    Heterogeneous chemistry related to Antarctic ozone depletion: Reaction of ClONO2 and N2O5 on ice surfaces

    Laboratory studies of heterogeneous reactions of possible importance for Antarctic ozone depletion were performed. In particular, the reactions of chlorine nitrate (ClONO2) and dinitrogen pentoxide (N2O5) were investigated on ice and HCl/ice surfaces. These reactions occur on the surfaces of polar stratospheric clouds (PSCs) over Antarctica. One reaction transforms the stable chlorine reservoir species (ClONO2 and HCl) into photochemically active chlorine in the form of HOCl and Cl2. Condensation of HNO3 in the reactions removes odd nitrogen from the stratosphere, a requirement in nearly all models of Antarctic ozone depletion. Other reactions may also be important for Antarctic ozone depletion. Like the reactions of chlorine nitrate, these reactions deplete odd nitrogen through HNO3 condensation. In addition, one reaction converts a stable chlorine reservior species (HCl) into photochemically active chlorine (ClNO2).     Implications of the Ticket to Work and Self-Sufficiency Program for Young Adults

    On December 17, 1999, President Clinton signed the Ticket to Work and Work Incentives Improvement Act (P.L. 106-170) into law establishing in section 101(a) the Ticket to Work and Self-Sufficiency Program (Ticket to Work Program) as well as several other provisions to support the movement of beneficiaries with disabilities who receive Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) into employment. The Ticket to Work Program was established to expand the universe of providers available to beneficiaries with disabilities as they are afforded the opportunity to choose from whom they access their needed employment services and supports. The Ticket to Work Program also increased provider incentives to serve these individuals. The Social Security Administration (SSA) administers this new program with the support of Maximus, Inc, the entity contracted with by the SSA to serve as the program manager. The SSA is currently contracting with agencies to serve as Employment Networks (EN). These ENs perform an array of duties under the law, including providing employment services, vocational rehabilitation (VR) services, and other support services to assist individuals with disabilities to obtain and maintain employment. Under this program, the SSA is directed to provide to beneficiaries with disabilities who meet certain eligibility criteria a Ticket they may use to obtain employment services, VR services and/or other support services from an EN of their choice. “A Ticket under the Ticket to Work and Self-Sufficiency Program is a document that provides evidence of SSA’s agreement to pay an EN or a State VR agency for providing employment services, VR services and/or other support services to a Ticket recipient who requests such services.” (SSA 2001, p. 12) The Ticket to Work Program will be phased in nationally over a three-year period beginning in January, 2002, with beneficiaries in 13 states: Arizona, Colorado, Delaware, Florida, Illinois, Iowa, Massachusetts, New York, Oklahoma, Oregon, South Carolina, Vermont and Wisconsin. The remaining states will be included by January, 2004

    Photodissociation of pernitric acid (HO2NO2) at 248 nm

    The photodissociation of pernitric acid (PNA) was studied at 248 nm. The quantum yield for production of OH radicals is 34 + or - 16 percent. The yield of OH from PNA was measured relative to that of H2O2. The translational and rotational energy content of the OH photofragment from PNA was characterized. A fluorescent emission was also observed and characterized. It is attributed to electronically excited NO2 produced in the PNA photodissociation. A maximum yield of 30 percent for NO2 production was determined. The intensity of this emission, and a mass spectrometric peak at m/e = 33, were found to be useful means of characterizing the purity of the PNA sample

    Enhanced Tools to Improve Situational Awareness

    EMBA Project ReportEXECUTIVE SUMMARY: Commonly shared situational awareness is essential to the success of almost any team endeavor. Many information networks and processes in the military environment are specifically designed to collect, filter, package, and provide information. The mismanagement of time critical knowledge can result in delays in response and confusion when information regarding changes in the operational environment is not rapidly delivered to the right audience. This analysis provides recommendations for consideration of readily available information awareness tools to enhance this process. Our survey of information systems in present use reveals some non-desirous attributes and illuminates new concerns created as the result of the second order consequences of employing more complex and powerful systems. Some of these areas of concern include: • Increased exclusiveness of information to a narrow user community • Greater difficulty to alert a large group of forces to new and developing vital information in a rapidly changing dynamic situation. • Difficulty to alert and inform a large segment of the forces to a changing environment in a slowly developing situation. • Intermittently connected users lack a simple utility to become quickly updated with the latest information status. • Inability to provide information across architecture domains or security enclaves. • Inability to export and extend the information network to newly arriving participants. An analysis of the major fielded situational awareness systems including the Common Operational Picture (COP), Global Command and Control System-Maritime (GCCS-M), Collaboration at Sea (CAS) was conducted. Included also were Microsoft Chat and Really Simple Syndication (RSS) as candidate solutions. Each system or tool was first screened to identity those possessing the desired characteristic s of a potential solution. Then the qualifying systems were screened using a matrix of weighted factors. The assigned weighting factors were determined based on discussion with Subject Matter Experts provided by the client. RSS emerged as an affordable candidate satisfying most of the attributes of the desired solution. RSS provides a “Severe Weather Alert” service to a netted environment of information systems lacking this common cross domain capability. We conclude and recommend that RSS be further trialed and evaluated under exercise or controlled conditions to assess its potential usefulness as a “bell ringer” to enhance the group focus on significant and important situational developments.Prepared for Commander, Strike Force Training Atlantichttp://archive.org/details/enhancedtoolstoi10945704

    Budesonide Foam Has a Favorable Safety Profile for Inducing Remission in Mild-to-Moderate Ulcerative Proctitis or Proctosigmoiditis.

