Diagnosis and the management constituency of small-scale fisheries
Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment. Approaches and frameworks for management and research in small-scale fisheries in the developing world
Commonly adopted approaches to managing small-scale fisheries (SSFs) in developing countries do not ensure sustainability. Progress is impeded by a gap between innovative SSF research and slower-moving SSF management. The paper aims to bridge the gap by showing that the three primary bases of SSF management--ecosystem, stakeholdersâ rights and resilience--are mutually consistent and complementary. It nominates the ecosystem approach as an appropriate starting point because it is established in national and international law and policy. Within this approach, the emerging resilience perspective and associated concepts of adaptive management and institutional learning can move management beyond traditional control and resource-use optimization, which largely ignore the different expectations of stakeholders; the complexity of ecosystem dynamics; and how ecological, social, political and economic subsystems are linked. Integrating a rights-based perspective helps balance the ecological bias of ecosystem-based and resilience approaches. The paper introduces three management implementation frameworks that can lend structure and order to research and management regardless of the management approach chosen. Finally, it outlines possible research approaches to overcome the heretofore limited capacity of fishery research to integrate across ecological, social and economic dimensions and so better serve the management objective of avoiding fishery failure by nurturing and preserving the ecological, social and institutional attributes that enable it to renew and reorganize itself. Deformation mechanisms leading to auxetic behaviour in the α-cristobalite and α-quartz structures of both silica and germania
Analytical expressions have been developed in which the elastic behaviour of the α-quartz and α-cristobalite molecular tetrahedral frameworks of both silica and germania are modelled by rotation, or dilation or concurrent rotation and dilation of the tetrahedra. Rotation and dilation of the tetrahedra both produce negative Poissonâs ratios (auxetic behaviour), whereas both positive and negative values are possible when these mechanisms act concurrently. Concurrent rotation and dilation of the tetrahedra reproduces with remarkable accuracy both the positive and negative nu31 Poissonâs ratios observed in silica α-quartz and α-cristobalite, respectively, when loaded in the x3 direction. A parametric fit of the concurrent model to the germania α-quartz experimental nu31 Poissonâs ratio is used to predict nu31 for germania α-cristobalite, for which no experimental value exists. This is predicted to be +0.007. Strain-dependent nu31 trends, due to concurrent rotation and dilation in the silica structures, are in broad agreement with those predicted from pair-potential calculations, although significant differences do occur in the absolute values. Concurrent dilation and rotation of the tetrahedra predicts that an alternative uniaxial stress (sigma3)-induced phase exists for both silica α-quartz and α-cristobalite and germania α-cristobalite, having geometries in reasonable agreement with beta-quartz and idealised beta-cristobalite, respectively

Coping with Poorly Understood Domains: the Example of Internet Trust
The notion of trust, as required for secure operations over the Internet, is important for ascertaining the source of received messages. How can we measure the degree of trust in authenticating the source? Knowledge in the domain is not established, so knowledge engineering becomes knowledge generation rather than mere acquisition. Special techniques are required, and special features of KBS software become more important than in conventional domains. Using Hybrid Agent-Based Systems to Model Spatially-Influenced Retail Markets
One emerging area of agent-based modelling is retail markets; however, there are problems with modelling such systems. The vast size of such markets makes individual-level modelling, for example of customers, difficult and this is particularly true where the markets are spatially complex. There is an emerging recognition that the power of agent-based systems is enhanced when integrated with other AI-based and conventional approaches. The resulting hybrid models are powerful tools that combine the flexibility of the agent-based methodology with the strengths of more traditional modelling. Such combinations allow us to consider agent-based modelling of such large-scale and complex retail markets. In particular, this paper examines the application of a hybrid agent-based model to a retail petrol market. An agent model was constructed and experiments were conducted to determine whether the trends and patterns of the retail petrol market could be replicated. Consumer behaviour was incorporated by the inclusion of a spatial interaction (SI) model and a network component. The model is shown to reproduce the spatial patterns seen in the real market, as well as well known behaviours of the market such as the "rocket and feathers" effect. In addition the model was successful at predicting the long term profitability of individual retailers. GPS-aided gravimetry at 30 km altitude from a balloon-borne platform
A balloon-borne experiment, flown at 30 km altitude over New Mexico, was used to test dynamic differential Global Positioning System (GPS) tracking in support of gravimetry at high-altitudes. The experiment package contained a gravimeter (Vibrating String Accelerometer), a full complement of inertial instruments, a TI-4100 GPS receiver and a radar transponder. The flight was supported by two GPS receivers on the ground near the flight path. From the 8 hour flight, about a forty minute period was selected for analysis. Differential GPS phase measurements were used to estimate changes in position over the sample time interval, or average velocity. In addition to average velocity, differential positions and numerical averages of acceleration were obtained in three components. Gravitational acceleration was estimated by correcting for accelerations due to translational motion, ignoring all rotational effects
