The preparatory work before the entry into force of the Rome Statute of the International Criminal Court (“Rome Statute” or “Statute”) is nearing completion. Basic normative structures governing the establishment and work of the future International Criminal Court (“Court”) have been negotiated. With the discussions on the first draft Budget (“Budget”) and other issues related to the administrative and financial operation of the Court, preparations have taken a significant “practical turn.” The fundamental aim of the Budget is to translate the objectives of the Court in monetary terms and to provide the resources needed by the Court\u27s organs and the Assembly of States Parties in order for them to accomplish their mandate

Laminar Matroids

A laminar family is a collection $\mathscr{A}$ of subsets of a set $E$ such that, for any two intersecting sets, one is contained in the other. For a capacity function $c$ on $\mathscr{A}$, let $\mathscr{I}$ be \{I:|I\cap A| \leq c(A)\text{ for all A\in\mathscr{A}}\}. Then $\mathscr{I}$ is the collection of independent sets of a (laminar) matroid on $E$. We present a method of compacting laminar presentations, characterize the class of laminar matroids by their excluded minors, present a way to construct all laminar matroids using basic operations, and compare the class of laminar matroids to other well-known classes of matroids.Comment: 17 page

Staying Together: The Journey of Healing after Infidelity

Relationships are an important aspect of a fulfilling life. They can bring joy and pleasure or pain and devastation. One of the most detrimental issues within the context of committed relationships is infidelity, and subsequently it is one of the most prevalent issues seen in therapy. Although it is a common presenting problem in couples therapy, research on the treatment and healing of infidelity is limited. A majority of the literature is focused on the clinician’s point of view rather than the couples’ perspective. The purpose of this study is to present the results of a qualitative study of eight public weblogs in which individuals and couples described their experience with healing from infidelity. Generalized Laminar Matroids

Nested matroids were introduced by Crapo in 1965 and have appeared frequently in the literature since then. A flat of a matroid $M$ is Hamiltonian if it has a spanning circuit. A matroid $M$ is nested if and only if its Hamiltonian flats form a chain under inclusion; $M$ is laminar if and only if, for every $1$-element independent set $X$, the Hamiltonian flats of $M$ containing $X$ form a chain under inclusion. We generalize these notions to define the classes of $k$-closure-laminar and $k$-laminar matroids. This paper focuses on structural properties of these classes noting that, while the second class is always minor-closed, the first is if and only if $k \le 3$. The main results are excluded-minor characterizations for the classes of 2-laminar and 2-closure-laminar matroids.Comment: 12 page

Propagation failure of traveling waves in a discrete bistable medium

Propagation failure (pinning) of traveling waves is studied in a discrete scalar reaction-diffusion equation with a piecewise linear, bistable reaction function. The critical points of the pinning transition, and the wavefront profile at the onset of propagation are calculated exactly. The scaling of the wave speed near the transition, and the leading corrections to the front shape are also determined. We find that the speed vanishes logarithmically close to the critical point, thus the model belongs to a different universality class than the standard Nagumo model, defined with a smooth, polynomial reaction function.Comment: 8 pages, 6 eps figures, to appear in Physica
