New information reported under HMDA and its application in fair lending enforcement
In 2002 the Federal Reserve Board amended its Regulation C, which implements the Home Mortgage Disclosure Act of 1975, to expand the types of information that lenders covered by the law must disclose to the public about their home-lending activities. The amendments are intended to improve the quality, consistency, and utility of the reported data and to keep the regulation in step with recent developments in home-loan markets. Data reported for 2004 are the first to reflect the changes in the reporting rules. ; This article presents a first look at these greatly expanded data and considers some of their implications for the continuing concerns about fair lending. The analysis highlights some key relationships revealed in an initial review of the types of data that are new for 2004. Some parts of the analysis focus on nationwide statistics, and others examine patterns across groups of lenders, loan products, and various groupings of applicants, borrowers, and neighborhoods. The authors explore, in particular and in some depth, the strengths and limitations of the information on loan pricing. Interaction of GABA and Excitatory Amino Acids in the Basolateral Amygdala: Role in Cardiovascular Regulation
Activation of the amygdala in rats produces cardiovascular changes that include increases in heart rate and arterial pressure as well as behavioral changes characteristic of emotional arousal. The objective of the present study was to examine the interaction of GABA and excitatory amino acid (EAA) receptors in the basolateral amygdala (BLA) in regulating cardiovascular function. Microinjection of the GABAA receptor antagonist bicuculline methiodide (BMI) or the E A A receptor agonists NMDA or AMPA into the same region of the BLA of conscious rats produced dose-related increases in heart rate and arterial pressure. Injection of the nonselective EAA receptor antagonist kynurenic acid into the BLA prevented or reversed the cardiovascular changes caused by local injection of BMI or the noncompetitive GABA antagonist picrotoxin. Conversely, local pretreatment with the glutamate reuptake inhibitorl-trans-pyrrolidine-2,4-dicarboxylic acid enhanced the effects of intra-amygdalar injection of BMI. The cardiovascular effects of BMI were also attenuated by injection of either the NMDA antagonist 3-(2-carboxypiperazin-4-yl)-propyl-1-phosphonic acid (CPP) or the AMPA receptor antagonist 1,2,3,4-tetrahydro-6-nitro-2,3-dioxo-benzo[f]quinoxaline-7-sulfonamide (NBQX). When these two EAA receptor antagonists were combined, their ability to suppress BMI-induced tachycardic and pressor responses was additive. These findings indicate that the cardiovascular effects caused by blockade of GABAergic inhibition in the BLA of the rat are dependent on activation of local NMDA and AMPA receptors
Quality of Surface Water in Bell County, Kentucky
Reconnaissance data for surface waters in Bell County, Kentucky, have been gathered in response to the anticipated need for baseline information related to Federal and State surface-mining regulations. Bell County is particularly well suited for such a study due to past and current coal mining, the widespread distribution of mining and diversity of stratigraphic units affected, the diverse array of both disturbed and undisturbed drainage basins, and the relative ease of access within the county.
Estimated flow rate, temperature, pH, conductivity, and concentration of iron, manganese, and suspended solids were determined for flowing waters collected at 71 scattered sites. Sample localities range from major tributaries of the Cumberland River to first-order streams directly draining both mined and undisturbed areas.
The quality of Bell County streams with respect to criteria of Federal and State surface-mining regulations is good. Streams unaffected by mining have an average pH of 7.4, and conductivity is uniformly less than 500 micromhos/cm. Iron, manganese, and suspended solids contents of these streams are low, averaging 0.7, less than 0.1, and 3.0 milligrams per liter, respectively. Streams draining basins affected by surface coal mining show geochemical and sedimentological characteristics within current statute guidelines, with only three exceptions. These exceptions are the North Fork of Straight Creek and its tributaries in the immediate Crockett vicinity, Back Branch at Pruden, and Little Clear Creek in the vicinity of Clear Creek Springs
A generalized method for multiple robotic manipulator programming applied to vertical-up welding
The application is described of a weld programming algorithm for vertical-up welding, which is frequently desired for variable polarity plasma arc welding (VPPAW). The Basic algorithm performs three tasks simultaneously: control of the robotic mechanism so that proper torch motion is achieved while minimizing the sum-of-squares of joint displacement; control of the torch while the part is maintained in a desirable orientation; and control of the wire feed mechanism location with respect to the moving welding torch. Also presented is a modification of this algorithm which permits it to be used for vertical-up welding. The details of this modification are discussed and simulation examples are provided for illustration and verification

Fracture-controlled gas hydrate systems in the northern Gulf of Mexico
High-angle, open mode fractures control the presence of natural gas hydrate in water-saturated clays at the Keathley Canyon 151 site in the northern Gulf of Mexico, which was investigated for gas hydrates as part of the Chevron Joint Industry Project drilling in 2005. We analyze logging-while-drilling resistivity images and infer that gas hydrate accumulated in situ in two modes: filling fractures and saturating permeable beds. High-angle hydrate-filled fractures are the most common mode for gas hydrate occurrence at this site, with most of these fractures dipping at angles of more than 40° and occurring between 220 and 300 m below seafloor. These fractures all strike approximately N–S, which agrees with the 165°SE–345°NW maximum horizontal stress direction determined from borehole breakouts and which aligns with local bathymetric contours. In one interval of hydrate-filled fractures, porosity increases with increasing hydrate saturation. We suggest that high pore pressure may have dilated sediments during fracture formation, causing this increase in porosity. Furthermore, the formation of gas hydrate may have heaved fractures apart, also increasing the formation porosity in this interval
