TRANSFORMASI PENDIDIKAN KARAKTER MELALUI KEBIJAKAN PEMERINTAH DI INDONESIA MENUJU GENERASI EMAS 2045
Abstract
The current challenges of character building include moral and ethical crises due to technological advances, as well as gaps in values and labor market needs. The transformation of character education is important in realizing Indonesia's vision towards the Golden Generation 2045. This study aims to identify character education policies implemented by the Indonesian government, analyze the factors that influence the effectiveness of these policies, and analyze the roles of educational institutions, communities, and government in supporting the implementation of character education policies. The method used in this research is a literature review with five stages: finding literature relevant to the research topic, evaluating literature sources, identifying themes and gaps between theories, creating an outline structure in the preparation of literature, and preparing literature reviews that follow the standard format for writing academic papers. The results show that the character education policy is based on Law No 20 of 2003, Presidential Regulation No 87 of 2017, and Minister of Education, Culture and Research No 47 of 2023. Factors that influence the effectiveness of character education policies include the active involvement of various stakeholders such as teachers, parents, communities and businesses. This inter-stakeholder collaboration can improve policy support, implementation and monitoring, ensuring that each party plays an active role in creating an educational environment that supports students' character development. Educational institutions are responsible for integrating character learning in the curriculum, communities provide support and active participation, and the government makes supporting policies and provides financial support and infrastructure for the implementation of character education at all levels.

Abstrak
Tantangan pembentukan karakter saat ini meliputi krisis moral dan etika akibat kemajuan teknologi, serta kesenjangan nilai dan kebutuhan pasar kerja. Transformasi pendidikan karakter menjadi penting dalam mewujudkan visi Indonesia menuju Generasi Emas 2045. Penelitian ini bertujuan mengidentifikasi kebijakan pendidikan karakter yang diimplementasikan oleh pemerintah Indonesia, menganalisis faktor-faktor yang mempengaruhi efektivitas kebijakan tersebut, serta menganalisis peran institusi pendidikan, masyarakat, dan pemerintah dalam mendukung implementasi kebijakan pendidikan karakter. Metode yang digunakan dalam penelitian ini adalah tinjauan pustaka dengan lima tahapan: menemukan literatur yang relevan dengan topik penelitian, evaluasi terhadap sumber-sumber literatur, identifikasi tema dan kesenjangan antara teori, pembuatan struktur garis besar dalam penyusunan literatur, serta penyusunan ulasan literatur yang mengikuti format standar penulisan naskah akademik. Hasil penelitian menunjukkan bahwa kebijakan pendidikan karakter berlandaskan Undang-Undang No. 20 Tahun 2003, Peraturan Presiden No. 87 Tahun 2017, dan Permendikbudristek No. 47 Tahun 2023. Faktor-faktor yang mempengaruhi efektivitas kebijakan pendidikan karakter meliputi keterlibatan aktif dari berbagai pemangku kepentingan seperti guru, orang tua, komunitas, dan dunia usaha. Kolaborasi antar-stakeholder ini dapat meningkatkan dukungan, implementasi, dan pengawasan kebijakan, memastikan bahwa setiap pihak berperan aktif dalam menciptakan lingkungan pendidikan yang mendukung perkembangan karakter siswa. Institusi pendidikan bertanggung jawab mengintegrasikan pembelajaran karakter dalam kurikulum, masyarakat memberikan dukungan dan partisipasi aktif, dan pemerintah membuat kebijakan pendukung serta menyediakan dukungan finansial dan infrastruktur untuk implementasi pendidikan karakter di semua tingkatan.

Kajian Historis Kepercayaan Danyang Telaga Rambut Monte Pada Masyarakat Desa Krisik Blitar
Danyang Rambut Monte is believed to be a subtle spirit, having an important role in eliminating negativity in society. The existence of Danyang in Telaga Rambut Monte is associated with the folklore that developed in the community of Krisik Village, Blitar Regency. Folklore and those passed down from generation to generation are associated with calamity. The purpose of this study was to examine the history of Danyang in Telaga Rambut Monte in terms of the folklore that developed in the community. This research uses the historical method which is based on four main stages, namely, heuristics, criticism, interpretation, and historiography. The results showed that the history of Danyang was formed from oral tradition. Incarnated into a system of controlling social norms to form a ritual system. Meanings values Danyang ritual performed as a form of rescue (salvation) and order (cosmos) to the ecology in Telaga Hair Monte. Historically, this research is able to reveal phenomena or events based on real events regarding the folklore that developed at Telaga Rambut Monte.Danyang Rambut Monte dipercaya sebagai roh halus, memiliki peran penting dalam menghilangkan hal negatif dalam masyarakat. Keberadaan danyang di Telaga Rambut Monte dikaitkan dengan folklor yang berkembang dalam masyarakat Desa Krisik, Kabupaten Blitar. Folklor danyang diwariskan secara turun temurun berkaitan dengan malapetaka. Tujuan penelitian ini adalah mengkaji sejarah Danyang di Telaga Rambut Monte ditinjau dari folklor yang berkembang di masyarakat. Penelitian ini menggunakan metode sejarah yang didasarkan pada empat pokok tahapan yaitu, heruristik, kritik, interpretasi, dan historiografi. Hasil penelitian menunjukkan sejarah Danyang yang terbentuk dari tradisi lisan. Menjelma menjadi sistem pengendali norma-norma sosial hingga membentuk sistem ritual. Pemaknaan nilai-nilai ritual Danyang dilakukan sebagai bentuk penyelamatan (salvation) dan keteraturan (kosmos) terhadap ekologi yang ada di Telaga Rambut Monte.
