalam melakukan pembangunan dan penyelenggaraan pemerintahan daerah.

    Efforts to Overcome Child Commercial Sexual Exploitation Victims in City Tourism Area, Manado

    The tourism sector has a significant contribution to the economy of Manado City, North Sulawesi Province. However, on the other hand, it has a negative effect on the increase in the number of child commercial sexual exploitation victims and makes children into commercial sex workers. Despite not effective, the Local Government of Manado City, North Sulawesi Province, has made efforts to cope with the child commercial sexual exploitation victims. In connection with the case, this study is designed to analyze the causes of ineffectiveness of Local Government efforts in tackling child commercial sexual exploitation victims. The study was conducted in tourism area of Manado City, North Sulawesi Province. The informants involved in this study were divided into two types: experts and non-experts. The informants were determined by using Opportunistic Sampling, and the sampling is using Snowball Sampling. The results of the study showed that the development of tourism sector has negative effect on children in the communities. Efforts made to cope with child commercial sexual exploitation victims by the local government and relevant parties have not been effective due to limited allocation of budgets and skilled, quality human resources, the lack of harmonious understanding between police with judges and public prosecutors as law apparatus, supervision, and protection of victims in solving the cases of child commercial sexual exploitation victims, the implementation of action committee’s duties and responsibility have been not effect, the number of obstacles facing them

    This research aims to determine the effect of implementing E-Government policies on team member performance, the impact of government governance on team member performance, and the effect of implementing E-Government policies and government governance on the performance of Garut district population and civil registration service employees. This research method is quantitative. With a population of 54 people, the total number of employees is the Garut Regency Population and Civil Registration Service. The research sampling method uses a saturated sample method so that the number of samples is the same as the total population. Data analysis uses multiple linear regression analysis. The research results show that implementing e-government policies and government governance partially and simultaneously influences team member performance, with a contribution of 72.6%. In conclusion, there is a significant influence between the implementation of E-Government Government Governance policies on team member performance.     Navigating Governance Networks for Urban Issues: Global Trends and Prospects

    This study examines the critical role of governance networks in addressing urban issues from a global perspective. We further elucidate the inception of these networks and how they can contribute to resolving the multifaceted challenges in urban issues. We employed a qualitative research method underpinned by an integrated literature review (ILR) approach. ILR, as a research methodology, allows for the critical examination, integration, and synthesis of extant literature, thereby enabling the generation of fresh frameworks and perspectives on the topic at hand. Our findings underscore the need for diverse actors, including government officials, societal figures, and entrepreneurs, to govern these networks and address urban issues. We also discovered that governance networks, by structuring societal dynamics, are systematically influenced by global socioeconomic and political regulatory mechanisms. Their applications span various public sector issues, such as mass media, healthcare, and water governance. The primary limitation of our study lies in the lack of field studies. Despite this, the outcomes offer significant insights into the theoretical concepts of governance networks from different regions, a distinctive contribution to the existing body of knowledge.     DUALITAS AGEN DAN STRUKTUR DALAM PENGELOLAAN SAMPAH (Studi Kasus Tentang Pelaksanaan Program Kang Pisman Di Kecamatan Cibiru, Kota Bandung)