    BackgroundBudesonide foam, a rectally administered, second-generation corticosteroid with extensive hepatic first-pass metabolism, is efficacious for the treatment of mild-to-moderate ulcerative proctitis and ulcerative proctosigmoiditis.AimThe aim of this study was to comprehensively assess the safety and pharmacokinetic profile of budesonide foam.MethodsData from five phase III studies were pooled to further evaluate safety, including an open-label study (once-daily treatment for 8 weeks), an active-comparator study (once-daily treatment for 4 weeks), and two placebo-controlled studies and an open-label extension study (twice-daily treatment for 2 weeks, then once daily for 4 weeks). Data from the placebo-controlled studies and two phase I studies (i.e., patients with mild-to-moderate ulcerative colitis and healthy volunteers) were pooled to evaluate the pharmacokinetics of budesonide foam.ResultsA similar percentage of patients reported adverse events in the budesonide foam and placebo groups, with the majority of adverse events being mild or moderate in intensity (93.3 vs 96.0%, respectively). Adverse events occurred in 41.4 and 36.3% of patients receiving budesonide foam and placebo, respectively. Mean morning cortisol concentrations remained within the normal range for up to 8 weeks of treatment; there were no clinically relevant effects of budesonide foam on the hypothalamic-pituitary-adrenal axis. Population pharmacokinetic analysis demonstrated low systemic exposure after budesonide foam administration.ConclusionsThis integrated analysis demonstrated that budesonide foam for the induction of remission of distal ulcerative colitis is safe overall, with no clinically relevant effects on the hypothalamic-pituitary-adrenal axis

    Improving the reliability of optimised link state routing in a smart grid neighbour area network based wireless mesh network using multiple metrics

    © 2017 by the authors; licensee MDPI. Reliable communication is the backbone of advanced metering infrastructure (AMI). Within the AMI, the neighbourhood area network (NAN) transports a multitude of traffic, each with unique requirements. In order to deliver an acceptable level of reliability and latency, the underlying network, such as the wireless mesh network (WMN), must provide or guarantee the quality-of-service (QoS) level required by the respective application traffic. Existing WMN routing protocols, such as optimised link state routing (OLSR), typically utilise a single metric and do not consider the requirements of individual traffic; hence, packets are delivered on a best-effort basis. This paper presents a QoS-aware WMN routing technique that employs multiple metrics in OLSR optimal path selection for AMI applications. The problems arising from this approach are non deterministic polynomial time (NP)-complete in nature, which were solved through the combined use of the analytical hierarchy process (AHP) algorithm and pruning techniques. For smart meters transmitting Internet Protocol (IP) packets of varying sizes at different intervals, the proposed technique considers the constraints of NAN and the applications' traffic characteristics. The technique was developed by combining multiple OLSR path selection metrics with the AHP algorithm in ns-2. Compared with the conventional link metric in OLSR, the results show improvements of about 23% and 45% in latency and Packet Delivery Ratio (PDR), respectively, in a 25-node grid NAN

    Ethical bearings in an Inter-generational Auto/biography: writing in my mother's voice.

    "Beatrice Speaking" is an account of three years of my mother’s life (from 1945 to 1948). The narrative is written in the first-person voice of Beatrice, my mother (not, of course, her real name), and is framed by a prologue and epilogue in the first-person voice of one of her children (myself) in the present. I have struggled to find a name for the hybrid offspring that I have produced; intergenerational auto/biography is much closer than any of the alternatives. I want to explain the reason for my difficult decision to tell this story in the first-person narrating voice of Beatrice. To write in my mother’s voice raises ethical problems about appropriation and authenticity; more immediately, for years this was simply an impossibly presumptuous thing for me to do. Using the third-person ‘she’ was the only way to balance my role as writer and creator of the character Beatrice against my sense of intrusion into my mother’s private life. All the writing I did about her earlier life ("Inventing Beatrice") was done in this third-person voice. But when I came to the 1945–1948 period, I became stuck. I had writer’s block. During six months I slowly realised that I had only two choices: I could either use Beatrice’s own first-person voice (being honest and faithful to her letters) or else I would fall silent altogether. I chose the first option, to let Beatrice speak for herself, and started writing again. The biggest leap that this entailed was putting myself into her (Beatrice’s/my mother’s) moral space, living within it and accepting it at the same time as I profoundly rejected at least some of it for myself
