Peranan Supervisi Akademik Kepala Sekolah Bagi Peningkatan Kompetensi Guru Sekolah Dasar
Principal is a teacher who was given the obligation to manage existing resources in a school. One of the principal efforts in the school success is his/her role and guidance to the teachers. If the coaching process to the teacher is done properly the professionalism of teachers can be improved. The professionalism of teachers in implementing the learning activities in the classroom are very important for the progress of the school. Teacher's professionalism and competency in learning-studying activities will correlated with student achievement in shortterm, and it will also improve the quality and reputation of the school in longterm.This article is a report of a qualitative approach - field research study entitled "The Improvement of Teacher Competency Through Academic Supervision of SDN Kubangwungu 01” The subjects in this study were SDN Kubangwungu 01 teachers,in first semester of academic year 2015-2016"This study used data collection methods while the analysis of the data used is descriptive-qualitative analysis.The results of this study indicate that the Principal was instrumental in improving the quality of learning in schools.Principal improved the competency and professionalism of teachers using supervision method. Professionalism and performance of teachers in implementing learningactivities in the classroomis increased by Principal leadership through regular coaching and supervision
Proses Asimilasi dan Akomodasi dalam Memecahkan Masalah Matematika Berdasarkan Kecerdasan Emosional
This study aimed to describe students' thinking process on the 7th grade of junior high school in solving mathematics problem based on the case study of Polya steps for several students on high, medium, and low emotional quotient. This study is qualitative descriptive research. It was done in SMPN 2 Mataram, Nusa Tenggara Barat (NTB). The research findings are students whose emotional quotient is high use assimilation thinking process in identifying the problems, creating the plan of problem solving, doing the plan of problem solving, and reviewing or evaluating the answers. Students' thinking process whose emotional quotient is medium use assimilation thinking process in identifying the problems, creating the plan of problem solving, and doing the plan; while in reviewing or evaluating the answers, they use accommodation or assimilation thinking process. In addition, students' thinking process whose emotional quotient is low use assimilation thinking process in identifying the problems, and creating the plan of problem solving; and use accommodation or assimilation thinking process in doing the plan of problem solving. Meanwhile, there is imperfection accommodation thinking process in reviewing or evaluating the answers.Penelitian ini bertujuan untuk menggambarkan proses berpikir siswa kelas VII SMP dalam memecahkan masalah matematika berdasarkan langkah Polya studi kasus untuk beberapa siswa dengan kecerdasan emosional tinggi, sedang, dan rendah. Penelitian ini merupakan penelitian deskriptif kualitatif. Penelitian ini dilaksanakan di SMPN 2 Mataram Nusa Tenggara Barat (NTB). Hasil penelitian ini adalah siswa dengan kecerdasan emosional tinggi dalam memahami masalah, merencanakan penyelesaian, melaksanakan penyelesaian, dan melihat kembali melakukan proses berpikir asimilasi. Proses berpikir siswa dengan kecerdasan emosional sedang dalam memahami masalah, merencanakan masalah, dan melaksanakan rencana penyelesaian melakukan proses berpikir asimilasi, sedangkan untuk melihat kembali melakukan proses berpikir akomodasi atau asimilasi. Kemudian untuk siswa dengan kecerdasan emosional rendah dalam memahami masalah melakukan proses berpikir asimilasi, dalam merencanakan penyelesaian melakukan proses berpikir asimilasi, dalam melaksakan rencana penyelesaian melakukan proses berpikir akomodasi dan asimilasi, sedangkan dalam melihat kembali melakukan proses berpikir akomodasi tidak sempurna
Characteristic and Performance Tests of Membrane PES in Biodiesel Purification by Using Ultrafiltration Process
