Did states' motor voter programs help the Democrats?
The National Voter Registration Act (NVRA) of 1993 required all states to establish "motor voter," mail-in and agency registration procedures prior to the 1996 Presidential election. Using state-level data for the 1976-94 period on party registration, we analyze the party registration impacts of state programs that were precursors to the NVRA. "Active" motor voter programs roughly similar to those mandated by the NVRA are found to significantly increase the proportion of registrants on the rolls who are unaffiliated with either major party. Mail-in registration shows no impact on party registration, while agency registration significantly increases the Democratic share of the two-party registration total -- despite the fact that most agency programs in our sample period were far weaker than NVRA mandates.voting, elections

A radiometric airborne geophysical survey of the Isle of Wight
A high resolution airborne geophysical survey across the Isle of Wight and Lymington area conducted in 2008 provided the first modern radiometric survey across the geological formations that characterise much of southern England. The basic radiometric data are presented and it is evident that bedrock geology exerts a controlling influence on the broad response characteristics of the naturally occurring radioelements. A GIS-based geological classification of the data provides a quantitative assessment and reveals that a relatively high percentage of the variability of the data is explained by the Cretaceous bedrock geology but this is much reduced in the Palaeogene. The three traditional Chalk units (Lower, Middle and Upper Chalk depicted on the currently available Geological Map) provide the lowest and most distinct behaviour within the Cretaceous sequence. Mineral content within the Chalk appears to increase with increasing age. A new method of representing the baseline radiometric information from the survey in terms of the mean values of the geological classification is presented. The variation of radioelement geochemistry within individual formations is examined in two case studies from the Cretaceous Lower Greensand Group and the Palaeogene Hamstead Member (Bouldnor Formation). The Cretaceous sequences provide the higher levels of discrimination of localised variations in radioelement distributions. Exploring Effects of School Sport Experiences on Sport Participation in Later Life
This paper presents findings on the relationship between high school sport participation and involvement in sport as adults. The data are provided by a survey of a large representative national sample of adult Canadians. For different age subgroups among women and men, we tested the school sport experiences hypothesis that sport involvement during the high school years contributes to later adult involvement in sport. The measurement of sport involvement in the high school years is concerned with intramural and inter-school activities. Adult sport activity has three measures: sport involvement per se, involvement in an organized setting, and competitive involvement. The results are consistent with the school experiences hypothesis. High school sport involvement, for inter-school sport activities, is a comparatively strong predictor of adult sport involvement. The effects of high school involvement persist after controlling for correlated social background factors. Moreover, the effects of school sport experiences hold across age and gender subgroups. Although diminished with temporal distance from the high school years, the effects of high school involvement nonetheless extend even to respondents aged 40–59 (i.e., those approximately 22 to 42 years beyond their school years) among both genders. Future directions in urban design as public policy: reassessing best practice principles for design review and development management
his paper reassesses John Punter's ‘Best Practice Principles for Design Review and Development Management’ that were published in this journal in 2007. Placing a focused lens on British and North American practice, the paper argues that design control and review has been profoundly reshaped since 2007 by three contributing factors: the challenges associated with climate change, the growing role that communities can play in local decision making, and the impacts of the global economic crisis upon public sector finances and property development. In light of these trends, the paper uses a review of recent literature and design practices to argue for a series of amendments to the best practice principles. These focus on: (1) the potential for design control and review to be more fully informed by ecological design theory and practice; (2) the need for more rigorous multi-stakeholder collaboration in the design decision-making process; and (3) the opportunity for urban designers to become more competent ‘market actors’ with the necessary abilities to confidently shape property development decisions
High level sill and dyke intrusions initiated from rapidly buried mafic lava flows in scoria cones of Tongoa, Vanuatu (New Hebrides), South Pacific
