    Control of Land Rights for Foreign Citizens in Indonesia

    This study discusses the status of land ownership for foreigners in Indonesia. This research is a qualitative research using an empirical juridical approach. Research data obtained from interviews and literature studies. The results showed that the status of ownership of foreigners of land in the province of Indonesia is the usufructuary rights as stipulated in Law Number 5 of 1960 concerning Basic Agrarian Regulations and Government Regulation Number 40 of 1996 concerning the right to use is not granted ownership rights. The process of granting land rights for foreigners in Indonesia is in accordance with the laws and regulations set out in Law Number 5 of 1960 concerning Basic Rules of Agrarian Principles and Government Regulation Number 40 of 1996

    According to the North Buton Regency Public Works and SpatialPlanning Agency in the Central Statistics Agency (2020), in the NorthButon Regency area there are still many roads that are slightlydamaged or heavily damaged, the road damage is a very complexproblem. The losses and impacts suffered are enormous for the roadusers, while mapping and research, especially on road conditions,are still lacking attention. Recognizing the need for information onroad damage that can display the condition of provincial roads inNorth Buton Regency, the information system that will be displayedin the form of a digital map based on Geographical InformationSystem (GIS) is more effective in providing visualization of roaddamage data, road conditions and reports of road damage,especially on provincial roads in North Buton Regency.The research objectives are: (1) To analyze the level of damage toprovincial roads in North Buton Regency. (2) Knowing the WEBbased Geographical Information System Damage to ProvincialRoads in North Buton Regency.The results of the analysis and discussion carried out resulted in thelevel of damage to the Provincial Roads in North Buton Regencyusing the PCI (method Pavement Condition Index)along 12 km whichis divided per 300 meters into 40 segments. With the average valueof 65 in the condition(Good)and then with a geographic informationsystem (GIS) based WEB, data showed damage to the weathering ofthe surface as much as 31%, the hole as much as 39%, Cracksextends as much as 4%, Weathering granules off as much as 13% ,Block crack by 2%, Bleeding as much as 9% and Amblast by 2%

    This study aims to investigate sea transportation in the new normalera in Bombana Regency, especially at Kasipute Port. This studyincludes the number of ships operated, the number of passengersdeparted and arrived at Kasipute Port, and analyzing the serviceperformance of the Kasipute Port before and during the new normalera. The research method was carried out by collecting secondarydata as data recapitulation of ships operated and the volume ofpassengers departed and arrived at the Kasipute Port at the Office ofthe Bombana Regency Harbormaster then primary data was get byinterviewed passengers (respondents) and filling out questionnaires.It carried service quality analysis using Importance PerformanceAnalysis (IPA).The results showed that during the new normal era, the number ofships operated experienced the highest decline reaching 58% in May2020. Meanwhile, the largest percentage decrease of passengersduring the new normal era was 85% for departed passengers and77% for passengers arrived at Kasipute port in May 2020. Thedecline in the number of ships and passengers that occurred duringthe new normal era was partly due to the PSBB imposed by theBombana Regency Government since April 2020, so it limited themovement of people using the marine transportation mode. Basedon the results of the service quality analysis, the priority factors inimproving service performance before the new normal era atKasipute Port are the comfort of the ship (E1), cleanliness of the ship(C2), and the time of departure of the ship (D1), while the priorityfactors in improving service performance during the new normal erais the provision of masks by the port (E3), ship cleanliness (C2), shipdeparture time (D1) and ship comfort (E1)

