Casimir torque between nanostructured plates
We investigate in detail the Casimir torque induced by quantum vacuum
fluctuations between two nanostructured plates. Our calculations are based on
the scattering approach and take into account the coupling between different
modes induced by the shape of the surface which are neglected in any sort of
proximity approximation or effective medium approach. We then present an
experimental setup aiming at measuring this torque.Comment: 7 pages, 7 figure
Imaging surface plasmons: from leaky waves to far-field radiation
We show that, contrary to the common wisdom, surface plasmon poles are not
involved in the imaging process in leakage radiation microscopy. Identifying
the leakage radiation modes directly from a transverse magnetic potential leads
us to reconsider the surface plasmon field and unfold the non-plasmonic
contribution to the image formation. While both contributions interfere in the
imaging process, our analysis reveals that the reassessed plasmonic field
embodies a pole mathematically similar to the usual surface plasmon pole. This
removes a long-standing ambiguity associated with plasmonic signals in leakage

Project management : learning by breaking the rules
The paper explores project management in action in a large public research organisation – NLAT which decided to change its internal organisation from team-based to project-based organisation a few years ago. A systematic and comparative analysis of 8 projects reveals that adherence to the ISO 9000’s standardized rules of project management - specific staffing and project leaders, definition of milestones ex ante, procedure manuals, and formalized learning accumulation mechanisms - had little to do with the organisations success over recent years: Looking for explanations for this success, the paper focuses on the process of transferring from one project to another, enhancing organisational learning through rules breaking. We identify three elements which encourage the accumulation of knowledge and competencies, as organisational learning: low project core staffing levels which stimulates the circulation of engineers and researchers between projects and blurs project boundaries, implementing and managing thematic projects which build on specific competencies developed in dedicated projects and encouraging ‘bricolage’ to hybridise project management with traditional hierarchical management practices.PROJECT MANAGEMENT;R&D;HIGH TECH;MANAGEMENT PRACTICES
Surface plasmon modes and the Casimir energy
We show the influence of surface plasmons on the Casimir effect between two
plane parallel metallic mirrors at arbitrary distances. Using the plasma model
to describe the optical response of the metal, we express the Casimir energy as
a sum of contributions associated with evanescent surface plasmon modes and
propagative cavity modes. In contrast to naive expectations, the plasmonic
modes contribution is essential at all distances in order to ensure the correct
result for the Casimir energy. One of the two plasmonic modes gives rise to a
repulsive contribution, balancing out the attractive contributions from
propagating cavity modes, while both contributions taken separately are much
larger than the actual value of the Casimir energy. This also suggests

Indoor Air Bacterial Load and Antibiotic Susceptibility Pattern of Isolates in Operating Rooms and Surgical Wards at Jimma University Specialized Hospital, Southwest Ethiopia
BACKGROUND: Surgical site infection is the second most common health care associated infection. One of the risk factors for such infection is bacterial contamination of operating rooms’ and surgical wards’ indoor air. In view of that, the microbiological quality of air can be considered as a mirror of the hygienic condition of these rooms. Thus, the objective of this study was to determine the bacterial load and antibiotic susceptibility pattern of isolates in operating rooms’ and surgical wards’ indoor air of Jimma University Specialized Hospital.
METHODS: A cross sectional study was conducted to measure indoor air microbial quality of operating rooms and surgical wards from October to January 2009/2010 on 108 indoor air samples collected in twelve rounds using purposive sampling technique by Settle Plate Method (Passive Air Sampling following 1/1/1 Schedule). Sample processing and antimicrobial susceptibility testing were done following standard bacteriological techniques. The data was analyzed using SPSS version 16 and interpreted according to scientifically determined baseline values initially suggested by Fisher.
RESULTS: The mean aerobic colony counts obtained in OR-1(46cfu/hr) and OR-2(28cfu/hr) was far beyond the set 5-8cfu/hr acceptable standards for passive room. Similarly the highest mean aerobic colony counts of 465cfu/hr and 461cfu/hr were observed in Female room-1 and room-2 respectively when compared to the acceptable range of 250-450cfu/hr. In this study only 3 isolates of S. pyogenes and 48 isolates of S. aureus were identified. Over 66% of S. aureus was identified in Critical Zone of Operating rooms. All isolates of S .aureus showed 100% and 82.8% resistance to methicillin and ampicillin respectively.
CONCLUSION: Higher degree of aerobic bacterial load was measured from operating rooms’ and surgical wards’ indoor air. Reducing foot trafficking, improving the ventilation system and routine cleaning has to be made to maintain the aerobic bacteria load with in optimal level.

The role of Surface Plasmon modes in the Casimir Effect
In this paper we study the role of surface plasmon modes in the Casimir
effect. First we write the Casimir energy as a sum over the modes of a real
cavity. We may identify two sorts of modes, two evanescent surface plasmon
modes and propagative modes. As one of the surface plasmon modes becomes
propagative for some choice of parameters we adopt an adiabatic mode definition
where we follow this mode into the propagative sector and count it together
with the surface plasmon contribution, calling this contribution "plasmonic".
The remaining modes are propagative cavity modes, which we call "photonic". The
Casimir energy contains two main contributions, one coming from the plasmonic,
the other from the photonic modes. Surprisingly we find that the plasmonic
contribution to the Casimir energy becomes repulsive for intermediate and large
mirror separations. Alternatively, we discuss the common surface plasmon
defintion, which includes only evanescent waves, where this effect is not
found. We show that, in contrast to an intuitive expectation, for both
definitions the Casimir energy is the sum of two very large contributions which
nearly cancel each other. The contribution of surface plasmons to the Casimir

Absorption and emission spectra of U4 + diluted in the incommensurate structure of ThCl4
The absorption and fluorescence spectra of U4+ diluted in single crystals of ThCl4 have been measured at temperatures ranging from 4.2 K to room temperature. β-ThCl4 exhibits on incommensurate structure below 70 K with a loss of periodicity along the c axis. This results in a variation of the distance between the metal and the halogen from one cell to another. The site symmetry of the actinide ions is then reduced. The lines corresponding to the sites of the resulting symmetries S4 and D2 are identified spectroscopically. The S4 symmetry is approximated by the D2d one and a parametric analysis of the energy levels of U4 + in the D2d and D 2 symmetries is reported. For 25 levels in the D2d site the root mean square deviation σ is 46 cm-1 and for 34 levels in D2, σ = 56 cm-1. The parameters which occur in both symmetries are only slightly changed
