    Infrastructure Tolls in Texas: Evidence from the Borderplex

    Do changes in toll rates affect pedestrian, car, and truck traffic across the bridges between El Paso and Ciudad Juarez, Mexico? As more and more attention is paid to the use of tolls as funding mechanisms for new road and infrastructure construction in Texas, the answer to this question has policy implications not only for local and state lawmakers, but also for firms importing and exporting goods between Texas and Mexico. This article uses bridge traffic data from the Borderplex to examine the relative impact of tolls and concludes that local policymakers have more leeway than they thought in raising funds to make infrastructure improvements.Tolls; International Bridges; Border Economics

Newly available time series data make it possible to analyze the impacts of toll variations and international business cycle fluctuations on cross-border bridge traffic between El Paso and Ciudad Juarez. Parameter estimation is carried out using a linear transfer function ARIMA methodology. Price elasticities of demand are similar to those reported for other regional economies, but out-of-sample forecasting results are mixed

    Abstract: Many studies indicate that excessive regulatory burdens can hamper national economic performances. In spite of that, there are relatively few empirical estimates of the potential income gains that may accrue to countries that deregulate their business sectors. This paper partially fills that gap in the literature by using World Bank data to estimate the relationships between various measures of national regulatory burdens and per capita incomes.     International audienceElevational gradients are characterized by major shifts in environmental conditions, reflected through changes in climatic and soil variables. These shifts strongly impact the composition, community structure and specific functional traits of vegetation. Vegetation, in turn, influences soil properties through litter input, root growth and the release of root exudates, thereby influencing soil microbial and faunal communities. Here, we report and briefly describe data of soil and underlying bedrock physical and chemical properties, climatic variables, plant community composition and species abundance, soil microbial diversity and macro and mesofaunal abundance and diversity. Data are provided for 6 elevations (3400–4600 m) ranging from pine forest to alpine prairie. We focused on soil biophysical properties beneath several keystone or community-structuring plant species with different growth forms: (1) tree (Pinus hartwegii Lindl.); shrub (Oxylobus arbutifolius (Kunth) A. Gray and Chionolaena lavandulifolia (Kunth ex Kunth) Benth. & Hook.f. ex B.D.Jacks.); and (3) herb (Lupinus montanus Kunth and Senecio roseus Sch.Bip.). These data are useful for understanding how shifts in abiotic conditions and vegetation communities along an elevational gradient affect soil ecosystem services such as water infiltration, soil aggregation and carbon (C) storage, and modify soil biodiversity. The collected data also provide useful information to understand how alpine vegetation, soil macro- and meso-fauna, and soil bacterial communities may shift under a climate change scenario
