“Legal or Illegal? Documented or Undocumented?” The Struggle over Brookhaven’s \u3cem\u3eNeighborhood Preservation Act\u3c/em\u3e
This critical essay applies the concept of “presence” as a theoretical lens for explaining the rhetorical efficacy of protest events surrounding a contemporary debate about immigrants’ rights in a suburban New York township. Specifically, the protests surrounding the town board meetings regarding Brookhaven’s “Neighborhood Preservation Act,” a piece of legislation geared toward making rental laws more stringent, are examined. A group comprised largely of white, upper middle-class citizens voiced their support for the proposed legislation, while a group of day laborers and those sympathetic with their cause characterized the proposed legislation as a form of racial discrimination disguised as a rental law. This analysis focuses on the specific tactics used by protesters on both sides of this issue in their attempts to persuade members of the town board, the news media, and the citizens of Brookhaven township
Coyote\u27s Tale on the Old Oregon Trail: Challenging Cultural Memory through Narrative at the Tamástslikt Cultural Institute
This essay examines the oppositional narratives presented in a Native American museum in order to explore the efficacy of narrative as both a strategy for resistance to hegemonic narratives of the settling of the West and a medium for sharing culture. The positioning of the museum visitor as co-participant in the museum’s narratives is also considered, with a particular focus on the relationships among narrator, story, and audience. Finally, the narrative of tribal life presented in the museum is evaluated for its potential as a vehicle for both cultural change and continuity
SSR and post-conflict Reconstruction: armed wing of state-building?\ud
This paper directly challenges some of the popular Security Sector Reform (SSR) mythology that has grown around the UK’s involvement in Sierra Leone and the subsequent policy developments associated with SSR. It raises questions about the underlying political assumptions of the SSR process and contemporary SSR material, much of which lacks analysis of underlying theories of SSR relating to broader state-building and construction of a liberal peace. \ud

Using a case taken from the reconstruction of Sierra Leone, this paper outlines some of the key issues emerging after ten years of reconstruction efforts. Sierra Leone is usually over-cited, but given its importance to any orthodoxy that may be said to exist, it is relevant here. Fundamentally, Sierra Leone remains a relatively small state in West Africa and the fact a viable state remains elusive, challenges assumptions about time taken in reconstructing socio-political norms and structures, and also questions state-building as a post-conflict approach. \ud

This paper will argue that SSR in Sierra Leone was never a developed strategy but came to represent a series of policies that evolved on the ground largely as the result of the interaction of individuals and groups engaged in those early decisions, sometimes against the wishes of Whitehall, but always sharing a “direction of travel.” This is an important point in terms of how SSR policy was actually developed and also how approaches come to be seen as being far smoother and well planned with hindsight, but also in terms of how policy-makers and academics can learn about social, governance and security processes. \u

Anthropology and Open Access
While still largely ignored by many anthropologists, open access (OA) has been a confusing and volatile center around which a wide range of contentious debates and vexing leadership dilemmas orbit. Despite widespread misunderstandings and honest differences of perspective on how and why to move forward, OA frameworks for scholarly communication are now part of the publishing ecology in which all active anthropologists work. Cultural Anthropology is unambiguously a leading journal in the field. The move to transition it toward a gold OA model represents a milestone for the iterative transformation of how cultural anthropologists, along with diverse fellow travelers, communicate more ethically and sustainably with global and diverse publics. On the occasion of this significant shift, we build on the history of OA debates, position statements, and experiments taking place during the past decade to do three things. Using an interview format, we will offer a primer on OA practices in general and in cultural anthropology in particular. In doing so, we aim to highlight some of the special considerations that have animated arguments for OA in cultural anthropology and in neighboring fields built around ethnographic methods and representations. We then argue briefly for a critical anthropology of scholarly communication (including scholarly publishing), one that brings the kinds of engaged analysis for which Cultural Anthropology is particularly well known to bear on this vital aspect of knowledge production, circulation, and valuation. Our field’s distinctive knowledge of social, cultural, political, and economic phenomena should also—but often has not—inform our choices as both global actors and publishing scholars
