    Causes of government construction projects’ abandonment

    Government construction projects are vital to the economic development of developing countries. However, although most of these projects suffer from abandonment, little evidence exists concerning the causes that account for this setback. This paper investigates the causes of government construction project abandonment in Ghana. We used a sequential data collection approach, in-depth semi-structured interviews, and questionnaire surveys to solicit the views of project management practitioners, contractors, and clients associated with Ghana government construction project implementation. Using factor analysis and structural equation modelling, we find that Ghanaian government construction project abandonment is influenced by five sets of causes: political leadership, culture, external forces, resources (including funding) and administrative/institutional bottlenecks. Three of these sets of causes – political leadership, cultural and external forces, are the primary causes, while resources (including funding) and administrative/institutional causes are secondary causes

    Corporate voluntary greenhouse gas reporting: Stakeholder pressure and the mediating role of the chief executive officer

Business Strategy and The Environment published by ERP Environment and John Wiley & Sons Ltd The study sheds light on the extent to which various stakeholder pressures influence voluntary disclosure of greenhouse gas (GHG) emissions and how the impact is explained and moderated chief executive officer (CEO) characteristics of 215 FTSE 350 listed U.K. companies for the year 2011. The study developed a classification of GHG emission disclosure based on the guidelines of GHG Protocol, Department for Environment, Food and Rural Affairs, and Global Framework for Climate Risk Disclosure using content analysis. Evidence from the study suggests that some stakeholder pressure (regulatory, creditor, supplier, customer, and board control) positively impacts on GHG disclosure information by firms. We found that stakeholder pressure in the form of regulatory, mimetic, and shareholders pressure positively influenced the disclosure of GHG information. We also found that creditor pressure also had a significant negative relationship with GHG disclosure. Although CEO age had a direct negative effect on GHG voluntary disclosure, its moderation effect on stakeholder pressure influence on GHG disclosure was only significant on regulatory pressure

    The Effects of Politics on the Implementation of Government Programs/Projects: Insights from a Developing Economy

    Over the years, Ghanaian governments have invested huge sums of money in programs and projects for socioeconomic development to improve their citizens’ well-being. However, the implementation of most of these programs and projects have failed and been abandoned. There is a lack of research addressing this issue and the specific causal mechanism through which politics and culture shapes these failed implementations and program abandonments. Partisan politics—which demonstrates strong favoritism toward one’s preferred political party, adherence to party policies, and reluctance to compromise with political opponents— provides an appropriate framework to clarify the role of politics in programs and projects ineffective implementation and abandonment debates. Drawing on political theory and the partisan politics literature, this study explores the role partisan politics plays in the implementation failure and abandonment of government programs and projects in Ghana. Our analysis reveals three causal factors: political culture, political corruption, and poor planning and implementation, which are shaped by partisan politics in the Ghanaian context. This impacts negatively on the unity and socioeconomic development of the country

    From Preparedness to Coordination: Operational Excellence in Post-disaster Supply Chain Management in Africa

    Preparation and coordination have come to dominate discourse on operational excellence in post disaster supply chain management. In this paper we explore the critical success factors (CSF) of operations excellence in post-disaster operations management in Africa, using in-depth interviews with disaster management practitioners. Available studies have often focused on the commercial supply chains, but rarely on the critical success factors in service excellence in post disaster management operations in Africa. Using in-depth semi-structured interviews and desk-top data collection techniques from disaster management experts in Ghana a number of factors were identified. Employing thematic data analysis technique, these factors were categorised into eight (8) themes: management and administration, resources, political, governance structure, socio-cultural, education and training, infrastructure, and stakeholder involvement and co-operation

    Purpose – This study explores the critical success factors (CSFs) in humanitarian supply chain management (HSCM) by focussing on flood disaster management (FDM) in Ghana. Design/methodology/approach – An in-depth semi-structured interview and questionnaire surveys in a sequential data collection approach were used to collect data from definitive stakeholders of humanitarian organisations. The data was analysed using exploratory factor analysis (EFA), confirmatory factors analysis (CFA) and structural equation modelling (SEM) techniques. Findings – Seventy-four factors were identified as success factors of HSCM of flood disaster management. However, 41 of these factors were statistically significant and considered as critical. In descending order, these factors relate to management practices, education and training, stakeholder involvement and cooperation, infrastructure, innovation and technology, materials and resources, administrative practices, socio-cultural and economic. Whilst some factors are internal to the humanitarian organisations, others are external factors that are beyond the control of humanitarian organisations. Research limitations/implications – Even though this study offers empirical results that could guide policymakers in their decision-making about humanitarian operations, care needs to be taken since the data is within one country and within a specific disaster context – hence, policymakers need to consider the local contextual dynamics. Future studies could look at different disasters context to make a comparative analysis of various types of disaster operations. Practical implications – Institutions such as World Health Organization, Red Cross organisations and UN seeking to curbs global-warming-related disasters and the reduction of the effects of flood disaster can use findings as a guide during the formulation of HSCM policies and strategies. Originality/value – Unlike previous studies of humanitarian operations that focussed extensively on theoretical expositions, simulations, conceptual frameworks and models, this present study offers empirical evidence of humanitarian operations in the context of SCM. Further, by highlighting on the HSCM CSFs, this study contributes to disaster reduction and their effects on humanity in the context of FDM. This research could be used as guide by governments and FDM organisations to make informed decisions on SCM areas to focus the most during FDM

    This study explores the drivers of corrupt practices and non-adherence to ethical values in public management operations by focusing on public policy and programmes implementation within the Ghanaian context. Evidence based on an in-depth semi-structured interview (32) and focus-group discussions (2) found several drivers of corrupt practices and non-adherence to ethical values; which suggests an intertwined and cyclical relationships among the drivers. We find institutions, administration systems and political as fundamental drivers whilst socio-culture and economic as secondary drivers. However, political leadership is fundamental whilst management leadership from contracting firms are secondary drivers
