Kultur, Bildung und ländliche Räume: Ihr Wechselspiel aus einer globalen Meta-Perspektive

Die Forschung zu Kultureller Bildung in ländlichen Räumen (KuBiLand) fußt auf einer Vielzahl theoretischer und empirischer Grundlagen. Wir entwickeln hier eine konzeptionelle Meta-Perspektive, basierend auf einem explorativen Literaturreview der nationalen und globalen KuBiLand-Forschung der letzten Jahre. Im Zentrum der Diskussion stehen zunächst das konzeptionelle Dreieck "Kultur - Bildung - Ländliche Räume" und seine Repräsentation in deutsch- und englischsprachiger Forschungsliteratur. Danach diskutieren wir, wie die kausalen Wechselbeziehungen zwischen Kultureller Bildung und ländlichen Räumen in der aktuellen Forschung analysiert werden. Durch die Gegenüberstellung von ausgewählten Forschungsbeiträgen zu unterschiedlichen Ländern und Regionen aus unterschiedlichen Wissenschaftsdisziplinen mit aktueller deutscher KuBiLand-Forschung zeigt der Beitrag die Vielfalt der Perspektiven. Gleichzeitig deutet er an, warum ein globaler Blick nicht nur empirisch und theoretisch bereichernd ist, sondern warum er auch rein nationale Konzeptionen des KuBiLand-Dreiecks oder normative Erwartungen an Kulturelle Bildung in Frage stellen kann. Abschlussbericht

Um kulturelle Bildungsarbeit in ländlichen Räumen langfristig erfolgreich zu gestalten, war eine Bestandaufnahme und Vernetzung sowie eine systematische wissenschaftliche Aufarbeitung des nationalen und internationalen Forschungstands notwendig. Das Metavorhaben wendete sich diesen Zielen zu und unterstützte die in der Förderrichtlinie "Kulturelle Bildung in ländlichen Räumen" geförderten Projekte in den drei Zielbereichen: Monitoring, Transfer und Forschung. Das Metavorhaben hat maßgeblich zur Erforschung kultureller Bildung in ländlichen Räumen beigetragen. Durch die Vernetzung von 21 Forschungsprojekten konnten Synergien geschaffen, interdisziplinäre Perspektiven gestärkt und praxisrelevante Erkenntnisse gewonnen werden. Ein zentrales Ergebnis war die Erkenntnis, dass es weder national noch international eine einheitliche Forschungslandschaft zur kulturellen Bildung in ländlichen Räumen gibt. Unterschiedliche Definitionen ländlicher Räume sowie eine fragmentierte Datenlage erschweren vergleichende Analysen. Zudem zeigte sich, dass kulturelle Bildungsangebote häufig nicht explizit erfasst werden, da sie sich an der Schnittstelle zwischen Kultur- und Bildungsangeboten bewegen. In einem theoretischen Rahmen konnten Spannungsfelder identifiziert werden, die nationale und internationale Forschung zum Thema wurde in Form von Literaturreviews aufbereitet. Die Analyse bestehender Datensätze verdeutlichte zudem, dass soziale und räumliche Ungleichheiten eng miteinander verknüpft sind. Während non-formale kulturelle Bildung potenziell politisches Engagement fördert, bleibt der Zugang stark von sozialen und regionalen Faktoren abhängig. Darüber hinaus wurde der Fokus vor dem Hintergrund aktueller gesellschaftlicher Krisenphänomene gezielt auf antidemokratische und rechtsextreme Strukturen in ländlichen Räumen erweitert. Die Ergebnisse wurden zielgruppenspezifisch aufbereitet und über Vernetzungstreffen, Veranstaltungen, Publikationen und Social Media verbreitet

Information flows in the context of the EU Common Fisheries Policy reform - A network perspective

The interest to uncover informal governance in political systems such as the European Union directs our view to networks of private and public actors - individuals or organisations - and their relations within or across policy fields. Independent of where they occur, the mechanisms of informal governance are expected to be largely defined by the overlapping formal and informal relational structures of these networks. This network theoretic approach yields the hypothesis that timely access to resources such as relevant information and the ability to influence key players within networks should depend on structural positions of actors; their role in the policy process should be constrained and enabled by the structural role they occupy in relation to their direct and indirect contacts. These assumptions will be tested for the case of the ongoing reform of the EU’s Common Fisheries Policy (CFP). The central question is whether the structure of the network of European, national and sub-national interest representatives involved in the CFP and the positions of these actors may be used to explain the flow of information during the policy process and the access of actors to these information when they are not yet available to a wider public. In this paper, methods to identify the respective actor population and to measure the relations between these actors as well as ways to uncover information flows will be discussed. First results of the empirical research on network structures in the CFP allowing some predictions on expected information flows will be presented