Polyethersulfone (PES) membranes were prepared via phase inversion method. The effect of polymer concentration on the morphology of the fabricated membranes were studied. Furthermore, the effect of transmembrane pressure (TMP)was also studied on the filtration performance of biodiesel purification. The morphology of fabricated PES membrane was analyzed by using Scanning Electron Microscopy (SEM) indicated that the PES membranes had skin layer on the membrane surface and pores layer on the bottom surface. The permeability coefficient (Lp) of PES membranes were about 21-40 L/m2.h. The Molecular Weight Cut Off (MWCO) test shows that the rejection of dextran solution with the molecular weight 18,8Kda was above 90%. The water contact angle of PES membranes was measured to know the hydrophilicity of PES membrane. The water contact angle was about 73oconfirmed that the PES membrane was hydrophobic. The increasing ofTrans-membrane Pressure (TMP) had a significant effect on the permeability of membrane which isthe permeability of biodiesel increases by increasing the TMP. Infrastructure Quality, Local Government Spending and Corruption
We study on how a larger local government budget on infrastructure does not reflect into good quality of road in forty-one district/city across Indonesia given the fact of low infrastructure quality and low government spending on infrastructure. This study excels its preceded studies done by Tanzi and Davoodi (1997) at country level. The methodology used is a combination of quantitative and qualitative approach since our main research query is to seek facts on why a larger government spending is not followed by better quality of infrastructure. Our empirical strategy proved that corruption has aff ected government spending directly reflecting cost of corruption has been included as infrastructure project cost. We argue that corruption does aff ect quality of infrastructure negatively through government spending. Given the fact of Indonesian decentralization system enabling local election at district/city level it gives more room for decision-making process that has never been conducted before under centralized system. Corruption tends to occur in situation where the monitoring effort of central bureaucrat does exist while participation of local civil society is low. Although a district has already implemented e-procurement system intended to reduce opportunity of corruption incidence, it still exists through hidden-agreement between bureaucrat and such contractor who agree upon the project announcement process. They agree to set bid-price at lower level so that the contractor can win the project. This unfair process is suspected to happen since the budgetary process taking place at legislative where political bargaining is massive
Evaluasi Perda Pungutan di Era UU No.28 Tahun 2009
Berdasarkan uraian di atas, pertanyaan yang ingin dijawab melalui studi ini adalah Apakah Perda di era UU No. 28 Tahun 2009 sejalan dengan semangat UU tersebut? Sebelum menjawab pertanyaan utama tersebut, ada dua pertanyaan pendukung yaitu: a. Apakah perda-perda yang dibuat di era UU No.28 Tahun 2009 sudah sesuai dengan tujuan dari dikeluarkannya UU tersebut? b. Bagaimanakah tipologi kebermasalahan perda- perda pungutan yang terbit era UU No.28/2009? c. Bagaimana dampak penerapan perda bermasalah tersebut bagi perekonomian daerah?
Dari beberapa permasalahan di atas, studi ini bertujuan untuk: a. Mengetahui apakah perda-perda yang dibuat di era UU No.28 tahun 2009 sudah memenuhi tujuan UU tersebut. b. Mengetahui tipologi kebermasalahan berbagai perda pungutan yang muncul di era UU No.28 Tahun 2009. c. Menganalisis dampak penerapan perda bagi perekonomian daerah.
Manfaat yang dapat diperoleh dari studi ini adalah: a. Bagi pemerintah pusat dan pemerintah daerah: mendapatkan hasil kajian dan tambahan informasi terkait peta kebermasalahan perda pungutan sejak UU No.28 tahun 2009 diterapkan. b. Bagi masyarakat umum, pelaku usaha maupun akademisi: sebagai bahan advokasi perbaikan perda-perda pungutan di daerah. c. Sebagai bahan awal evaluasi implementasi UU No.28 Tahun 2009
Jalan Panjang Reformasi Perizinan Usaha: Evaluasi Pelaksanaan Rencana Aksi Perbaikan Kemudahan Berusaha di Daerah
Setahun menjelang selesainya masa bakti Kabinet Indonesia Bersatu II, November 2013 lalu Wakil Presiden Boediono-yang saat itu masih dalam jabatan-mengumumkan Paket Kebijakan Kemudahan Berusaha. Paket tersebut berisi delapan bidang sasaran yang terdiri atas 17 rencana aksi atau langkah perbaikan iklim berusaha yang menyasar kepada sejumlah sumbatan selama ini menjadi sumber kesulitan baik ketika memulai usaha (starting a business) maupun operasional (pengembangan usaha) saat mengurus peralihan properti, akses kredit, dll.
