Sejak 2011 "NUPTK" dikelola oleh "Sekretariat Badan Pengembangan SDM Pendidikan dan Kebudayaan Dan Penjaminan Mutu Pendidikan (BPSDMPK - PMP)" dari Departemen Pendidikan dan Kebudayaan. Masalah sosial, kadang-kadang disebut PMKS (penyandang masalah kesejahteraan sosial) adalah orang, keluarga atau sekelompok orang yang karena kendala, kesulitan atau gangguan, tidak dapat melakukan fungsi-fungsi sosial sehingga kebutuhan hidup mereka tidak terpenuhi baik fisik, spiritual dan juga sosial secara memadai dan wajar.Data PMKS yang dikumpulkan oleh psm (pekerja sosial) di masing-masing desa akan dikirim dan divalidasi ke sekretariat IPSM (lembaga pekerja sosial masyarakat) yang berada di kantor pegawai negeri Kerinci dasar. Waktu dan jarak tempuh yang dibutuhkan oleh masing-masing PSM relawan untuk mengirimkan data bervariasi sesuai dengan jarak ke tempat penampungan relawan PSM IPSM sekretariat. Hal ini ditemukan untuk menjadi efektif dan efisien, karena memakan waktu hingga beberapa jam hanya untuk mengirim dan memvalidasi data PMKS yang telah dikumpulkan oleh relawan PSM.Kehadiran sistem informasi berbasis web data PMKS (penyandang masalah kesejahteraan sosial) pada obligasi pekerja sosial Pelalawan, sistem informasi diharapkan dapat mempersingkat waktu dalam transfer dan validasi data.
