A Környezetvédelmi Természetvédelmi és Vízügyi Felügyelőségek (KTVF) mint street-level bureaucracy szerepe a magyar környezetpolitikában = The Role of Environmental Inspectorates as Street-level Bureaucrats in the Implementation of Environmental Policy

A környezetpolitika végrehajtási intézményrendszere jelentős átalakításokon ment át az elmúlt évtizedben Magyarországon. A változtatások érintették az intézményrendszer szervezeti felépítését és feladatait egyaránt. E változások a street-level bürokraták munkakörülményeit is jelentősen átírták. Kutatásunkban a nemzetközi eredmények tükrében a leíró közpolitika elemzés módszereit alkalmazva bemutattuk a környezetpolitika végváraiban dolgozó felügyelők munkakörülményeit, a végrehajtás folyamatát és annak buktatóit. A végrehajtás belső tényezőiként igen fontos szerepet játszanak a végrehajtásban az intézményi tanulás folyamatai, és a kollégák belső munkakörülményei, feladatkörei. Ennek eredményeként meghatározó a felügyelő szaktudása, magabiztossága és infrastrukturális ellátottsága. A külső tényezők között a jogszabályok minősége, értelmezhetősége, a társhatósági kapcsolatok és a különböző ügyféltípusok a meghatározóak. | Environmental policy implementation has undergone major restructuring in the last decade in Hungary. These changes influenced both the structure of institutions and the scope of duties and significantly affected the working conditions of street-level bureaucrats. The present research analysed in detail the working conditions of street-level bureaucrats in Hungarian environmental policy comparing them to those of some of their Western counterparts applying a descriptive ex-post public policy analysis framework. It also analysed the process of environmental policy implementation highlighting major implementation gaps. Determining internal factors of policy implementation like organisational learning processes, working conditions and duties are playing important roles. As a result of this the knowledge of inspectors, their confidence and infrastructural endowments are decisive factors. Among external factors the quality and equivalence of legal documents, relations to co-authorities and the types of clients are the most important

Comprehensive performance analysis of C++ smart pointers

Smart pointers play an important role in bypassing memory leaks in C++. Since C++11 standard the smart pointers have become widely-used tools because they let the programmers not to deal with memory deallocation. However, abstraction penalty occurs because of this convenience. Overhead is related to runtime, memory usage and compilation time. There are many different smart pointers in the standard library. Visualisation of Jenkins pipelines

Continuous Integration (CI) is an essential approach in modern software engineering. CI tools help merging the recent commits from the developers, thus the bugs can be realized in an early phase of development and integration hell can be avoided. Jenkins is the most well-known and most widely-used CI tool. Pipelines become first-class citizen in Jenkins 2. Pipelines consist of stages, such as compiling, building Docker image, integration testing, etc. However, comprehensive Jenkins pipelines are hard to see through and understand. Instantiation of Java generics

Type parametrization is an essential construct in modern programming languages. On one hand, Java offers generics, on the other hand, C++ offers templates for highly reusable code. The mechanism between these constructs differs and affects usage and runtime performance, as well. Java uses type erasure, C++ deals with instantiations. In this paper, we argue for an approach in Java which is similar to C++ template construct. We evaluate the runtime performance of instantiated code and we present our tool which is able to use Java generics as templates. This tool generates Java source code. We present how this approach improves the usage of Java generics

A vezetés és a döntéshozatal szerepének elemzése az üzleti szféra viszonylatában

Tanulmányunk a „Versenyben a világgal” kutatási program Vezetés és döntéshozatal az üzleti szféra viszonylatában című projektjének főbb eredményeit foglalja össze. Kutatásunkban elemeztük a szervezeti struktúra, mint a stratégia megvalósítását támogató eszköz változásait, az emberi erőforrás menedzsment, a leadership és a versenyképesség kapcsolatát, a menedzsment képességek és döntéshozatali közelítésmódok jellemzőit, a vállalati teljesítménymérés döntéstámogató szerepét, s ezzel összefüggésben a teljesítménymenedzsment szemléletmódját és alkalmazott eszköztárát. Vizsgáltuk a vállalatvezetők különböző érintett-csoportokkal kapcsolatos hozzáállását, s a vállalatok társadalmi felelősségvállalásának kérdéseit. Tanulmányunkban az átfogó helyzetképet követően a vezetés és a döntéshozatal gyakorlatának, szemléletmódjának eltéréseit jellemezzük különböző vállalatcsoportok esetében, majd a főbb tapasztalatok összegzését követően ajánlásokat fogalmazunk meg az eredményes vállalati gyakorlat kapcsán az üzleti szféra számára
