Due to the everyday life becoming more digitalized digital inclusion has become an important part of being included in the democratic society. Therefore it’s also a part of the public libraries’ democratic mission. The aim of this study is to examine the opinions that Swedish public library staff have about digital inclusion and how they carry out the task of making users digitally included. The research questions examine what the library staff thought about their role regarding the work to promote digital inclusion, how they promote it, what challenges they face, and how they interpret the concepts of the digital divide and digital inclusion. The theoretical framework is based on Ruiu and Ragnedda’s theory about the two levels of the digital divide, Usherwood’s theory about the social role of public libraries, and Warshauer’s model of ICT access. By interviewing library staff we found that they consider their role in promoting digital inclusion to consist of a democratic role and an educational role. They consider the digital divide to be consistent of two levels: a physical and a psychological. They deem that a person needs to have both access to digital instruments and know how to use them to be digitally included. The library therefore offers both access to digital instruments and teaches the users how to utilize them. The challenges that they face includes not being able to meet the user’s needs, being unable to reach all users, the staff’s competence and attitude, and a lack of economic resources
