Le scandale de la corruption dans lâoctroi de contrats publics qui a menĂ© Ă lâarrestation de lâex-maire Gilles Vaillancourt en 2013 a conduit la Ville de Laval Ă rĂ©former en profondeur ses mĂ©canismes de gouvernance. Pourquoi et comment sâest effectuĂ© ce virage? Cette table ronde vise Ă prĂ©senter les multiples facettes de la mise en oeuvre des bonnes pratiques en matiĂšre de gouvernance selon deux volets, soit la gouvernance des instances consultatives internes et la reddition de comptes des organismes Ă but non lucratif (OBNL) recevant un appui financier direct ou indirect de la Ville
Journée de réflexion et lancement : 28 septembre 2023
Le 28 septembre 2023 sâest tenue la premiĂšre journĂ©e de rĂ©flexion et de lancement de la Chaire de recherche du Canada en systĂšmes adaptatifs en santĂ© et services sociaux (SA3S). La Chaire SA3S, portĂ©e par Lara Maillet, a pour objectif de contribuer Ă la crĂ©ation de connaissances et dâinterventions innovantes dans les services de proximitĂ©, les organisations de santĂ© et les instances de gouvernance multiniveaux, et ce, afin de rendre les systĂšmes de santĂ© adaptables, plus robustes et accessibles. En soutenant la transformation des organisations de santĂ© et des services de proximitĂ© et lâamĂ©lioration de la performance via des indicateurs sur lâĂ©quitĂ© du systĂšme de santĂ©, il sâagit donc pour la Chaire de contribuer Ă la rĂ©duction des inĂ©galitĂ©s sociales et de santĂ© dans le but dâamĂ©liorer la justice sociale. Le programme de la journĂ©e Ă©tait composĂ© de trois tables rondes et dâun atelier. Ils ont Ă©tĂ© pensĂ©s en lien avec le contexte actuel (notamment le projet de Loi 15 â Table ronde 1 et atelier), et en articulation avec les axes principaux de la Chaire SA3S, Ă savoir : 1) lâaxe « Trajectoires et gestion matricielle » qui regroupe plusieurs projets de recherche au sein des organisations de santĂ© et du rĂ©seau de partenaires impliquĂ©s dans des modalitĂ©s de gestion innovantes » (Table ronde 2); 2) lâaxe « Intervention et gestion de proximitĂ© » avec des recherches qui portent sur la conception, la mise en place et lâĂ©valuation dâinterventions de proximitĂ© en lien avec les besoins et ressources des milieux (Table ronde 3) et 3) lâaxe « Gouvernance multiniveaux et intersectorielle » qui vise Ă documenter et analyser les diffĂ©rents modĂšles de gouvernance et de collaboration et Ă mieux cerner les facteurs venant contraindre ou faciliter ces processus au sein dâinitiatives intersectorielles (Table ronde 3). Cette journĂ©e a Ă©tĂ© organisĂ©e dans un souci de rassembler les partenaires impliquĂ©s dans les diffĂ©rents projets qui constituent la Chaire SA3S, lâobjectif de la journĂ©e Ă©tant aussi de rĂ©flĂ©chir collectivement Ă lâorientation des futurs travaux et de la programmation gĂ©nĂ©rale de la Chaire. Les perspectives Ă explorer ont donc Ă©tĂ© travaillĂ©es avec des personnes issues © 2024 Chaire SA3S et Labris 7 des milieux acadĂ©miques, de la santĂ© et des services sociaux, communautaires et citoyens, que ce soit au cours des Ă©changes pendant les tables rondes, lâatelier crĂ©atif ainsi que dans les temps informels tout au long de la journĂ©e. Susciter et proposer cet espace de dialogue et de rĂ©flexion sâinscrit en cohĂ©rence avec la philosophie de recherche engagĂ©e auprĂšs des communautĂ©s de la Chaire
Colloque 667 : dynamiques des territoires : sources dâinnovation sociale et environnementale pour les politiques et le management public?
