MODEL KOMPETENSI DENGAN MENGGUNAKAN ANALISIS PASAR TENAGA KERJA DALAM MEMPERSIAPKAN TENAGA KERJA INDONESIA BERKUALITAS
Much of idonesian labor problem that happening today make condition of labor market needs for more individual professional and quality. This condition is being homework of government, especially labor (tenaga kerja Indonesia or TKI). The competence of TKI may be improved by a competence model using situation labor market analysis.
The research’s problem is how the model of competence using situation of labor market analysis in order to prepare TKI’s quality in East java. The aim of this research is make a model of competence that use situation labor market analysis in order to prepare the quality of Indonesian labor.
This research method is descriptive qualitative analysis with an approach of focus group discussion (FGD). Result of this research is a new model matching to labor market situation so as to improve TKI’s competence
PENGARUH NILAI KEBERSAMAAN BUDAYA LOKAL, LINGKUNGAN KERJA, DAN MOTIVASI TERHADAP KREATIVITAS KERJA PEGAWAI DI BADAN KEPEGAWAIAN KABUPATEN SIDOARJO
The aim of the research is to identify and prove the influence of local culture togetherness value, motivation and work environment on employee work creativity of local Government Personel Office of Sidoarjo Regency. This study was explanative research, explaining casual relationship between variables by testing the hypothesis. Population in this study was all staffs in Local Government Office of Sidoarjo Regency as many as 51 individuals were taken as informan. Instrument used in this study was questionnaire. Measurement on the variables was elaborated in question item with score ranging from 0 to 4. Variables observed were exogen variable (W) Local culture togetherness value, endogen variable i.e., (X) Motivation, (Y) Work Enviroment, (Z) Work Cretivity. Analysis applied using path analysis with simultan model, is to test the casuality through empirical data test. Result proved that variable of local culture togetherness value has a significance influence on work environment by 0,000 (p0,05). Another result show that work environment has a significance influence on work creativity by 0,002 (p<0,05)

The implementations of decentralization and regional autonomy in Indonesia have not been answered all the existing problem in the region, especially in the management of employment areas. It includes the recruitment and selection system, placement, employee development, and payroll system that is loaded with political content an culture of nepotism. In order to restore the original purposes of the principle of decentralization based on local condition, the strategy of personnel management based human resource management which starts from an effective planning model tailored to the needs and designed to respond to environmental changes to get a competent staff. At the end, it is prepared to be the initial capital in achieving improved quality of public services

The service quality can be done through the changes of vision and orientation that is more focused on the public interest service. In this case, leaders have important strategic roles in influencing the success of the organization in providing excellent service. The leaders in various pyramid strata of the public organization should provide their support and commitment to their subordinates who are always devote or dedicate to in delivering the publice service, support and commitment to the users of the public service. The performance of government is needed in the realization of excellent service, such as to maintain commitment, to keep consistency in improving quality of public services continuously, and to provide the guarantee against the services. PENGEMBANGAN MODEL KOMPETENSI PLUS TENAGA KERJA INDONESIA DI JAWA TIMUR
Tujuan penelitian ini dalah menentukan aspek-aspek kompetensi dari unsur-unsur kompetensi dengan penambahan aspek lain dari unsure life skiil sebagai pendukung pengembangan kemampuan dan kualitas tenaga kerja Indonesia (TKI). Pencapain tujuan tersebut diawali dengan mengidentifikasikan model saat ini berikut kelemahanya dan dilanjutkan dengan pembuatan model kompetensi plus. Penelitian menggunakan metode deskriptif dengan analisis kualitatif terhadap hasil forum grup discussion (FGD). Hasil penelitian menunjukan aspek-aspek kompetensi belum dipenuhi calon TKI sementara kebutuhan atas kecakapan hidup calon TKI belum terpola jelas sehingga dibutuhkan aspek kompetensi lain yakni kompetensi life skill (kompetensi plus) yang meliputi kecakapan diri, berfikir, komunikasi, kerjasama, dan vokasional. Rancangan model terbentuk berdasarkan kebutuhan kompetensi plus dengan tujuan mencetak keahlian berorientasi tugas kecakapan hidup, model ini dapat digunakan sebagai dasar bagi pemograman pelatihan bagi kecakapan hidup. The Effectiveness of Posyandu Cempaka Program in The Context of Handling Stunting in The Village of Tambak Kalisogo
This research aims to analyze and describe the effectiveness of the Cempaka Posyandu Program in reducing stunting. The informants in this research were the Village Midwife, Posyandu Cadres and Village Community. The technique for determining informants used in this research is purposive sampling, namely the technique of selecting informants or sources who have certain objectives in accordance with the research theme because these people are considered to have the information needed for the research. This research uses a qualitative descriptive method with data collection techniques using interviews, observation and documentation. The data analysis model used in this research is interactive from Miles Huberman, namely data collection, data reduction, data presentation, and drawing conclusions. The results of this research show that the effectiveness of the toddler posyandu program seen from indicators according to the Target Accuracy indicator shows that the parties who are the targets in implementing the program are not present in their entirety. The Program Socialization indicator shows that there are still many people who lack focus in receiving material or information submitted by related parties. Meanwhile, the Program Objectives indicator shows that the suitability of the initial program objectives with program implementation has not been implemented as a whole. Program monitoring shows that the program control that was carried out after the program was running was fully operational because the village midwife was assisted in its implementation and was tasked with monitoring the success of this program