Paket kebijakan tersebut sudah diimplementasikan, baik pada level nasional maupun daerah. Rekaman dan
penilaian atas unjuk kinerja (realisasi) menunjukkan sebagian aksi berhasil terlaksana, dan sebagian lainnya gagal mewujud. Tentu, mengingat soal iklim usaha adalah isu krusial dalam pembangunan ekonomi, pemerintahan baru di bawah kepemimpinan Presiden Joko Widodo saat ini patut melanjutkan rangkaian aksi yang tersisa dan membawa Perubahan ke tingkatan lanjut yang lebih signifi kan lagi.
Guna menilai dan mengukur capaian kinerja, khususnya di level daerah dan sebagian aksi yang menjadi bagian dari irisan fungsi daerah, Komite Pemantauan Pelaksanaan Otonomi Daerah (KPPOD) dan Asia Development Bank (ADB) yang didukung Badan Koordinasi Penanaman Modal (BKPM) melakukan studi evaluasi atas implementasi paket tersebut. Ketiga lembaga yang bermitra dalam pekerjaan ini tentu memiliki rekam jejak profesional dan bahkan—untuk BKPM—memangku otoritas dan tanggung jawab langsung terkait keberhasilan aksi yang ada.
Dengan mengambil kerangka kerja yang dilakukan dalam survei “Ease of Doing Business (EoDB)” oleh International Finance Corporation (IFC)-World Bank, kami melakukan studi dimaksud di sejumlah daerah-pilihan (selected regions), yakni Kota Medan (Sumatera Utara), Kota Surabaya (Jawa Timur), Kota Balikpapan (Kalimantan Timur), Kota Makassar (Sulawesi Selatan), dengan Jakarta sebagai tolok ukur pembanding (benchmark).
Hasil penilaian dan pengukuran, juga ulasan yang bersifat deskriptif atas isu strategis tersebut, kami sajikan dalam laporan ini. Para peneliti KPPOD telah berusaha secara cermat menilai dan mengukur, serta menyajikan secara sederhana hal-hal teknis dan cukup rumit dalam temuan agar para sidang pembaca umum bisa mencerna dengan mudah. Sajian laporan ini juga tentu diharapkan menjadi masukan kebijakan bagi Pemerintah maupun Pemda dalam jalan panjang ikhtiar Perubahan kemudahan berusaha di Indonesia pada tahun-tahun ke depan.
Akhirnya, masukan dan kritik pembaca dan pengguna hasil studi ini kami nantikan. Hal demikian tentu penting bagi keperluan perbaikan studi sejenis yang rencananya kembali akan kami lanjutkan di tahun 2015-2016, dengan perbaikan instrumen dan penambahan selected-regions tertentu
Interregional Cooperation on Trade as Alternative Policy for Improving the Regional Economy
The implementation of the regional autonomy as an effort to increase a welfare society, for the last 12 years had not achieved its expected results. Some regions interpreted decentralization more at administrative level with viscous political issues and tended to override the economic decentralization aspect as an effort to improve public welfare. The weakening of the regional coordination and the emergence of egocentrism of each region drew the attention of the Local governments more away from the regional and local development issues.
The purpose of this study is:
1. To identify the factors that infl uece the regions to initiate inter-regional trade cooperations.
2. To analyze the quality of these practices on their contributions to the achievement of increased agglomeration economies