Les 9 et 10 mai 2023 se tenait Ă lâUniversitĂ© de MontrĂ©al le 90e CongrĂšs de lâAcfas. Dans le cadre de ce congrĂšs, le Centre de recherche sur la gouvernance (CERGO) de lâĂcole nationale dâadministration publique (ENAP) et le Conservatoire national des arts et mĂ©tiers (CNAM) ont prĂ©sentĂ© le Colloque 667, intitulĂ© Dynamiques des territoires : sources dâinnovation sociale et environnementale pour les politiques et le management public? Au cours de cet Ă©vĂ©nement, une quinzaine de confĂ©renciĂšres et confĂ©renciers ont prĂ©sentĂ© des communications qui sâarticulent autour de trois principaux thĂšmes : les configurations de gouvernance et de coopĂ©ration territoriales, les stratĂ©gies de management mises en place pour relever les dĂ©fis sociaux et environnementaux, et le rĂŽle des actrices et acteurs de la sociĂ©tĂ© civile dans la mise en place d'innovations sociales et environnementales. LâĂ©vĂ©nement sâest soldĂ© par un atelier synthĂšse au cours duquel des praticiennes et praticiens ont discutĂ© des travaux de recherche prĂ©sentĂ©s au cours du colloque. Une facilitatrice graphique Ă©tait sur place pour imager les propos des participantes et participants. Ce colloque sâinscrivait dans un contexte oĂč les dĂ©fis contemporains de gouvernance qui affligent les Ătats-nations, dont les crises sanitaire et climatique, requiĂšrent des gouvernements quâils interviennent rapidement et efficacement sur leur territoire, afin dâĂ©viter dâirrĂ©mĂ©diables catastrophes humaines, Ă©conomiques, sociales et Ă©cologiques. En plus dâinterpeller lâensemble des paliers gouvernementaux et de nĂ©cessiter la participation de nombreuses parties prenantes et dâactrices et acteurs de la sociĂ©tĂ© civile, ces problĂšmes pernicieux (Bradford, 2005) surviennent alors que sâopĂšrent dâimportantes transformations dans les politiques et les pratiques de gestion des Ătats centraux et subnationaux
Living ethics: a stance and its implications in health ethics
Moral or ethical questions are vital because they affect our daily lives: what is the best choice we can make, the best action to take in a given situation, and ultimately, the best way to live our lives? Health ethics has contributed to moving ethics toward a more experience-based and user-oriented theoretical and methodological stance but remains in our practice an incomplete lever for human development and flourishing. This context led us to envision and develop the stance of a âliving ethicsâ, described in this inaugural collective and programmatic paper as an effort to consolidate creative collaboration between a wide array of stakeholders. We engaged in a participatory discussion and collective writing process known as instrumentalist concept analysis. This process included initial local consultations, an exploratory literature review, the constitution of a working group of 21 co-authors, and 8 workshops supporting a collaborative thinking and writing process. First, a living ethics designates a stance attentive to human experience and the role played by morality in human existence. Second, a living ethics represents an ongoing effort to interrogate and scrutinize our moral experiences to facilitate adaptation of people and contexts. It promotes the active and inclusive engagement of both individuals and communities in envisioning and enacting scenarios which correspond to their flourishing as authentic ethical agents. Living ethics encourages meaningful participation of stakeholders because moral questions touch deeply upon who we are and who we want to be. We explain various aspects of a living ethics stance, including its theoretical, methodological, and practical implications as well as some barriers to its enactment based on the reflections resulting from the collaborative thinking and writing process
Profiles of Parental Burnout Around the Globe: Similarities and Differences Across 36 Countries
Parental burnout (PB) is a pervasive phenomenon. Parenting is embedded in cultural values, and previous research has shown the role of individualism in PB. In this paper, we reanalyze previously collected data to identify profiles based on the four dimensions of PB, and explore whether these profiles vary across countriesâ levels of collectivistic-individualistic (COL-IND) values. Our sample comprised 16,885 individuals from 36 countries (73% women; 27% men), and we used a latent profile approach to uncover PB profiles. The findings showed five profiles: Fulfilled, Not in PB, Low risk of PB, High risk of PB and Burned out. The profiles pointed to climbing levels of PB in the total sample and in each of the three country groups (High COL/Low IND, Medium COL-IND, Low COL/High IND). Exploratory analyses revealed that distinct dimensions of PB had the most prominent roles in the climbing pattern, depending on the countriesâ levels of COL/IND. In particular, we found contrast to be a hallmark dimension and an indicator of severe burnout for individualistic countries. Contrary to our predictions, emotional distance and saturation did not allow a clear differentiation across collectivistic countries. Our findings support several research avenues regarding PB measurement and intervention
Unusual presentation of pheochromocytoma: thirteen years of anxiety requiring psychiatric treatment
Pheochromocytoma is a rare tumor of the adrenal gland. It often presents with the classic triad of headache, palpitations and generalized sweating. Although not described as a typical symptom of pheochromocytoma, anxiety is the fourth most common symptom reported by patients suffering of pheochromocytoma. We report the case of a 64 year old man who had severe anxiety and panic disorder as presenting symptoms of pheochromocytoma. After 13Â years of psychiatric follow-up, the patient was diagnosed with malignant pheochromocytoma. After surgical resection of his pheochromocytoma and his hepatic metastases, the major panic attacks completely disappeared, the anxiety symptoms improved significantly and the psychiatric medications were stopped except for a very low maintenance dose of venlafaxine. We found in our cohort of 160 patients with pheochromocytoma 2 others cases of apparently benign tumors with severe anxiety that resolved after pheochromocytoma resection. These cases highlight that pheochromocytoma should be included in the differential diagnosis of refractory anxiety disorder
Opposed Left and Right Brain Hemisphere Contributions to Sexual Drive: A Multiple Lesion Case Analysis
Brain topographical studies of normal men have have shown that sexual excitation is asymmetric in the brain hemispheres. Group studies of patients with unilateral epileptic foci and other studies of patients with unilateral brain lesions have come to the same conclusion. The present study reviewed previously published single case reports of patients with frank hypo or hypersexuality subsequent to a unilateral brain lesion. Hyposexual patients tended to have left hemisphere lesions (primarily of the temporal lobe), and hypersexual patients tended to have right hemisphere lesions (primarily of the temporal lobe) (p < 0.05). We interpret this double dissociation as part of a more general phenomenon of psychic tone similarly dissociated with regard to hemispheric control, including mood, psychomotor baseline, speech rate, and even immunity. The behavioral significance of this psychic tone is to modulate approach versus avoidance behavior