Implementation of Sub-district Integrated Administrative Services (PATEN) in Candi Sub-district, Sidoarjo Regency: Implementasi Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Candi Kabupaten Sidoarjo
This research to analyze the implementation of integrated sub-district administrative services in Candi District, Sidoarjo Regency. This research uses qualitative research methods. This research selected informants using a purposive sampling method. Data collection uses three techniques, namely data obtained by observation, interviews and documentation. The analytical technique used in analyzing this research is implementation through Communication, Resources, Disposition and Bureaucratic Structure. The research results show that communication in the Candi District Government in providing PATENT services is optimal, namely through direct and indirect communication. The resources owned by the Candi District Government are not optimal because the service space is still not large enough to provide services to the community. The disposition given is optimal, namely employees can understand the leadership's instructions clearly. The bureaucratic structure in PATEN services is optimal, namely there is clarity in the bureaucratic structure and there are standard operating procedures (SOP) for providing PATEN service
Healthcare Quality Under Resource Constraints in Indonesia
This study assesses the quality of National Health Insurance Services at the Gempol Health Center in Pasuruan Regency, highlighting the need to evaluate service effectiveness under resource constraints. The research adopts a descriptive qualitative approach, employing observation, interviews, and documentation for data collection with purposive sampling for informant selection. Analysis involved data collection, reduction, presentation, and conclusion formulation. Findings reveal that while reliability issues are minimal, staffing inadequacies, insufficient physical infrastructure, and patient overcrowding challenge service responsiveness and quality. Despite these issues, guarantees, assurances, and empathy levels are satisfactory. This study underscores the critical need for enhanced resource allocation to improve healthcare service quality at community health centers
Local Government's Role in Developing Natural Tourism in Pasuruan Regency
This study investigates the role of village government in the development of Coban Binangun waterfall tourism, employing a qualitative approach with descriptive methods. Data were collected through interviews, observations, and documentation, and analyzed using an interactive model involving data reduction, presentation, and conclusion drawing. The theoretical framework utilized motivators, facilitators, and dynamics as indicators of governmental roles. Findings indicate that while the village government plays a pivotal role as motivator, facilitator, and dynamist in tourism development, challenges persist, hindering optimal outcomes. This study underscores the importance of governmental support in fostering sustainable tourism practices and community engagement, offering insights applicable to similar contexts globally
IMPLEMENTASI KEBIJAKAN SISTEM ZONASI DI KABUPATEN SIDOARJO
Pendidikan di Indonesia sebenarnya telah menjadi perhatian khusus untuk dilihat bagaimana akses pemerataan bisa dinikmati oleh seluruh lapisan masyarakat Indonesia. Dalam akses pemerataan, yang perlu diperhatikan yaitu persamaan kesempatan dan keadilan dalam memperoleh pendidkan. Usaha yang dilakukan oleh pemerintah dalam mewujudkan sistem pendidikan yang berkualitas dan mudah untuk diakses dengan menerapkan pelaksanaan pendaftaran Penerimaan Peserta Didik Baru (PPDB). Pelaksanaan Penerimaan Peserta Didik Baru di Kabupaten Sidoarjo telah berjalan dengan baik dan terorganisir secara maksimal. Hal ini dapat dilihat dari dibuatnya suatu petunjuk teknis dan petunjuk pelaksanaan sebagai landasan operasional pihak sekolah sebagai penyelenggara dan pelaksana Penerimaan Peserta Didik Baru. Jalur zonasi dalam PPDB telah merubah adanya kasta suatu sekolah di masyarakat. Hal ini tentunya akan mampu mewujudkan kualitas dan kuantitas pendidikan nasional kita secara adil dan merata. Pada intinya pendidikan adalah hak segenap anak bangsa, dijamin oleh konstitusi dan diamanatkan dalam suatu cita-cita kemerdekaan Bangsa Indoesia yakni mencerdaskan kehidupan bangsa.Pelayanan publik dibidang Pendidikan sebenarnya sudah menjadi perhatian khusus di Indonesia untuk melihat sejauhmana pemerataan pendidikan dapat dirasakan bagi semua lapisan masyarakat Indonesia. Untuk mewujudkan pemerataan pendidikan, maka perlu memperhatikan kesamaannya yaitu keadilan dan kesempatan untuk mendapatkan pendidkan yang sama. Pemerintah terus berusaha melakukan pembenahan agar terwujudnya sistem pendidikan yang mempunyai kualitas dan mudah untuk diakses bagi masyarakat Indonesia dengan adanya program zonasi di dalam penerimaan peserta didik baru. Untuk pelaksanaan PPDB yang ada di Kabupaten Sidoarjo telah terlaksana secara baik dan sudah diselenggarakan dengan semaksimal mungkin. Dalam hal ini terlihat dari dibuatkanya petunjuk teknis dan petunjuk pelaksanaanya sebagai landasan dalam operasional pihak sekolah sebagai eksekutor dalam program tersebut. Salah satu tujuan dari dibentuknya jalur zonasi adalah untuk mengubah keberadaan kasta sekolah favorit dan non favorit di suatu daerah. Hal ini tentu akan dapat mewujudkan pendidikan yang berkualitas dan berkuantitas secara merata diseluruh Indonesia, karena hakikat memperoleh pendidikan merupakan hak dasar bagi setiap warga negara, sesuai dengan cita-cita kemerdekaan bangsa yang termaktub dalam Pembukaan UUD 1945