    Interpretation of the Geological Romance of Kendari Bay Using Landsat 5 TM

    Kendari Bay is part of Kendari City. Kendari Bay is a city landmark in addition to its economic and environmental functions.. The condition of Kendari Bay is experiencing a fairly high sedimentation problem, so that it begins to cause problems with land availability and space utilization patterns in the Kendari Bay area. The endogenous process of dynamic earth activities is a part that needs to be considered in managing that problems. This study aims the geological conditions of Kendari Bay by using remote sensing as a form of studying the geological conditions of Kendari Bay. Using Landsat 5 TM imagery in 1990, it was used to see the natural geological conditions of Kendari Bay, using the false color composite method and interpretation of photo images visually and validated through field observations. Landsat image processing and interpretation using Quantum GIS, resulted in Kendari bay can be divided into several physiography, namely coastal zone, estuary zone, fluvial zone, plain zone, hill zone, and mountain zone (Head land). The physiography can be seen from the geological characteristics such as the lithology which is composed of alluvial deposits to limestone. Sutan Raja Hotel is one type of starhotel that will be built in Kendari city and it is hoped that this hotelcan help improve the welfare of the people of Kendari City. Buildinga star hotel in a developing city like Kendari is not an easy matter,because in the construction of a hotel, it must also pay attention tothe feasibility of building the hotel, both from the market, financialand technical aspects. The purpose of this research was to analyze the feasibility ofdeveloping Sutan Raja Hotel in Kendari City based on market,technical, and financial aspects. And to find out information andinput to the owner whether the construction of Sutan Raja Hotel inKendari City is feasible to be implemented in terms of market,technical, and financial aspects. The results of the technical aspects show that the construction ofSutan Raja Hotel in Kendari City is feasible, because it has a strategiclocation to carry out a business investment project for a hotel, withthe distance around relatively close to the tourist attractions andother entertainment places. From the market aspect to get hotelrooms rented at star hotels in Kendari City, it is found that thenumber of hotel rooms to be rented at Sutan Raja Hotel Kendari Cityis 12,370 units per year and will increase by 200-300 units annuallyfor 25 years of operation .     This study aims to analyze the factors that influence the quality of the implementation of improving the Tedubara-Pising street in Bombana Regency. This study uses quantitative data analysis techniques with a sample size of 30 respondents. The results showed that the factors affecting the quality of the Tedubara Pising road improvement in Bombana Regency were financial indicators (X3) 21.97%, followed by Human Resources indicators (X1) 20.14%, location indicators (X5) 19.68 %, material indicator (X2) 19.22%, and the lowest is equipment indicator (X4) 18.99%.     Cost Analysis of Occupational Health and Safety (K3) on the Road Preservation (Case Study : Road in Kendari City – Kendari City Boundary)

    The purpose of this study was to determine how much the application of K3 and to analyze the cost of K3 on the road preservation project within Kendari City - Kendari City boundary. The results showed that the level of use of PPE in road preservation work in the city of Kendari did not meet the standards for the level of use of PPE / included in the less category. This is because the average value of the level of use of PPE in road shoulder work, asphalt Ac-Wc and Talud is 60%. The cost required for the implementation of Occupational Safety and Health (K3) on the Road Preservation project. The required K3 cost based on the unit price of the regulation is IDR 266,645,950.00 or around 2.17%, while the cost based on field prices is IDR 257,953,950 or about 2.10%. The percentage of K3 costs at the regulation price is greater than the percentage of K3 costs at field prices with a difference of 0.07% or Rp. 8,692,000.00

    Application of overlay method in interpreting of traffic noise distribution in land use

    Abstract Overlay studies with geographic information systems (GIS) are usually only to describe the condition of land elevation points, and various situations in land use. The purpose of this study was to analyze the intensity of noise in various types of land use and visualization of noise distribution maps. The research method uses a mathematical and overlay approach. The results showed that the average traffic flow was 1931 veh/h with a composition of motorcycle 61%, light vehicle 35%, and heavy vehicle 4%. Traffic noise level on Tuesday is 75.2 dB, while on Sunday it is 75.5 dB. There is no significant difference in noise intensity on Tuesday and Sunday at Ahmad Yani, MT. Haryono, Sao-Sao, and Abunawas Street. On Tuesday the highest noise level occurs in front of the education area while on Sunday in front of the shopping area. The intensity of noise distribution that reaches the highest land use occurs in the shopping area, followed by the office area, and the lowest in the school area. This is due to the increase in distance from the roadside.</jats:p

    Analysis of National Road Slope Risk Level Based on Geographic Information System

    The purpose of this study is to investigate the failure and instability of slopes, control and evaluate treatments and create slope data in a geographic information system as a planning data base to determine the level of risk, hazard consequences and the distribution of slopes along the National road in Konawe Selatan district. In this study using the Bina Marga slope survey method, which is to provide a score or value for each parameter measured in the field and a database is made using a geographic information system (GIS) to state the level of slope risk using the Bina Marga standard value. The results showed that the slopes spread on the Awunio – Lapuko and Lainea – Awunio National roads were dominated by artificial slopes, namely 4 embankment points and 5 excavation points and 1 natural slope point. From the results of the investigation and data collection on the slopes, the data is processed using the formula R = 0.9.H + C. where R is the risk level value, H is the hazard value and C is the consequence value. The conclusion from the above research results is that the slopes at the study site are dominated by artificial slopes with slope characteristics of soil, sand and weathered rock so that the slopes are unstable and have a high level of risk
