    The Leadership of Shaikh H. Bahruddin Talib Lubis in the Education Sector

    This research aims to answer the problems: (1) To comprehensively analyze the history and struggle of H. Syaikh Bahruddin Talib Lubis in establishing and carrying out his leadership in the field of education in madrasas in particular and the relevance of the education system in North Sumatra to date, (2) Providing color in the education system and development across generations of different ages and periods, as well as providing learning lessons for the importance of strengthening the foundations of educational leadership that cadres and regenerates. This research method uses qualitative library research with a semantic approach, which means that language studies consist of structures to reveal meaning, when meaning is connected to objects in human experience. Meanwhile, the qualitative approach emphasizes descriptive analysis techniques in the qualitative comparison process of literature, regarding the dynamics of relationships between observed phenomena using scientific logic based on observation data, interviews and documentation . Based on the qualitative comparative research process of literature, this research produces results; 1) Implementation of the Leadership of Shaikh H. Bahruddin Talib Lubis in the Education Sector; a) The Shaikh is descended from a prominent and respected family with a strong Islamic religious knowledge by emulating his predecessors, and is loved by the public and admired by his contemporary ulama. b) The Shaikh has visionary leadership, characterized by an education system that is implemented beyond his time. 2) Influence and Leadership Reputation of Sheikh H. Bahruddin Talib Lubis in the Education Sector; a) The Shaykh has a very broad scientific caliber and exceeds the scientific knowledge of the average person of his contemporaries, b) The Shaykh has a firm, consistent and disciplined character. Be tough on those who are wrong and deceitful, soft on people who are committed to education and Islamic teachings. 3) Community Support for the Leadership of Shaikh H. Bahruddin Talib Lubis in the Education Sector; a) The Shaikh is very tolerant and open to accepting suggestions and criticism from society, b) The Shaikh focuses on da'wah and education. preaching personally and organizationally. Educated culturally and institutionally. 4) Strengths and Weaknesses of Sheikh H. Bahruddin Talib's Leadership in the Education Sector; a) Strength, positive character, consistent focus in the mission of preaching and education. Resilient and never giving up from being hit by the problems of the social order of life, b) Weaknesses, cadre formation and regeneration in sustainable education

    Implementing Multicultural Education with Building Human Resources

    Plurality, diversity, and variation as well as public and cultural multiform in the international arena, especially in the very pluralistic Indonesian society, is a reality of necessity. Plurality and diversity have led to negative excesses and critical risks recently including collisions. Public and local culture in various places in Indonesia. Therefore it is important to anticipate, among others, the reliability of strong Human Resources (HR). Implementation of the development of various sectors such as the nature of resources, material and financial will not provide optimal implications for improving welfare, if it is not supported by adequate availability of reliable human resources, both in quality and quantity. The greatness of HR is not only in the concept but how to implement it properly and correctly. The data used is qualitative. This study references and explores relevant literacy, in nature to analyze the data the method used is to reduce data, present data, and conclude and examine research results on an ongoing basis in the research process. The research results show that; The progress achieved by a nation is supported by qualified human resources. HR development is principally directed towards increasing the participation and implementation of HR, which in turn will increase performance productivity. The world of academia, in carrying out multicultural education, must have a strong and qualified foundation, especially in the field of human resources, is no exception

    Quality is an absolute image that must be owned by every educational institution. In general, quality can be seen from the accreditation of educational institutions and academic services. Likewise, graduates are a reflection of the quality of educational institutions. One of the absolute factors to produce quality graduates is to support the development of teacher quality. This study aims to describe the policy model for developing the quality of MTs teachers in Central Tapanuli. The research approach is a qualitative type, with a descriptive study method. Data was collected using observation, interview, and document study techniques. Furthermore, data analysis uses data reduction techniques, data presentation, and data verification (to draw conclusions). Test the validity of research data using data triangulation techniques. The results of this study conclude that teachers have an important role in the progress of madrasas, the quality of teachers can be seen from the model of teacher quality development policies implemented in madrasas. The leadership of MTsN 1 and MTsN 2 in Central Tapanuli Regency implemented policies in the form of teacher quality improvement models according to needs, teacher quality development policies according to government policies, and instilling teacher discipline. Teachers are required to have high academic qualifications, and meet (four) competency standards, namely pedagogic, personality, social, and professional competencies. The teacher quality development policy at MTsN 1 and MTsN 2 Tapanuli Tengah has been implemented well, this can be seen from the ability of the madrasa principal to regulate all madrasa policies and programs so that the quality of education in Central Tapanuli can continue to improve

    The government has regulated the quality assurance of education in Law Number 19 of 2005 concerning National Education Standards as an educational policy and innovation that must be applied to all levels of education. This research applies qualitative descriptive methods and approaches to examine social conditions, and phenomena by means of description. The data analysis used by researchers is the analysis of initial data in the field, data analysis while in the field, and data analysis after in the field. The data collection procedure in this study went through 3 stages, namely observation, interviews, and documentation. The source of the data was obtained by researchers directly from the madrasah leaders, both madrasah heads and deputy heads of madrasahs and administrative departments which can be categorized as primary data and secondary data. The results of the study revealed that MTsN-2 Tapanuli Tengah has implemented national education standards properly, optimally, and optimally. The curriculum innovation used is also in accordance with government policy, namely the 2013 curriculum which focuses on students interests, talents, and abilities, this aims to improve self-development in students and prepare high-quality students
