    Multi-stakeholder design of forest governance and accountability arrangements in Equator province, Democratic Republic of Congo

    Good forest governance is an increasingly important topic for stakeholders in many different settings around the world. Two of the best-known international initiatives to improve forest governance are the regional Forest Law Enforcement and Governance (FLEG) ministerial processes supported by the World Bank, and the European Union’s Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan. Designed to support and complement such initiatives, the IUCN project “Strengthening Voices for Better Choices” (SVBC) is piloting improved forest governance arrangements in six countries in Africa, Asia and South America. In the Democratic Republic of Congo (DRC), one of three project countries in Africa, SVBC has created multi-stakeholder platforms at local, territorial and provincial levels for this purpose

    Harmonisation, decentralisation and local governance: Enhancing aid effectiveness

    During the last decades, international development assistance was often marked by overlaps, duplication of efforts and rivalry between multitudes of donor organisations. In order to translate the principles of the Paris Declaration into practice in the field of Local Governance and Decentralisation (LGD), different donor organisations have joined forces on headquarter level and formed a working group, the Development Partners Working Group for Local Governance and Decentralisation (DPWG-LGD), which is operating since 2006. InWEnt is hosting the secretariat of the group since 2008 and assigned Wageningen International to organise two lead donor workshops. The workshop drew a cross section of delegates who comprised development partners, consultants, academicians, members of parliament and local governance practitioners. The partner countries included Rwanda, Ghana, Tanzania and Uganda whose experiences were mutually re-enforcing and beneficial

    This report presents the results of a seminar on ‘good governance of land and natural resources; balancing local and global interests’. Three case studies were presented on large-scale land acquisitions, biofuels – fuelling development in Brazil and governance of the mineral sector in Eastern DRC. Participants identified 6 important challenges for improving land and natural resource governance and concluded that: more research and information sharing is needed; collaborative voluntary and legally binding initiatives are needed at international level to balance local and global interests; accountability arrangements need to be set up that enable stakeholders to hold each other accountable; capacity building of all actors is needed and that each actor has its own contributions to make to good governance

    Design of a fast in situ infrared diagnostic tool

    Conventional Fourier transform IR (FTIR) spectroscopes cannot be used to perform real time in situ IR reflection absorption spectroscopy at monolayer sensitivity for high deposition rates (a couple of tens to hundreds of nm/s) which can be obtained when using an expanding thermal deposition plasma. Therefore a new anal. tool has been developed. The tool is based on a fast optical scanner in combination with conventional grating technol. This results in a loss of spectral range with respect to FTIR spectroscopes, but a significant gain is obtained in time resoln. For the combination used this makes it possible to measure at time resoln. as low as 1.3 ms and resoln. of 24 cm-1 at 1000 cm-1. The absorption sensitivity for single reflection at the best time resoln. is approx. 10-2, but can be improved by using signal enhancement techniques. Here attenuated total reflection is used and the best sensitivity obtained is approx. 10-3, which is close to monolayer sensitivity for various absorption bands in the IR spectrum of silicon oxide films. Monolayer sensitivity can be obtained by averaging multiple spectra, however this will cause the time resoln. to decreas

    Evidence for the strangeness-changing weak decay Ξb−→Λb0π−\Xi_b^-\to\Lambda_b^0\pi^-

    Using a pppp collision data sample corresponding to an integrated luminosity of 3.0~fb−1^{-1}, collected by the LHCb detector, we present the first search for the strangeness-changing weak decay Ξb−→Λb0π−\Xi_b^-\to\Lambda_b^0\pi^-. No bb hadron decay of this type has been seen before. A signal for this decay, corresponding to a significance of 3.2 standard deviations, is reported. The relative rate is measured to be fΞb−fΛb0B(Ξb−→Λb0π−)=(5.7±1.8−0.9+0.8)×10−4{{f_{\Xi_b^-}}\over{f_{\Lambda_b^0}}}{\cal{B}}(\Xi_b^-\to\Lambda_b^0\pi^-) = (5.7\pm1.8^{+0.8}_{-0.9})\times10^{-4}, where fΞb−f_{\Xi_b^-} and fΛb0f_{\Lambda_b^0} are the b→Ξb−b\to\Xi_b^- and b→Λb0b\to\Lambda_b^0 fragmentation fractions, and B(Ξb−→Λb0π−){\cal{B}}(\Xi_b^-\to\Lambda_b^0\pi^-) is the branching fraction. Assuming fΞb−/fΛb0f_{\Xi_b^-}/f_{\Lambda_b^0} is bounded between 0.1 and 0.3, the branching fraction B(Ξb−→Λb0π−){\cal{B}}(\Xi_b^-\to\Lambda_b^0\pi^-) would lie in the range from (0.57±0.21)%(0.57\pm0.21)\% to (0.19±0.07)%(0.19\pm0.07)\%.Comment: 7 pages, 2 figures, All figures and tables, along with any supplementary material and additional information, are available at https://lhcbproject.web.cern.ch/lhcbproject/Publications/LHCbProjectPublic/LHCb-PAPER-2015-047.htm

    BB flavour tagging using charm decays at the LHCb experiment

    An algorithm is described for tagging the flavour content at production of neutral BB mesons in the LHCb experiment. The algorithm exploits the correlation of the flavour of a BB meson with the charge of a reconstructed secondary charm hadron from the decay of the other bb hadron produced in the proton-proton collision. Charm hadron candidates are identified in a number of fully or partially reconstructed Cabibbo-favoured decay modes. The algorithm is calibrated on the self-tagged decay modes B+→J/ψ K+B^+ \to J/\psi \, K^+ and B0→J/ψ K∗0B^0 \to J/\psi \, K^{*0} using 3.0 fb−13.0\mathrm{\,fb}^{-1} of data collected by the LHCb experiment at pppp centre-of-mass energies of 7 TeV7\mathrm{\,TeV} and 8 TeV8\mathrm{\,TeV}.