Scoria cones are generally considered to grow rapidly in days to weeks or months. During their growth lava flows may be fed onto the cone surface from lava-lake breaches, or form by coalescence of spatter; such flows are preserved interbedded with scoria lapilli and ash beds. On Tongoa, an island of the Vanuatu volcanic arc in the South Pacific, a series of scoria cones developed during the Holocene, forming a widespread monogenetic volcanic field. Half sections of scoria cones along the coast expose complex interior architecture cone architectures. On the western side of Tongoa Island a scoria cone remnant with steeply crater-ward dipping beds of scoria ash and lapilli contains various dm-to-m thick lava flows, which are connected by irregular dikes cutting obliquely across the beds of the cone. The lava flows are coherent igneous bodies with well-developed flow top and basal breccias. The lavas interbedded with the cone-forming layers are part of a larger (up to 7 m thick) body that is connected to dykes and sills of irregular geometries that intrude the cone's pyroclastic layers. This 3D relationship suggests that the lava flows were buried quickly under the accumulating scoriaceous deposits. This allowed subsequent escape of magma from the fluid interiors of flows, with the magma then squeezed upward or laterally into the accumulating pyroclastic pile. Movement of the pile above the partly mobile lava, and potential destabilisation during intrusion into the pile of lava squeezed from the flows, may signal the onset of localised cone failures, and could be implicated in development of major cone breaches (e.g. Paricutin)
White and Non-White Migration between Area Groups in England and Wales
In this paper, we explore internal migration in England and Wales by broad groups of ethnicity, education and employment status from 1991 to 2004. The aim is to identify key differences in the patterns and trends over time so that a better understanding of the processes can take place. Our analyses focus on migration between twelve area groups defined by the Office for National Statistics, which are comprised of Local Authority Districts and include such areas as London Cosmopolitan, London Suburbs, Coastal and Countryside and Industrial Hinterlands. By analysing the migration flows between these area groupings, we can focus our attention on the types of destinations various migrant groups choose given particular origin types. The data come from the 2001 Census and the National Health Service Central Register from 1991 to 2004. Strong stability over time is demonstrated in the aggregate patterns of origin-destination-specific flows. However, when disaggregated by region, ethnicity, education and employment, very different patterns emerge which gives some useful insights into the redistribution of England and Wales' ethnic populations and compositions
Correlation studies on surface particle detection methods
The accurate determination of dust levels on optical surfaces is necessary to assess sensor system performance. A comparison study was made on several particle measurement methods including those based on direct imaging and light scattering. The effectiveness of removing the particles from the surface prior to determining particle size distributions was also assessed. These studies revealed that some methods, especially those requiring particle removal before analysis, are subject to large systematic errors affecting particle size distributions. Thus, an understanding of the particle measurement methods employed is necessary before any surface cleanliness or obstruction value assignments are accepted as true representations of an optical surface contamination condition
Targeting vaccination against novel infections : risk, age and spatial structure for pandemic influenza in Great Britain
The emergence of a novel strain of H1N1 influenza virus in Mexico in 2009, and its subsequent worldwide spread, has focused attention to the question of optimal deployment of mass vaccination campaigns. Here, we use three relatively simple models to address three issues of primary concern in the targeting of any vaccine. The advantages of such simple models are that the underlying assumptions and effects of individual parameters are relatively clear, and the impact of uncertainty in the parametrization can be readily assessed in the early stages of an outbreak. In particular, we examine whether targeting risk-groups, age-groups or spatial regions could be optimal in terms of reducing the predicted number of cases or severe effects; and how these targeted strategies vary as the epidemic progresses. We examine the conditions under which it is optimal to initially target vaccination towards those individuals within the population who are most at risk of severe effects of infection. Using age-structured mixing matrices, we show that targeting vaccination towards the more epidemiologically important age groups (5-14 year olds and then 15-24 year olds) leads to the greatest reduction in the epidemic growth and hence reduces the total number of cases. Finally, we consider how spatially targeting the vaccine towards regions of country worst affected could provide an advantage. We discuss how all three of these priorities change as both the speed at which vaccination can be deployed and the start of the vaccination programme is varied