    Sampah di Kota Bandung sudah menjadi masalah yang krusial dan harus diselesaikan. Pemerintah Kota Bandung berupaya menyelesaikan masalah tersebut dengan mendorong perubahan perilaku masyarakat dalam mengolah sampah melalui program Kang Pisman. Penelitian ini bertujuan untuk mengetahui hubungan dualitas agen dan struktur dalam pengelolaan sampah. Penelitian ini menggunakan teori strukturasi dari Anthony Giddens sebagai alat analisis yang menjelaskan mengenai konsep dualitas agen dan struktur dalam ruang waktu yang juga melibatkan praktik sosial agen. Penelitian ini dilakukan dengan menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa dualitas agen dan struktur dalam pelaksanaan program pengelolaan sampah di Kota Bandung terjalin melalui skema signifikansi, dominasi serta legitimasi. Program Kang Pisman merupakan bentuk dari signifikansi dan dominasi Pemerintah Kota Bandung mewajibkan setiap OPD untuk melaksanakan program Kang Pisman secara mandiri dan memberikan instruksi kepada kecamatan dan kelurahan untuk mengikuti dan menjalankan program Kang Pisman sedangkan legitimasi yang dibuat yaitu pemerintah merilis Peraturan Daerah Nomor 9 tahun 2018 tentang pengelolaan sampah. Di Kecamatan Cibiru program Kang Pisman dilaksanakan dengan inovasi yaitu program Nanjak sareng Kang Pisman. Dalam praktiknya kecamatan menggunakan dominasinya yaitu mewajibkan kepada para perangkat RW dan perangkat RT untuk melakukan sosialisasi tentang program Nanjak sareng Kang Pisman. Kecamatan Cibiru juga berkolaborasi dengan bank sampah yang ada di RW 06 Palasari sebagai mitra bank sampah dalam pelaksanaan program Nanjak sareng Kang Pisman ini.Kata Kunci: Agen, Dominasi, Dualitas, Kang Pisman, Sampah, Struktur

    Perencanaan Penerimaan Pajak Hotel Di Badan Pendapatan Daerah (BAPENDA) Kota Tasikmalaya Tahun 2020

    Each region is competing in exploring every potential possessed by the region, one of which is local tax revenue, hotel taxes. One of them is in Tasikmalaya City. The hotel tax in the City of Tasikmalaya provides the second largest income after the restaurant tax for the City of Tasikmalaya, so the government is trying to explore the potential of the hotel tax through planning the potential for hotel taxes. The purpose of this study is to describe the planning process for the potential hotel tax in the City of Tasikmalaya in 2020. The research method used in this study is a mix method approach. The guidance theory used is planning with the five steps from Robbins and Coulter (2012). The data analysis technique used was quantitative data analysis techniques with the calculation of hotel tax potential, and qualitative data analysis techniques were through the stages of data reduction, data presentation and drawing conclusions. The results of this study indicate that planning the potential for hotel taxes at BAPENDA Tasikmalaya City uses the planning stages although in its implementation there are still obstacles in the planning process and extracting the potential for the hotel tax. Suggestions for this research are that there is a permanent system for storing data related to occupancy to review the hotel tax potential, make new innovations related to the Tasikmalaya City BAPENDA information system. Setiap daerahnya berlomba-lomba dalam menggali setiap potensi yang dimiliki oleh daerahnya, salah satunya melalui penerimaan pajak daerah yaitu pajak hotel. Salah satunya yaitu di Kota Tasikmalaya. Pajak hotel di Kota Tasikmalaya memberikan pemasukan terbesar ke dua setelah pajak restoran bagi Kota Tasikmalaya, sehingga pemerintah berupaya untuk menggali potensi dari pajak hotel tersebut melalui perencanaan potensi pajak hotel. Tujuan dari penelitian ini untuk memaparkan proses perencanaan potensi pajak hotel di Kota Tasikmalaya tahun 2020. Metode penelitian yang digunakan dalam penelitian ini yaitu pendekatan mix method. Guidance theory yang digunakan yaitu perencanaan dengan kelima langkah dari Robbins and Coulter (2012). Teknik analisis data yang digunakan teknik analisis data kuantitatif dengan perhitungan potensi pajak hotel, dan teknik analisis data kualitatif yaitu melalui tahapan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa perencanaan potensi pajak hotel di BAPENDA Kota Tasikmalaya menggunakan tahapan perencanaan meskipun dalam pelaksanaannya masih terdapat hambatan dalam proses penyusunan perencanaannya dan penggalian potensi pajak hotel tersebut. Saran penelitian ini agar terdapatnya sistem yang bersifat permanen dalam menyimpan data terkait dengan okupansi untuk meninjau potensi pajak hotel tersebut, melakukan inovasi baru terkait sistem informasi BAPENDA Kota Tasikmalaya
