Early Childhood Intervention and Life-Cycle Skill Development: Evidence from Head Start

This paper provides new evidence on the long-term benefits of Head Start using the National Longitudinal Survey of Youth. I compare siblings who differ in their participation in the program, controlling for a variety of pre-treatment covariates. I estimate that Head Start participants gain 0.23 standard deviations on a summary index of young adult outcomes. This closes one-third of the gap between children with median and bottom quartile family income, and is about 80 percent as large as model programs such as Perry Preschool. The long-term impact for disadvantaged children is large despite "fadeout" of test score gains

Better Schools, Less Crime?

I estimate the impact of attending a first-choice middle or high school on adult crime, using data from public school choice lotteries in Charlotte-Mecklenburg school district (CMS). Seven years after random assignment, lottery winners had been arrested for fewer serious crimes and had spent fewer days incarcerated. The gain in school quality as measured by peer and teacher inputs was equivalent to moving from one of the lowest-ranked schools to one at the district average. The reduction in crime comes largely from years after enrollment in the preferred school is complete. The impacts are concentrated among high-risk youth, who commit about 50% less crime across several different outcome measures and scalings of crime by severity. I find suggestive evidence that school quality explains more of the impact in high school, whereas peer effects are more important in middle school

Using School Choice Lotteries to Test Measures of School Effectiveness

Value-added models (VAMs) are increasingly used to measure school effectiveness. Yet random variation in school attendance is necessary to test the validity of VAMs, and to guide the selection of models for measuring causal effects of schools. In this paper, I use random assignment from a public school choice lottery to test the predictive power of VAM specifications. In VAMs with minimal controls and two or more years of prior data, I fail to reject the hypothesis that school effects are unbiased. Into College, Out of Poverty? Policies to Increase the Postsecondary Attainment of the Poor

We review the experimental and quasi-experimental research evidence on the causal relationship between college costs and educational attainment, with a particular focus on low-income populations. The weight of the evidence indicates that reducing college costs can increase college entry and persistence. Simple and transparent programs appear to be most effective. Programs that link money to incentives and/or the takeup of academic support services appear to be particularly effective

The Lengthening of Childhood

Over the past 40 years, the age at which children enter first grade has slowly drifted upward. In the fall of 1968, 96 percent of six-year-old children were enrolled in first grade or above. By 2005, the proportion had dropped to 84 percent, mainly because a substantial share of six-year-olds were still in kindergarten. About a third of the increase in age at school entry can be explained by legal changes. Almost every state has increased the age at which children are allowed to start primary school. The other two-thirds of the increase in the age at school entry reflects the individual decisions of parents and teachers who choose to keep children out of kindergarten or first grade even when they are legally eligible to attend. This practice is sometimes called "red-shirting," a phrase originally used to describe the practice of holding college athletes out of play until they have grown larger and stronger. Red-shirting is referred to as "the gift of time" in education circles, reflecting a perception that children who have been allowed to mature for another year will benefit more from their schooling. As we will discuss, little evidence supports this perception. It is indeed true that in any grade, older children tend to perform better academically than the younger children. In the early grades there is a strong, positive relationship between a child's age in months and his performance relative to his peers. But there is little evidence that being older than your classmates has any long-term, positive effect on adult outcomes such as IQ, earnings, or educational attainment. By contrast, there is substantial evidence that entering school later reduces educational attainment (by increasing high school dropout rates) and depresses lifetime earnings (by delaying entry into the labor market)

School Segregation, Educational Attainment, and Crime: Evidence from the End of Busing in Charlotte-Mecklenburg

We study the impact of the end of race-based busing in Charlotte-Mecklenburg schools (“CMS”) on academic achievement, educational attainment, and young adult crime. In 2001, CMS was prohibited from using race in assigning students to schools. School boundaries were redrawn dramatically to reflect the surrounding neighborhoods, and half of its students received a new assignment. Using addresses measured prior to the policy change, we compare students in the same neighborhood that lived on opposite sides of a newly drawn boundary. We find that both white and minority students score lower on high school exams when they are assigned to schools with more minority students. We also find decreases in high school graduation and four-year college attendance for whites, and large increases in crime for minority males. The impacts on achievement and attainment are smaller in younger cohorts, while the impact on crime remains large and persistent for at least nine years after the re-zoning. We show that compensatory resource allocation policies in CMS likely played an important role in mitigating the impact of segregation on achievement and attainment, but had no impact on crime. We conclude that the end of busing widened racial inequality, despite efforts by CMS to mitigate the impact of increases in segregation

School Accountability, Postsecondary Attainment and Earnings

We study the impact of accountability pressure in Texas public high schools in the 1990s on postsecondary attainment and earnings, using administrative data from the Texas Schools Project (TSP). We find that high schools respond to the risk of being rated Low-Performing by increasing student achievement on high-stakes exams. Years later, these students are more likely to have attended college and completed a four-year degree, and they have higher earnings at age 25. However, we find no overall impact - and large declines in attainment and earnings for low-scoring students - of pressure to achieve a higher accountability rating

For-Profit Colleges

For-profit, or proprietary, colleges are the fastest-growing postsecondary schools in the nation, enrolling a disproportionately high share of disadvantaged and minority students and those ill-prepared for college. Because these schools, many of them big national chains, derive most of their revenue from taxpayer-funded student financial aid, they are of interest to policy makers not only for the role they play in the higher education spectrum but also for the value they provide their students. In this article, David Deming, Claudia Goldin, and Lawrence Katz look at the students who attend for-profits, the reasons they choose these schools, and student outcomes on a number of broad measures and draw several conclusions. First, the authors write, the evidence shows that public community colleges may provide an equal or better education at lower cost than for-profits. But budget pressures mean that community colleges and other nonselective public institutions may not be able to meet the demand for higher education. Some students unable to get into desired courses and programs at public institutions may face only two alternatives: attendance at a for-profit or no postsecondary education at all. Second, for-profits appear to be at their best with well-defined programs of short duration that prepare students for a specific occupation. But for-profit completion rates, default rates, and labor market outcomes for students seeking associate’s or higher degrees compare unfavorably with those of public postsecondary institutions. In principle, taxpayer investment in student aid should be accompanied by scrutiny concerning whether students complete their course of study and subsequently earn enough to justify the investment and pay back their student loans. Designing appropriate regulations to help students navigate the market for higher education has proven to be a challenge because of the great variation in student goals and types of programs. Ensuring that potential students have complete and objective information about the costs and expected benefits of for-profit programs could improve postsecondary education opportunities for disadvantaged students and counter aggressive and potentially misleading recruitment practices at for-profit colleges, the authors write.Economic

School Choice, School Quality, and Postsecondary Attainment

We study the impact of a public school choice lottery in Charlotte- Mecklenburg schools on college enrollment and degree completion. We find a significant overall increase in college attainment among lottery winners who attend their first-choice school. Using rich administrative data on peers, teachers, course offerings, and other inputs, we show that the impacts of choice are strongly predicted by gains on several measures of school quality. Gains in attainment are concentrated among girls. Girls respond to attending a better school with higher grades and increases in college-preparatory course taking, while boys do not

Transits and secondary eclipses of HD 189733 with Spitzer

We present limits on transit timing variations and secondary eclipse depth variations at 8 microns with the Spitzer Space Telescope IRAC camera. Due to the weak limb darkening in the infrared and uninterrupted observing, Spitzer provides the highest accuracy transit times for this bright system, in principle providing sensitivity to secondary planets of Mars mass in resonant orbits.
